COUNCIL MEETING '- A Meeting of the Pickering Town Council was held on Monday February 21, 1983 at 7:30 P.M. PRESENT: Mayor J. Taylor - Town Clerk ABSENT: Councillor Cahill - (attending Good Road Convention) ( I ) ADOPTION OF MINUTES Meeting of February 7, 1983 ( I I) RESOLUTIONS Resolution #19/83 - See Appendix #1 Moved by Councillor Stoner Seconded by Councillor Arthurs That the Report of the Executive Committee, dated February 14, 1983, be adopted with the following amendment: Item #17 was lost. CARRIED Resolution #21/83 Moved by Councillor Robertson Seconded by Councillor Mitchell That Councillors Cahill, Robertson, Stoner, Kitchen and Mayor Anderson be authorized to attend the Canadian Institute of Planners National Conference to be held in Victoria, B.C., on June 19-23, 1983. CARRIED (III) BY-LAWS Councillor Stoner, seconded by Councillor Arthurs moved for leave to introduce By-laws of the Town of Pickering: By-law Number 1627/83 Being a Restricted Area By-law to amend Restricted Area By-law 3036, as amended, to implement the Official Plan of the Town of Pickering District Planning Area, Region of Durham, in Part Lot 22, Concession 1 (Part 1, Plan 40R-4653), in the Town of Pickering. By-law Number 1628/83 Being a by-law to authorize the execution of an Agreement between Maple Ridge Homes Ltd., and the Corporation of the Town of Pickering to amend the Subdivision Agreement dated March 2, 1981 between Maple Ridge Homes Ltd., and the Town respecting the development of Plan M-1222, Pickering By-law Number 1629/83 Being a by-law to authorize the execution of a Collective Agreement between the Corporation of the Town of Pickering and The Town of Pickering Professional Firefighters' Assoc- iation, Local 1632, International Association of Firefight- ers. 5/83 - 22 - By-law Number 1630/83 Being a by-law to exempt Blocks 8, 9, 10 and 18, Plan 40M-1254, from part lot control. THIRD READING Councillor Stoner, seconded by Councillor Mitchell moved that the report of the Committee of the Whole on By-law Numbers 1627/83, 1628/83, 1629/83 and 1630/83 be adopted, and that the said By-laws be now read a Third Time and PASSED and that the Mayor and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED By-laws read a first, second and third time and finally passed. (IV) 1. OTHER BUSINESS 2. Councillor Arthurs asked that the list of rate- payers to whom minutes and agendas are sent be updated annually. Councillor Arthurs requested that By-law 3714 (Procedural By-law) be reviewed. 3. Councillor Kitchen asked who monitors the safety of the ice on Frenchman's Bay and if it can be properly signed. (V) CONFIRMATION BY-LAW By-law Number 1631/83 Councillor Stoner, seconded by Councillor Robertson moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the February 21, 1983, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. LAND TRANSACTION FILE NUMBER - D 3360 That the request of the Metropolitan Toronto and Region Conservation Authority dated January 19, 1983 to purchase a portion of the closed section of Old Trespass Road at a nominal price of $2.00 be approved; and that Resolution #87/82 passed on October 18, 1982 be amended by deleting the line "3 - M.T.R.C.A. - $3,510" and substituting therefor the line "3-M.T.R.C.A. - $2.00". 15. The law firm of Walker, Wright and Rowsell shall be retained to act for the Town in this Action, from and after February 10, 1983. ISSUANCE OF BUILDING PERMIT RESPECTING LANDS AT THE SOUTHWEST CORNER OF WHITES ROAD AND KINGSTON ROAD FILE NUMBER - E 2000 That the Council of the Town of Pickering hereby endorses the issuance of a building permit to construct a commercial facility at the south- west corner of Whites Road and Kingston Road. LOST ATTENDANCE OF PUBLIC WORKS EMPLOYEE AT A SEMINAR FILE NUMBER - A 4700 That Mr. Matthew Seward be permitted to attend an educational course regarding the new Building Code at a cost of $700.00 with the Town paying $400.00 towards the cost of registration.
