Anderson - {attending Association of Counties and Councillor Mitchell - Regions of Ontario Conference in Niagara Falls) {I) ADOPTION OF MINUTES Regular meeting of October 6, 1986 (II) RESOLUTIONS Resolution #148/86 - See Appendix #1 Moved by Councillor Robertson Seconded by Councillor Arthurs To adopt the Report of the Executive Committee Meeting of October 14, 1986 with the following amendments: Item #3 was deferred to the Council Meeting of November 3, 1986. Item #9 was amended to include the hamlet of Altona CARRIED The following resolution was considered with respect to Item #2 of the Executive Committee Report. Resolution #149/86 Moved by Councillor Arthurs Seconded by Councillor Brenner That Item #2 of the Executive Committee Report be amended to delete the phrase "and that for this the review, Planning Department be authorized to include a temporary Planner I - Long Range position in the 1987 Departmental Budget". LOST m m m 21/86 125 Recorded Vote: Yes: Councillor Arthurs No: Councillors Brenner, Coburn, Robertson and Stoner Absent: Mayor Anderson and Councillor Mitchell Resolution #150/86 Moved by Councillor ^rthurs Seconded by Councillor Robertson Picketing necessary steps to insure that lhat the lown of take the the Brock West kandfill Site is operating in compliance with the Environmental Protection Act and the conditions of its Certificate; and That the Town of Picketing advise Metro Toronto, Durham Region, and the Government of Ontario, that it does not support any attempt to expand the use of landfill sites within the Town of Picketing, it does not support the creation of any new landfill sites in the Town of Picketing and it does not support the extension of the existing Certificate on the Brock West Landfill Site, and; That the Town of Picketing petition all senior levels of Government to support all actions necessary to eradicate the problems created at the Brock West Landfill Site. CARRIED Resolution #151/86 Moved by Councillor Robertson Seconded by Councillor Arthurs That the letter from the Durham Region Roman Catholic Separate School Board dated October 17, 1986 regarding a cooperative project with the Town to provide facilities at the new high school on White's Road be received; and that this request be discussed at the 1987 Budget meetings to be held in December, 1986. CARRIED m{iii) STATUTORY PUBLIC MEETING Councillor Arthurs seconded by Councillor Brenner moved for m l eave to introduce a By-law of the Town of Picketing: By-law Number 2317/86 m· Being a Zoning By-law to amend By-law 1493/82, which amended Restricted Area {Zoning) By-law 3036, as amended, to implement the Official Plan of the Town of Pickering District Planning mArea, Region of Durham, in Lots 31 to 44 inclusive, Plan 40M-1272, in the Town of Picketing. (A 36/86). m m m m 21/86 126 THIRD READING Councillor Robertson, seconded by Councillor Arthurs moved that the report of the Committee of the Whole on By-law Number 2317/86 be adopted, and that the said By-law be now read a Third Time and PASSED, and that the Mayor and Clerk sign the same and the seal of the Corporation be affixed thereto. CARRIED (I¥) B¥-kAWS By-law Number 2318/86 Being a by-law for the licensing, regulating and governing of limousine drivers and owners. By-law Number 2319/86 Being a by-law to exempt Lots 94, 95, 96, 97, 98, 99, 100, 103 and 104, Plan 40M-1380, Picketing from part lot control. By-law Number 2320/86 Being a by-law to exempt Lots lO1 and 102, Plan 40M-1380, Picketing from part lot control. B~-law Number 2321/86 Being a by-law to dedicate part of Lots 44 and 45, Plan 21, Picketing as public highway {Part l, Plan 40R-9542; Churchwin Street, Whitevale). By-law Number 2322/86 Being a By-law to exempt Lots llO and lll, Plan 40M-1333, Pickering from part lot control. THIRD READING Councillor Coburn, seconded by Councillor Robertson moved that the report of the Committee of the Whole on By-law Numbers 2318/86, 2319/86, 2320/86, 2321/86 and 2322/86 be adopted, and that the said By-laws be now read a Third Time and PASSED, and that the Mayor and Clerk sign the same and the seal of the Corporation be affixed thereto. CARRIED m me m m m m m m21/86 127 m (v) OTHER BUSINESS m1. councillor Brenner asked the Town Manager to prepare a report on the precautions that will be taken for the residents of the Fairport Beach area if Lake Ontario's water level is high in the spring. m 2. councillor Robertson stated that discussion should be held regarding a welcome to Pickering sign and a Tourist Information mCentre. 3. Councillor Stoner commended Joan Alfrey and the Promotions Committee for the excellent production of the Town booklet and m map. 4. Councillor Stoner stated that the municipal staff's Share mchristmas Food Drive could include the Works Centre and Fire Halls. m5. councillor Stoner stated that the Durham Region Emergency Task Force has approved the draft information hand book for residents and should be available by December 1986. m following matters were discussed prior to the regular 6. APPENDIX 21 TOWN OF PICKERING The Executive Committee of the Town of Pickering having met on October 14, 1986, presents its fifteenth report to Council and recommends: 1. REZONING APPLICATION SUBMITTED BY RUNNYMEDE DEVELOPMENT CORPORATION LIMITED ON CLOUDBERRY COURT, DUNBARTON ROAD AND DIXIE ROAD FILE NUMBER - B 2310 - A 36/86 That Zoning By-law Amendment Application A 36/86 submitted by Runnymede Development Corporation Limited to amend Zoning By-law 3036, as amended by By-law 1493/82 to permit the re-arrangement of lot lines on the subject lands, being Lots 31 to 44, inclusive, Plan 40M-1272, be APPROVED. 2. REVIEW OF COMMUNITY PLANS IN 1987 FILE NUMBER - B 1000 That as part of the 1987 Departmental Work Program, the Director of Planning initiate the review of the recommended components of the Highbush, Town Centre, Liverpool, Woodlands (Part A and B), Brock Industrial Area Community Plans, Fairport Community - Frenchman's Bay and Shoreline Area (Residential Policy Area #6) and the Rural Area, and that for this review, the Planning Department be authorized to include a temporary Planner I - Long Range position in the 1987 Departmental Budget. m 3. MUNICIPAL HOUSING STATEMENT UPDATE STUDY m FILE NUMBER - B 1000 That Town Council receive the Municipal Housing Statement m update Study and the proposed amendment to the Pickering District Plan, as set out in Appendix I to Town Planning Report No. 65/86; and m that the Ministry of Housing be advised that the firm of Walker, Wright, Young Associates Limited has satisfactorily completed the terms of reference for the Town's Municipal m Housing Statement Update Stud.v, as funded by the Ministry under the Municipal Housing Statement Grant Program. m Deferred to November 3, 1986 4.
