PRESENT: COUNCILLORS: Arthurs Cahill Kitchen Mitchell Robertson Stoner ALSO PRESENT: N. C. Marshall - Town Manager B. Taylor - Town Clerk ( I ) ADOPTION OF MINUTES Regular Meeting of April 18, 1983. Special Meeting of April 25, 1983 ( I I) 1. DELEGATIONS Mr. Kip Van Kempen, 1270 Barnwood Square, addressed Council with respect to garbage problems caused from the Pickering Fruit Company in the Maple Ridge Plaza. He asked when the landlord will be improving the gar- bage receptacle because to date the debris is causing odours, attracting rats and paper is blowing onto the abutting residential dwellings. (III) RESOLUTIONS Resolution #41/83 - See Appendix #1 Moved by Councillor Cahill Seconded by Councillor Robertson That the Executive Committee Report dated April 25, 1983, be adopted. CARRIED 11/83 - 48 - Recorded Vote on Item #6 Yes: Councillors Arthurs, Mitchell, Stoner and Mayor Anderson No: Councillors Cahill, Kitchen and Robertson Recorded Vote on Item #9 Yes: Councillors Cahill, Mitchell, Robertson and Mayor Anderson No: Councillors Arthurs, Kitchen and Stoner Resolution #42/83 Moved by Councillor Cahill Seconded by Councillor Kitchen That Mayor Anderson be authorized to proclaim the week of May 1st to 7th, 1983 as "Nurses Week" in the Town of Pickering. CARRIED Resolution #43/83 Moved by Councillor Stoner Seconded by Councillor Arthurs That Mayor Anderson be authorized to proclaim the week of May 2nd to 7th 1983 as "Suicide Prevention Week" in the Town of Pickering. CARRIED Resolution #44/83 Moved by Councillor Kitchen Seconded by Councillor Robertson That the following modification to Amendment No. 13 to the Pick- ering District Plan be endorsed and forwarded to the Council of the Regional Municipality of Durham for approval: Modification: (a) That section 2.c. Mixed Use be deleted in its entirety and the subsequent sections 2.D, 2.E and 2.F redes- ignated 2.C, 2.D and 2.E respectively. That section 2.B Residential be amended as follows: (b) 11/83 - 49 - (i) by replacing in the first paragraph the phrase , '-tlsevenRestdential Policy Areas" with the phrase """-"'ëight Residential POlicy Areas"; and (ii) by adding a new section 2.B.h) as follows: "h) Residential Policy Area 8: Residential Policy Area 8 may be redeveloped with a variety of housing types within the Low Density II range. The development or redevelopment of lands lying below the Metro- politan Toronto and Region Conservation Auth- ority's Fill Regulation Line may only be permitted provided that the requirements of the Metropolitan Toronto and Region Con- servation Authority are satisfied. (c) That Schedule 11-3-A be amended as shown on Attachment No.1 to this Appendix. CARRIED Recorded Vote: Yes: Councillors Arthurs, Cahill, Kitchen, Robertson, Stoner and Mayor Anderson Absent: Councillor Mitchell ( IV) BY-LAWS Councillor Cahill, seconded by Councillor Stoner moved for leave to introduce By-laws of the Town of Pickering: By-law Number 1659/83 Being a by-law to amend By-law 778/78 to regulate the construct- ion of driveway entrances upon highways under the jurisdiction of the Town of Pickering. By-law Number 1660/83 Being a by-law to regulate the retail sale of goods on highways or on vacant lots adjacent to them. By-law Number 1661/83 Being a omnibus by-law to amend various regulatory by-laws. By-law Number 1662/83 To amend By-law 1606/82 to appoint Michael Wild to the Condo- minium Committee. 11/83 - 50 - THIRD READING Councillor Cahill, seconded by Councillor Stoner moved that the report of the Committee of the Whole on By-law Numbers 1659/83, 1660/83, 1661/83 and 1662/83 be adopted, and that the said By-laws be now read a Third Time and PASSED and that the Mayor and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED By-laws read a first, second and third time and finally passed. (V) CONFIRMATION BY-LAW By-law Number 1663/83 Councillor Cahill, seconded by Councillor Stoner moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the May 2, 1983, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. (VI) ADJOURNMENT The meeting adjourned at the hour of 8:40 P.M..
