Anderson COUNCILLORS: Byers Cahill Coburn Fisher Robertson Stoner ALSO PRESENT: N. C. Marshall - Town Manager B. Taylor - Town Clerk ( 1 ) ADOPTION OF MINUTES Meeting of January 4, 1982 (II) RESOLUTIONS Resolution #2/82 - See Appendix Moved by Councillor Coburn Seconded by Councillor Fisher That the Report of the Executive Committee dated January 11, 1982, be adopted. CARRIED 2/82 - 5 - The following motion was considered in conjunction with the preceding resolution: Resolution #3/82 Moved by Councillor Cahill Seconded by Councillor Fisher That Recommendation #1 of the Executive Committee Report of January 11, 1982 regarding ward boundary changes be deferred until February 1, 1982; and that the proposal for a five ward system be circulated for comment by the public and be considered at the Council meeting of February 1, 1982. LOST Resolution #4/82 Moved by Councillor Cahill Seconded by Councillor Fisher WHEREAS the Official Plan of the Regional Municipality of Durham provides for the eventual linking of Regional Road No. 22 (Bayly Street) and Lawrence Avenue by means of a Type "A" Arterial Road to be constructed between White's Road and the Borough of Scarborough, south of the MacDonald- Cartier Freeway (Highway No. 401); and WHEREAS, Planning ity Plan bourhood proposed therefore, the District Plan for the District Area of the Town of Pickering, the Fairport Commun- - Rosebank Neighbourhood and the Rosebank Neigh- Development Plan each include reference to such arterial road; and WHEREAS it is the opinion of this Council that such proposed arterial road is undesirable for the proper, orderly devel- opment of the Town and the Region; Now therefore be it resolved that: 1. The Director of Planning is hereby authorized and directed to make application to the Regional Municipality of Durham for an Amendment to its Official Plan to delete therefrom: a) reference, in section 13.3.9 thereof, to Regional Road No. 22 and to Lawrence Avenue; and b) the designation, on Map liB" thereto, of a Type "A" arterial road between White's Road and the Borough of Scarborough, south of Highway No. 401. 2/82 - 6 - 2. Further, the Director is hereby authorized and directed, should the Amendment referred to in paragraph 1, above, be approved by the Minister of Municipal Affairs and Housing, to forthwith after such approval is granted bring forward to this Council, for its consideration, consequent amendments to : a) the District Plan for the District Planning Area of the Town of Pickering; b) the Fairport Community Plan-Rosebank Neigh- bourhood; and c) the Rosebank Neighbourhood Development Plan. Deferred until April, 1982 (III) BY-LAWS Councillor Stoner, seconded by Councillor Fisher moved for leave to introduce By-laws of the Town of Pickering: By-law Number 1416/82 Being a By-law to provide for the regulation and licensing of places of amusement. By-law Number 1417/82 Being a By-law to amend By-law 851/82, as amended, providing for the regulating of parking, standing and stopping on highways or parts of highways under the jurisdiction of the Corporation of the Town of Pickering and on private and municipal property. By-law Number 1418/82 Being a by-law to amend By-law 1047/79, as amended, fixing the salaries of the Commissioners of the Pickering Hydro- Electric Commission. By-law Number 1419/82 Being a by-law to amend By-law C-l0 to appoint Mr. Wayne Arthurs to the Town of Pickering Public Library Board. 2/82 - 7 - B~~law Number __~~20182 Being a By-law to dedicate Block 66, Plan M-1223, Pickering, as public highway (New Street). By-law Number 1421/82 Being a By-law to dedicate part Lot 28, Concession 1, Pick- ering (Part 1, Plan 40R-6344) as public highway (New Street) By-law Number 1423/82 To establish a Penalty Charge for non payment of current taxes. By-law Number 1424/82 To provide for interest to be added to tax arrears. THIRD READING Councillor Stoner, seconded by Councillor Fisher moved that the report of the Committee of the Whole on By-law Numbers 1416/82, 1417/82, 1418/82, 1419/82, 1420/82, 1421/82, 1423/82, and 1424/82 be adopted, and that the said By-laws be now read a Third Time and PASSED and that the Mayor and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED By-laws read a first, second and third time and finally passed. (IV) OTHER BUSINESS 1. Councillor Stoner asked that all petitions received by a Department Head or Member of Council be immediately circulated to Members of Council. 2. Councillor Fisher requested that there be a better system of communications with employees of the Works Department during off hours. 3. (V) 2/82 - 8 - The following matters were discussed prior to the regular meeting: a) Council agreed that no refund be given to Realchief Gardens for the installation of driveway culverts. b) The Town Manager reported that the Swensons Ice Cream/Rave Variety building is being purchased by the owners of Rave Variety and they will enter into an agreement to complete any outstanding work. c) Council concurred with a proposed land exchange between the Town and Pitney Bowes and Monarch Marking. The Town Manager reported that the heating system at the Works Centre requires repairs and it may be very expensive. d) e) Council refused a request from Big Brothers to relocate a trailer on Town-owned or other lands. CONFIRMATION BY-LAW By-law Number 1425/82 Councillor Stoner, seconded by Councillor Fisher moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on January 18, 1982, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. 2/82 - 9 - (VI) ADJOURNMENT The meeting adjourned at the hour of 7:55 P.M. , - , ~- -- --- Da ted February 1st 1982
