CARRIED THIRD READING Councillor Byers, seconded by Councillor Robertson moved that the report of the Committee of the Whole on By-law Numbers 1498/82, 1507/82, 1524/82, 1525/82, 1526/82, 1527/82, 1528/82, 1529/82, 1530/82, 1531/82, 1532/82, 1533/82, 1534/82, 1535/82, 1536/82, 1537/82, 1538/82, 1539/82, 1540/82, 1541/82, 1542/82, 1543/82 and 1544/82 be adopted as amended, as follows: By-law 1544/82 was amended in Section 5(2)(g) by deleting the words "business offices" and "professional offices". and that the said By-laws be now read a Third Time and PASSED and that the Mayor and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED By-laws read a first, second and third time and finally passed. (IV) 1. OTHER BUSINESS 2. Councillor Cahill asked staff to investigate the feasibility of licensing amusement parks. Councillor Stoner reported on the seminar she attended in Ithaca, New York, on ground water management. 19/82 - 85 - 3. Councillor Robertson and Mayor Anderson thanked the Canada Week Committee for the excellent job of arranging the Canada Week celebrations. The following matters were discussed prior to the regular meeting: 4. a) The Town Manager reported that the M.T.R.C.A. wishes to fence off a portion of the Uxbridge/ Pickering Townline and Council directed that a poll of area residents be taken to determine their views on this. b) Council concurred with the recommendation of the Town Treasurer that the equalized assessment report not be appealed. (V) CONFIRMATION BY-LAW By-law Number 1546/82 Councillor Byers, seconded by Councillor Robertson moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the July 5, 1982, and that same be now read a first, second and third time and that the same be now finally passed and.~, that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. STORM WATER MANAGEMENT STUDY FILE NUMBER - B3500 .. That the proposal submitted by Simcoe Engineer- ing Limited dated May, 1982 to conduct a storm water management study at an estimated cost of $50,500.00 - $59,500.00 be approved. 2. OVEREXPENDITURES AT GRENWOOD PUBLIC LIBRARY FILE NUMBER - F 2200.07 That the report of the Treasurer~Collector dated June 10, 1982 with respect to expend- itures at the Greenwood Public Library be adopt- ed; and that an authorized over-expenditure of $2,310.48 be approved, representing the cost of a burglar alarm system. 7. SCHEDULE 2 TOWN OF PICKERING The Ex~cutive Committee having met July 5, 1982 presents its fourteenth report to the Council of the Town of Picker- ing and recommends: 1. PICKERING TRANSIT INTERIM REPORT (REVISED) FILE NUMBER -F 4100 That the Interim Report of the Director of Transportation dated June, 1982 as supplemented by a report dated June 30, 1982, be adopted; and that Alternative A be implemented with subscription dial-a-bus service during off peak hours; and that service be provided to Martin's sub- division, Squires Beach and the Pinegrove/Wood- view Avenue areas; and that Saturday service be cancelled. 2. APPLICATION FOR REZONING BY RUNNYMEDE DEVELOPMENTS ON THE WEST SIDE OF DIXIE ROAD FILE NUMBER - B 2310 - A 67/80 That By-law 1493/82 is in conformity with the Official Plan of the Region of Durham and in force at the time this By-law was passed namely the 17th day of May, 1982; and that no further Official Plan has been proposed by Council nor approved by the Ministry of Municipal Affairs and Housing since the passing of said By-law 1493/82 in which the said By-law would not be in conformity. ... 3. APPLICATION FOR REZONING BY RUNNYMEDE DEVELOPMENTS ON THE WEST SIDE OF DIXIE ROAD FILE NUMBER - B 2310 - A 67/80 That the letters of objection to By-law 1493/82 received from the Eaglebrook Corporation dated June 18, 1982 and various residents on Wollaston Court, Culross Avenue and Foleyet Crescent dated June 18, 1982 be received; and that the report of the Director of Planning dated June 29, 1982 with respect to these letters of objection to By-law 1493/82 be received; and that the objections be deemed invalid for the reasons stated in the report of the Director of Planning. - 2 - 4. . CAPITAL AND MAINTENANCE EXPENDITURES AT ANIMAL SHELTER FILE NUMBER - F 2300.15 That pursuant to subsection 4 of section 13 of the Joint Animal Control Agreement, the Council of the Town of Pickering hereby approves the 1982 capital and maintenance estimates for the animal shelter as outlined in the report of the Treasurer of the Town of Whitby dated June 16, 1982. 6. REDUCTION OF LETTER OF CREDIT. FOR BRONTE SQUARE SUBDIVISION FILE NUMBER - B 2310 That the Town Manager be authorized to reduce Letter of Credit C.I.B.C. Number KNJ 5272/302, held by the Municipality in conjunction with Plan M-1153 (Bronte Square) from the present $250,000.00 to $25,000.00. 7.
