Anderson COUNCILLORS: Byers Cahill Coburn Fisher Robertson Stoner ALSO PRESENT: N. C. Marshall - Town Manager B. Taylor - Town Clerk ( 1 ) ADOPTION OF MINUTES Regular Meeting of December 7, 1981. Special Meeting of December 14, 1981. ( I I) RESOLUTIONS Resolution #1/82 Moved by Councillor Robertson Seconded by Councillor Byers That the Council of the Town of Pickering reaffirms its recognition of the German-Canadian Club of Pickering, K.G. Severin, as a service club; and that the request of the said club to hold its Masquerade Dance on Saturday, January 30, 1982 and its 8th Annual "Ein Prosit" Bavarian Festival on Saturday, April 3, 1982 and its 12th Annual Oktoberfest on Saturday, October 2, 1982 and its Mardi Gras on Saturday, November 13, 1982, all in the West Shore Community Centre be approved subject to the approval of the Liquor Licence Board of Ontario; and that Saturday, November 13, 1982 be declared as "Mardi -Gras Day" in Pickering. CARRIED l/al - 2 - (III) BY-LAWS Councillor Stoner, seconded by Councillor Cahill moved for leave to introduce By-laws of the Town of Pickering: By-law Number 1375/81 Third Reading Only Being a by-law to change the name of a portion of Sideline 30 to Golf Club Road. By-law Number 1414/82 Being a by-law to authorize the temporary borrowing, if necessary, of up to $1,500,000.00 at anyone time, until taxes are collected. THIRD READING Councillor Stoner, seconded by Councillor Cahill moved that the report of the Committee of the Whole on By-law Numbers 1375/81 and 1414/81 be adopted, and that the said By-laws be now read a Third Time and PASSED and that the Mayor and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED By-laws read a first, second and third time and finally passed. (IV) OTHER BUSINESS 1. Councillor Cahill requested the Town Clerk to investigate the possibility of the Town qualify- ing for a lower postage rate for mass mailing and the feasibility of publicizing applications for development and notice of meetings. -lífð2 (V) CONFIRMATION BY-LAW By-law Number #1415/81 Councillor Cahill, seconded by Councillor Stoner moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on January 4, 1982, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. JOHN AMBULANCE TO WAIVE THE RENTAL FEE OF THE CONCRETE FLOOR SURFACE AND COMMUNITY HALL AT DON BEER SPORTS ARENA FILE NUMBER - F 2200 That the request of St. John Ambulance for the 'waiver of the rental fee of the concrete floor surface and community hall at the Don Beer Sports Arena on May 16, 1982, be approved; and that the rental fees tn the amount of $125.00 be charged to account GL 2195 (Grants to Organizations and Individuals). 4. LICENSING AND REGULATING OF PLACES OF AMUSEMENT FILE NUMBER - D 2300 That the Town Clerk be directed to forward new applications for an amusement licence to Council for its approval. 5. APPOINTMENT TO PICKERING PUBLIC LIBRARY BOARD FILE NUMBER,A 1900 That Mr. Wayne Arthurs be appointed to the Pickering Public Library Board for a period to expire on December 31. ]983. 6. ACCOUNTS FOR APPROVAL FILE NUMBER - C 2310 That the accounts in the amount of $3,137,235.47 for the period ending December 15, 1981, as submitted by the Town Manager. be approved. -- - ...... APPENDIX #1 TOWN OF PICKERING The Executive Committee having met January 11,1982 presents its first report to the Council of the Town of Pickering and recommends: 1. WARD BOUNDARY CHANGES FILE NUMBER - A 2112 That the proposed ward boundaries outlined in Schedule "A" attached hereto be adopted in principle; apd that these ward boundaries be forwarded to the Durham Board of Education for its com- ments; and that upon receipt of the comments of the Durham Board of Education, the Town Clerk be directed to prepare a by-law to adopt the said ward boundaries. 2. ICE RENTAL AT DON BEER ARENA FILE NUMBER - F 2200 That the Director of Parks and Recreation be authorized to increase the ice rental rates effective August 1, 1982 as follows: PRESENT ( 1. School Rates $15.00/hour AS OF AUGUST 1, 1982 $20.00/hour (during school hours) 2. Prime Hours Non Subsidized (Resident) $38.50/hour $44'.00/hour 3.
