By-law Number 1625/83 Imposing special annual drainage rates upon land in respect of which money is borrowed under the Tile Drainage Act, R.S.O. 1980. - 18 - 4/83 THIRD READING Councillor Robertson, seconded by Councillor Cahill moved that the report of the Committee of the Whole on By-law Numbers 1619/83, 1620/83, 1621/83, 1622/83, 1623/83, 1624/83 and 1625/83 be adopted, and that the said By-laws be now read a Third Time and PASSED and that the Mayor and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED By-laws read a first, second and third time and finally passed.'" -- ".-.. -.-.,...,. " (IV) 1. OTHER BUSINESS Councillor Arthurs requested that the Ontario Humane Society be asked to make their monthly reports clearer to understand. 2. Councillor Mitchell stated that the bridge on White's Road over the railroad tracks should be cleared on both sides so that children are not required to walk on the road. 3. Councillor Cahill stated that all Members of Council should receive a copy of the new Planning Act. 4. The following matters were discussed prior to the regular meeting: (a) A request from the Pickering Soccer Club to be exempt from the Town's printing policy and for pins to give out at the Robbie Tour- nament to be held in July was refused. (b) A request from the Green River Residents Association for a grant of $750.00 to be used as seed money for the Green River Com- munity Centre was approved. Resolution #17/83 Moved by Councillor Stoner Seconded by Councillor Arthurs That the request of the Green River Residents Association for a grant of $750.00 to be used as seed money for the Green River Community Centre be approved on the understanding that this is a one-time only grant; and that this expenditure be charged to Account -z11J 23,)~. ~()'I'1Ç-;)17~ CARRIED (c) The Town Manager informed Members of Council that the Ministry of the Environment has approved the Town's application for a grant to assist in the financing of the repair or renewal of water supplies in the hamlet of Claremont. - 19 - (d) The Town Manager informed Members of Council that the' Town's application for funding under the Canada/Ontario Employment Develop- ment Programme has been approved with the exception of the Transportation Study project. A letter from the owners of the Liverpool House regarding its letter of credit for landscaping was considered. (e) Resolution #18/83 Moved by Councillor Stoner Seconded by Councillor Cahill That the letter of credit in the amount of $5,000.00 submitted by the owners of the Liverpool House for exterior landscaping be allowed to expire subject to the deficiencies in this site plan being included in the site plan agreement res- pecting the property to the north. CARRIED (V) CONFIRMATION BY-LAW By-law Number 1626/83 Councillor Robertson, seconded by Councillor Cahill moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the February 7, 1983, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. (VI) ADJOURNMENT The meeting adjourned at the hour of 8:20 p.m. ' Dated February 21st 1983 , ' APPENDIX I TOWN OF PICKERING The Executive Committee having met January 31, 1983 pre- sents its second report to the Council of the Town of Pick- ering and recommends: 1. PROPOSED OFFICIAL PLAN AMENDMENT TQPERMIT LIMITED INDUSTRIAL AND COMMERCIAL USES IN EXISTING STRUCTURES USED PREVIOUSLY FOR SIMILAR USES FILE NUMBER - A2240.03 .. - '"', That the Town Council advise the Regional Plan- ning Committee that. they endorse in principle the proposed amendment to the Durham Regional Official Plan permitting industrial and commer- cial uses in existing structures used previously for similar uses, as outlined in the Regional Planning Commissioner's Report No. 82-214, with the following modifications: " ~ a) that the phrase "to permit certain industrial and commercial uses" be replaced with the phrase "to permit any industrial and/or commer- cial uses" and b) that the phrase "within existing structures previously used for such purposes" be replaced with the phrase "within existing structures previously used for such, or similar, purposes or within additions to such structures". That the 30 minute off peak evening service be curtailed at 7:20 P.M., Monday to Saturday; and that Dial-a-Bus Service be provided from 7:20 P.M. to 1:30 A.M. via 2 buses Monday to Friday, and on Saturday with 1 bus; ".,. Route 7 - The Route 4 section of Route 7, Wood- view - Pinegrove area, service to be curtailed during the A.M. and P.M. Rush Hour. " - 2 - 4. TRANSIT REPORT, FILE NUMBER - F4100 That the following route be established: Route 2A- Pickering Mews - Village East, Fixed Route Service: Saturday. 6 A.M. - 8:20 A.M. 4:20 P.M. - 7:20 P.M. 8:20 A.M. - 7:20 P.M. implementated upon attain- ing a service warant. Monday to Friday ~ 5. TRANSIT REPORT FILE NUMBER - F 4100 That the Toronto Area Transit Operating Author- ity be requested to implement the GO-Pickering fare integration in the spring of 1983. 6. TRANSIT REPORT FILE NUMBER - F 4100 That the Minister of Transportation and Communi- cations for Ontario be requested to approve and subsidize the 2nd phase of the Pickering Transit Study. 7. TRANSIT REPORT FILE NUMBER - F 4100 t That the Senior Citizens fare of 35, be imple- mented on April 1, 1983. 8. . SCOREBOARD SYSTEM AT RECREATION COMPLEX FILE NUMBER - F 2200 That the proposal submitted by Rotomatic Display Products Limited dated December 10, 1982 to supply and install a scoreboard system at the Pickering Recreation Complex be accepted; and that the Mayor and Clerk be authorized to execute any agreements with respect to this proposal. - 3 - 9. WAIVER OF RENTAL FEE OF DON BEER ARENA FOR CLAREMONT LIONS CLUB . FILE NUMBER - F 2200 That the request of the Claremont Lions Club dated October 28, 1982 to waive the rental fee of $200.00 for Ice Pad #1 at Don Beer Arena on June 11, 1983 be refused. 10. WAIVER OF RENTAL FEE OF DON BEER ARENA FOR CLAREMONT LIONS CLUB . FILE NUMBER - F 2200 . That the Director of Parks and Recreation be directed to refuse all requests fo~ waivers of the rental fee of Town facilities unless a function is being conducted solely to aid Town residents who are stricken by personal tragedy or disaster and are in need of financial assistance. . 11. WAIVER OF RENTAL FEE OF EAST SHORE COMMUNITY CENTRE FOR 3RD BAY RIDGES SCOUT GROUP FILE NUMBER - F 2200 That the request of the 3rd Bay Ridges Scout Group to waive the rental fee of $125.00 for the East Shore Community Centre on January 29, 1983 be referred to the East Shore Community Association. ~ 12. ROAD SUBSIDY FOR 1982 FILE NUMBER - E 4000 That the Mayor and Clerk be authorized to petit- ion the Minister of Transportation and Communi- . cations for subsidy in the amount of . $1,525,619.49 for 1982 expenditures in accord- ance with the Public Transportation and Highway Improvements Act. - 4 - 13. TENDER FOR FOUR WHEEL DIESEL DRIVE TRACTOR AND MOWER FILE NUMBER -C4300 That Tender T~1-83 submitted by Swift Sure Equipment for the supply of one four wheel diesel drive tractor and mower with cab in the amount of $25,673.58 be. approved. . 14. TENDER FOR GRANULAR "A" FOR MAINTENANCE FILE NUMBER - C4300 That Tender T-2-83 submitted by Brookdale Aggre- gates Limited for the supply and dëlivery of Granular "A" for maintenance in the amount of $3.94 per tonne (hopper dump) and $4.58 per tonne (tandem) be approved subject to the approval of the Ministry of Transportation and Communications. 15. TENDER FOR GRANULAR "B" FOR MAINTENANCE FILE NUMBER - C 4300 i That Tender T-3-83 submitted by LK Haulage and Supply for the supply and delivery of Gran- ular "B" for maintenance in the amount of $3.10 per tonne (tandem) and $3.00 per tonne (dump trailer) be approved subject to the approval of the Ministry of Transportation and Communi- cations. 16. GRANT REQUEST FROM AJAX-PICKERING AND WHITBY ASSOCIATION FOR : THE MENTALLY RETARDED FILE NUMBER - C 2440 That a grant in the &~ount of $120.00 per part- icipant residing in the Town of Pickering, the total amount of which shall not exceed $2100.00 be made to the Ajax-Pickering and Whitby Association for the Mentally Retarded to assist in their summer day camp programme; and that this amount be charged to GL account 2195 (Grants to Organizations and Individuals). REMUNERATION AND EXPENSE PAYMENTS TO MEMBERS OF COUNCIL AND COUNCIL APPOINTEES FILE NUMBER - A 2110 That the Statement of the Treasurer-Collector dated January 20, 1983 respecting remuneration and expense payments to Members of Council and Council appointees for the year 1982 be received and filed. 18. "KELLY WEEK" FILE NUMBER - A 2111 That Mayor Anderson be authorized to proclaim the week of March 13 to 19, 1983 as "Kelly Week" in the Town of Pickering. 19. ACCOUNTS FOR APPROVAL FILE NUMBER - C 2310 That the accounts in the amount of $1,734,812.33 for the period ending December 30; 1982, as submitted by the Town Manager, be approved. 20. SHADYBROOK TOT-LOT FILE NUMBER - E 5120 . That the report of the Treasurer-Collector dated January 27, 1983 regarding works perform- ed in the Shadybrook-Tot-Lot by Bramalea Limited on behalf of the Town be received; and that $33,100.11 be paid to Bramalea Limited as a 1982 expenditure; and that a portion of this expenditure being $8,100.11 be charged to Account 2410 (Storm Sewers) , . - 6 - 21. REMOVAL OF TURNING CIRCLES IN AMBERLEA FILE NUMBER - B 2310 WHEREAS the Town and Bramalea Limited agreed to a cost-sharing arrangement with respect to the removal of turning circles at Woodruff Crescent, Una Road and New Street; and WHEREAS the work was completed during the year 1982; and, WHEREAS Bramalea Limited has paid its share of the work in the amount of $13,798.00; BE IT THEREFORE ENACTED THAT the Town's share of $12,915.72 be considered an authorized over- expenditure to be secured from the 1982 General Fund. . 22. REQUEST OF PICKERING LIONS CLUB TO USE TOWN CREST FILE NUMBER - F 2300 -- That the request of the Pickering Lions Club to use the Town Crest in a design for a lapel pin be approved. ..
