Melymuk - Senior Planner K. Heritage - Planner IV m (i) ADOPTION OF MINUTES Regular meeting of October 20, 1986 ! (II) DELEGATIONS m 1. Mr. David Reid, 1415 Rosebank Road North, addressed Council with respect to the Highway No. 2 Corridor Study. He stated he does not want Rosebank Road, north of Kingston mRoad to Sheppard Avenue, to be widened and requested an impact study to be done with respect to the Rosebank Plaza. He asked that the area residents be asked for input mat the development stage. Mr. Reid also addressed Council with respect to retaining a planning consultant on behalf of Council at Ontario Municipal Board Hearings and asked that Council consider the ramifications of hiring a m planning consultant before making a decision. 2. Mr. Murray Chusid, representing landowners at the northeast mcorner of Highway 2 and Altona Road, addressed Council with respect to the Highway No. 2 Corridor Study. He stated that since the item is being deferred, he will meet with mPlanning Staff to discuss his concerns. 3. Sylvia Sampson and Savawn McNamee, representing Petticoat mCreek Co-Operative Homes, addressed Council with respect to the Municipal Housing Statement Update Study. Ms. Sampson stated there is a need for medium density and locations should be determined in the Town. She asked that if a mdecision is made by November 21, 1986, she will be eligible for a financial allocation from the Province. Ms. McNamee asked if affordable housing will be available. m m 22/86 m 129 (ii) DELEGATIONS - (continued) m 4. Mrs. Linda Carder, Claremont, addressed Council with respect to By-law 2325/86. She wanted assurance that since mthe subject land is higher than her property as well as Mr. Harold Hopkins' property that the ground level and water course in the subdivision would not cause flooding. mo 5. Mr. John Marks, representing residents on William Street in Claremont, addressed Council with respect to By-law Number 2325/86. He objected to the road pattern of the proposed mdevelopment and stated it should be a cul-de-sac in order to discourage through traffic. He also asked that the by-law be deferred in order that a meeting could be marranged with the developer and the residents. 6. Mr. Doug Turner, on behalf of the applicant, addressed Council with respect to By-law Number 2325/86. He asked m that Section 5{2)(b) be amended to include a culvert for access. m (iii) RESOLUTIONS mResolution #152/86 - see Appendix #1 Moved by Councillor Robertson Seconded by Councillor Coburn mThat the Executive Committee Report dated October 27, 1986, be adopted with the following amendment: m Item #1 was referred to staff for further review. Part ii is amended to delete the Objective. m2. Part vi! is amended to delete the last sentence which reads, "Particular attention will be paid to proposals in the Town Centre Area as this is the main location for high modensity residential development in the Town". and that the Ministry of Housing be advised that the firm of Walker, Wright, Young Associates Limited has satisfactorily completed the mterms of reference for the Town's Municipal Housing Statement Update Study, as funded by the Ministry under the Municipal Housing Statement Grant Program. mCARRIED The following motion was considered with respect to Resolution m #153/86. Councillor Stoner asked that a report and by-law be prepared regarding a policy on burning leaves. m 4. Mayor Anderson thanked the Members of Council for their support of Rick Hanson on Sunday, November 2, 1986. m 5.
