Celebre welcomed everyone to the meeting and inquired whether members had any additional items for the agenda. J. Dempsey requested the addition of summer students for discussion. 2.0 Approval of Agenda/Minutes Moved by J. Dempsey That the minutes of the January 20, 2016 meeting of the Heritage Pickering Advisory Committee be approved. Carried 3.0 New Business 3.1) Draft 2015 Year End Report & 2016 Work plan C. Celebre presented members with a draft copy of the 2015 Year End Report and 2016 Work Plan. She provided a summary of the 2015 accomplishments as well as the proposed work plan items and noted this will be forwarded to Council for information purposes. She pointed out some new items on the 2016 work plan which include investigating new Whitevale District signage, a Whitevale walking tour as well as partnering with other Heritage committees for joint training opportunities. Page 2 Item / Ref # Details & Discussion & Conclusion (summary of discussion) Action Items / Status (include deadline as appropriate) She noted she had attended a meeting with the Durham Region Heritage Planners Group, and it was suggested that Heritage Committee’s members may want to meet with other Committee’s on a more social level as Durham Committees may share similar issues regarding heritage preservation. It was also recommended that a meeting with Burt Duclos from the Ministry of Tourism, Culture and Sport could provide a training session for all Durham Committee’s. She noted she would advise members of future meetings. C. Celebre asked members for any additional comments or additions to the work plan and report, noting they could be emailed to her. Discussion ensued on the work plan updates and C. Celebre noted that in 2014 a lot of work was completed with respect to obtaining and uploading photos and encouraged members to continue with this in 2016, as well as work on the register. She inquired whether any members needed memory sticks and advised J. Dempsey that she would provide one for her. 3.2) 3285 Sideline 20 C. Celebre provided members with an overview of the cultural heritage evaluation report for 3285 Sideline 20. She explained this report was not presented at the November meeting with the other reports to allow time to verify the ownership of the property. C. Celebre provided a summary of the report, noting Part 2 consists of the house and outbuildings with Part 1 being the surrounding property. She noted that Infrastructure Ontario (IO) has a 99 year lease on Part 1 and can take back the land at any time. It was also noted that the surrounding land is not for residential development, but is designated as community park to the east and natural heritage system to the north. Discussion ensued and it was noted that the house has undergone extensive alterations to some parts of the building, but the stone tail is original. It was noted that this should be protected as well as the barn as the property meets the criteria for cultural heritage value. C. Celebre noted that the consultant had advised that notice be given to IO and C. Celebre stated that Graham Martin of Infrastructure Ontario has been advised accordingly. C. Celebre reviewed staff’s recommendation and asked whether members had any additional questions or concerns. There being C. Celebre to action C. Moved by J. Van Huss That Council designate 3285 Sideline 20 (described legally as Parts 1 and 2 on Registered Plan 40R-10518) under Part IV of the Ontario Heritage Act. Carried 4.3) 1585 Whitevale Road C. Celebre informed members that 1585 Whitevale Road was identified as a significant structure in Carl Bray’s Seaton review but not included as a heritage lot in the Seaton plan. She noted the property is currently occupied and appears to be in good condition. She stated that the City of Pickering will initiate an evaluation and has retained Laurie Smith, Laurie Smith Heritage Consulting to begin the assessment. She noted that this will be brought before the Committee for a recommendation possibly in the spring. 4.4) Summer Students Discussion ensued with respect to the possibility of the City obtaining a summer student to work with Committee members to organize photos, prepare property descriptions as well as mapping. It was also suggested that a tour be done of all of Pickering to determine properties that were missed in order to update the Register accordingly. It was also noted that documentation be completed prior to any demolition. C. Celebre noted she would investigate the possibility of obtaining a summer student. C. Celebre to action 4.0 Business Arising from Minutes 4.1) Claremont Public School C. Celebre provided an update with respect to Claremont Public School. She stated that Lindsay Reid, ERA Architects Inc. is currently finalizing the background research, and a draft should be received later this week. She noted the School Board would like to demolish a portion in order to proceed with renovations. She also noted the School Board would like to appear before the Heritage Committee in this regard. Celebre noted structurally some of the bricks are coming off, but the original details exist on the interior of the school, which is currently being used. She noted that the Committee should have a report to review prior to the School Board attending a meeting. 4.2) Tom Thompson House C. Celebre noted that John Sabean had previously discussed pursuing designation of the Tom Thompson House and noted she would contact him in this regard, as he had offered to assist with this. C.
