Taylor - Town Clerk (1) ADOPTION OF MINUTES Regular Meeting of July 5, 1982 Special Meeting of August 9, 1982 Special Meeting of August 9, 1982 Special Meeting of August 9, 1982 ( I I) RESOLUTIONS Resolution #68/82 Moved by Councillor Fisher Seconded by Councillor Stoner That the decision of the Committee of Adjustment dated August 26, 1982 to approve an application for a variance submitted by Fernie House under file PiCA 31/82 as revised to reflect the road alignment outlined as Alternative I in a report of the Director of Planning dated August 27, 1982 be endorsed. CARRIED 23/82 - 92 - Resolution #69/82 Moved by Councillor Stoner Seconded by Councillor Fisher That the Parks and Recreation Department be authorized to proceed with renovations to the Green River Community Centre at an approximate cost of $50,650.00 and to the Claremont Community Centre at an approx- mate cost of $19,450.00, on the understanding that grants will be available in the amounts of $18,480.00 and $7,560.00, respectively, from the Province of Ontario under the terms of the 1982 Ontario Employment Incentive Programme; and That any over-expenditure incurred as a result of proceeding with these projects be recovered from the proceeds of the sale of the Kinsale Community Centre, with the balance approved as an authorized over-expenditure to the 1982 Capital Budget. CARRIED Resolution #70/82 Moved by Councillor Cahill Seconded by Councillor Stoner That Mayor Anderson be authorized to proclaim the week of September 19-25, 1982 as "Be Kind to Animals Week". . CARRIED Resolution #71/82 Moved by Councillor Robertson Seconded by Councillor Fisher That Resolution #65/82, Item #1, passed on July 5, 1982, which reads as follows: "That the Interim Report of the Director of Transportation dated June, 1982 as supplemented by a report dated June 30, 1982, be adopted; and ~hat Al~ernative A be implemented with subscription dial-a-bus serv~ce dur~ng off peak hours; and that service be provided to Martin's subdivision, Squires Beach and the Pinegrove/Woodview Avenue areas. , and that Saturday service be cancelled. be reconsidered. CARRIED 23/82 - 93 - Resolution #72/82 Moved by Councillor Robertson Seconded by Councillor Fisher That Resolution #65/82, Item #1, be amended by deleting the phrase "and that Saturday services be cancelled". CARRIED Recorded Vote: Yea: Councillors Byers, Cahill, Coburn, Fisher, Robertson, Stoner and Mayor Anderson (III) BY-LAWS Councillor Robertson, seconded by Councillor Fisher moved for leave to introduce By-laws of the Town of Pickering: By-law Number 1547/82 Being a Restricted Area By-law to amend Restricted Area By-law 3036, as amended, to implement the Official Plan of the Town of Pickering District Planning Area, Region of Durham, in Part of Lot 18, Conces- sion 1, Town of Pickering. By-law Number 1548/82 Being a By-law to authorize the execution of an Agreement of Purchase and Sale, and a consequent Deed, for the transfer of part of Lot 59, Plan 816, to Michael Millerson and Marlene Georgia Millerson (Part 2, Plan 40R-7048) By-law Number 1549/82 Being a By-law to authorize the execution of an Agreement of Purchase and Sale, and a consequent Deed, for the transfer of part of Lot 59, Plan 816, to Wilhelm Jeschke and Helen Jeschke (Part 1, Plan 40R-7048) By-law Number 1550/82 Being a By-law to authorize the execution of an Agreement of Purchase and Sale, and a consequent Deed, for the transfer of part of Lot 59, Plan 816, to Michael Alexander Carroll and Barbara Carroll (Part 4, Plan 40R-7048) By-law Number 1551/82 Being a By-law to authorize the execution of an Agreement of Purchase and Sale, and a consequent Deed, for the transfer of part of Lot 59, Plan 816, to Michael Alexander Carroll and Barbara Carroll (Part 3, Plan 40R-7048) 23/82 - 94 - By-law Number 1552/82 - First and Second Readings Only Being a By-law to stop up part of Old Trespass Raod (Part Lots 33 and 34, Range 3, Broken Front Concession) By-law 1516/82 - Third Reading Only Being a By-law to change the names of streets in Lots 19 and 20, Concession 1 and Plan M-l024 (Glenanna Avenue/Road) THIRD READING Councillor Cahill, seconded by Councillor Fisher moved that the report of the Committee of the Whole on By-law Numbers 1547/82, 1548/82, 1549/82, 1550/82, 1551/82 and 1516/82 be adopted, and that the said By-laws be now read a Third Time and PASSED and that the Mayor and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED By-laws read a first, second and third time and finally passed. (IV) OTHER BUSINESS 1. Councillor Cahill asked that guidelines be established for evaluating the cost of constructing a building for the purpose of computing building permit fees. Councillor Robertson asked that staff study the feasibility of establishing snow routes. 2. 3. The following matters were discussed prior to the regular meeting: a) The Town Manager recommended that a dwelling on Town lands in Lot 20, Concession 3 be demolished and the tenant asked to vacate. Resolution #73/82 Moved by Councillor Cahill Seconded by Councillor Byers ~hat the lease wit~ Mr. Ken Roberts respecting a dwelling ~n Lot 20, Concess~on 3 be terminated and the building demolished. CARRIED 23/82 - 95 - b) Council established a value for Town owned industrial land on Brock Road. c) A public meeting to discuss the Greenwood Development Plan was scheduled for Tuesday, October 5, 1982 at the Greenwood Community Centre. A Planning Committee Meeting was scheduled for Tuesday, September 28, 1982. d) (V) CONFIRMATION BY-LAW By-law Number 1553/82 Councillor Cahill, seconded by Councillor Fisher moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the September 7, 1982, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed.
