This Special Meeting of Council was called to consider By-law 1488/82 to levy mill rates to cover the 1982 requis- itions of the Durham Board of Education and the Durham Region Roman Catholic Separate School Board. PRESENT COUNCILLORS: Byers Cahill Coburn - Acting Mayor Fisher Robertson Stoner ALSO PRESENT N. C. Marshall - Town Manager B. Taylor - Town Clerk ABSENT Mayor J.E. Anderson - attending Planning seminar. (1).......BY-LAWS Councillor Fisher, seconded by Councillor Robertson moved for leave to introduce a By-law of the Town of Pickering: By-law.Number.1488/82 Being a By-law to amend the Town of Pickering Municipal Code to levy such rates against all of the assessed propert- ies in the Town of Pickering as will be required to cover the 1982 requisitions from the Durham Board of Education and the Durham Region Roman Catholic Separate School Board. -60 - 15/82 - - THIRD. READING Councillor Fisher, seconded by Councillor Robertson moved that the report of the Committee of the Whole on By-law Numbers 1488/82 be adopted, and that the said By-laws be now read a Third Time and PASSED and that the Mayor and Clerk sign the same, and the Seal of the Corporation be affixed thereto. APPENDIX #1 TOWN OF PICKERING The Executive Committee having met April 26, 1982 presents its eighth report to the CounciJ of the Town of Pickering and recommends: 1. ESTABLISHMENT OF COMMITTEE TO REVIEW SIGN BY-LAW FILE NBMBER - A 1900 ! That a Committee be established to work with the Clerk and Solicitor to review the Sign by-law and to consider the comments made by the delegations at the Executive Committee Meeting of April 26, 1982; and that Councillors Byers, Stoner and Fisher be appointed to sit on this Committee. 2. DENSITY GRANT FROM THE PROVINCE OF ONTARIO FILE NUMBER - 2440 That the Town of Pickering take into its General Fund Revenue for 1982, the 1982 Provincial Density Grant estimated at $150,400.00. 3. GRANT REQBEST FOR THE 7TH ANNUAL CENTRAL EAST REGIONAL GAMES FOR THE PHYSICALLY DISABLED FILE NBMBER -C 2440 That the request of the Fund Raising Chairman of .the Central East Regional Games for the Physically Disabled dated April 7, 1982 for a grant to keep athletes registration at $15.00 be refused. 4. TENDER FOR GRANULAR "A" FOR CONSTRUCTION FILE NBMBER - C 4300 That Tender T-14-82 submitted by Douglas COppins Limited for the supply and delivery of Granular "A" for construction in the amounts of $33,660.00 (tandem) or $29,791.00 (hopper dump) be approved subject to the approval of the Ministry of Trans.pQ.rors-tion and Communications. - 2 - s. TENDER FOR SUPPLY AND DELIVERY OF GRANULAR "B" FOR CONSTRUCTION FILE NUMBER - C 4300 That Tender T-13-82 submitted by Ha~en and King Construction Ontario Limited for the supply and delivery of Granular "B" for construction in the amount of $28~662.00 be approved subject to the approval of the Ministry of Transport- ation and Communications. 6. EXPANSION OF GARBAGE AREA IN NORTHERN PORTION OF THE MUNICIPALITY FILE.NUMBER.- E5500 That the report of the Town Manager dated April 20, 1982 regarêiirig the èXþañ-sion of the Garbage Collection Area in the northern portion of the Municipality be received; and that staff be directed to prepare a question- naire to be distributed to the residents in the northern portion of the Municipality ad- vising them of the projected costs of providing the garbage service to them and requesting their opinion as to whether or not they wish .t.o receive the service and assume the addition- al cost; and further that the questionnaire be distri- buted in conjunction with the final tax bill due to go out in June. 7. WEED CONTROL FILE NUMBER - A.2200 That the Council of the Town of Pickering auth- orizes the publication of a public notice, regarding destruction of weeds under the pro- vision of the Weed Control Act of the Province of Ontario and directs the Regional Weed In- spector to cause noxious weeds or weed seeds to be destroyed in such a manner as he may deem proper; and that the expenses incurred by the said Weed Inspectors in the discharge of their duties shall be placed on the collectors roll of the Town of Pickering against the respective parcels concerned; and that such amount shall be collected in the same manner as taxes under the Municipal Act. ~ - 3 - 8. PICKERING, AJAX AND WHITBY JOINT ANIMAL CONTROL COMMITTEE FILE NUMBER - F 2300.15 That pursuant to subsection 3 of section 7 of the agreement between the Towns of Ajax, Pickering and Whitby dated March 8,1'982, re- specting the establishment of the Joint Animal Control Committee, Councillor Norah Stoner is hereby appointed as a member of that Comm- ittee; and that Councillor Byers is hereby appoint- ed as an alternate member of the Committee to sit on the Committee when Councillor Stoner is unable to do so; and that pursuant to subsection 7 of section 7 of the said agreement, Mr. Bruce J. Taylor, Town Clerk is hereby appointed to be an advisor to the Committee and to act as liaison between the Council of the Town of Pickering and the Committee. 9. CONVENTIONS AND SEMINARS FOR MEMBERS OF COUNCIL FILE NUMBER - A.2110 Tbat Councillors Robertson and Fisher be author- ized to attend the convention of the Federation of Canadian Municipalities in Ottawa from June 6th to 10th, 1982. 10. CONVENTIONS AND SEMINARS FOR MEMBERS OF COUNCIL FILE NUMBER -A2110. That Councillor Stoner be authorized to attend the convention on the impact of waste storage and disposal on ground-water resources in Ithaca, New York on June 28th to July 1st, 1982. 11. SUICIDE PREVENTION WEEK FILE.NUMBER-A2111 That Mayor Anderson be authorized to proclaim the week of May 16 - 22, 1982 as "Suicide Pre- vention Week" in the Town of Pickering. ._. ~ . - 4 - 12. ACCOUNTS FOR APPROVAL FILE NUMBER - C 2310 That the accounts in the amount of $1,780.577.24 for the period ending April 15, 1982, as sub- mitted by the Town Manager, be approved. . -
