McKay - Deputy Clerk I (I) ADOPTION OF MINUTES Regular Meeting of August 5, 1986. Special Meeting of September 8, 1986 (II) PRESENTATION The Pickering Lions Club presented a wooden plaque of the Town crest hand carved by Mr. Jim Clarke. See Resolution #132/86 (III) DELEGATION Gerard Gervais, on behalf of Southland Canada Inc., addressed Council with respect to Item #1 of the Report. He stated that Southland Executive Committee had addressed concerns regarding traffic movement, approval of entrances and the quality of the proposed development and asked what would be an appropriate use for this location. 19/86 (IV) RESOLUTIONS Resolution #128/86 - See Appendix I Moved by Councillor Arthurs Seconded by Councillor Mitchell That the Executive Committee Report dated September 8, 1986, be adopted with the following amendment: Item #4 was amended to include the following: "1. That any amending regulation respecting this application include building performance standards which conform to the "A" - Agricultural Zone requirement for accessory agricultural residential uses within the Town of Pickering Zoning By-law 3037, Section 6.2.3 2. That the owner satisfy the Ministry of Municipal Affairs with respect to noise attenuation." CARRIED Resolution ~129/86 Moved by Councillor Mitchell Seconded by Councillor Brenner That the Report of the Town Manager with respect to the Altona Storm Detention Pond and the construction of a fence on properties within the Mackay, Maniw Sub-Division 18T-83001, 40M-1320, be adopted and that: 1 the Town enter into a Licence or Easement Agreement with the owners of 1051 to 1033 Dalewood Drive to permit the utilization of Town land to facilitate the construction of a fence adjacent to the Altona Storm Detention Pond 2. the cost of the preparation of a survey to define the lands affected be assumed by the homeowners, together with the cost of the preparation of any legal documents and the registration of same required by this action. 3. the required six-foot chain link fence be constructed immediately following the completion of bank stabilization work at 1049, 1041 and 1039 Dalewood. CARRIED Resolution #130/86 Moved by Councillor Arthurs Seconded by Councillor Robertson That the Draft/Site Development Agreement between Gregory John William Norton and the Corporation of the Town of Pickering respecting the development of Part Lot 17, Concession 8, Pickering (A 9/86) the execution of which by the Town was authorized by By-law 2272/86 not be amended. CARRIED 9/86 111 Resolution #131/86 Moved by Councillor Stoner Seconded by Councillor Coburn That tender T - 24 - 86 submitted by Pape Avenue Paving for the supply of Asphalt pavement repairs in the amount of $30,738.25 be approved. CARRIED Resolution #132/86 Moved by Councillor Robertson Seconded by Councillor Stoner That the wooden plaque hand carved by Mr. Jim Clarke and donated by the Pickering Lions Club on September 15, 1986 be displayed in the Council Chambers. CARRIED Resolution ~133/86 Moved by Councillor Stoner Seconded by Councillor Arthurs That fencing be required prior to the occupancy of those homes that back on to Liverpool Road and Finch Avenue in the Henry Stolp subdivision; used for sidewalk openings be reviewed. and that the formula CARRIED Resolution #134/86 Moved by Councillor Arthurs Seconded by Councillor Stoner That Mayor Anderson be authorized to attend a Trade Fair in Cleveland, Ohio from October 22 to 29, 1986; and that an over-expenditure in the amount of $500.00 U.S. be approved. CARRIED Resolution #135/86 Moved by Councillor Stoner Seconded by Councillor Brenner That the request from the Metropolitan Toronto and Region Conservation Authority for a grant in the amount of $500.00 for the Paul Flood Memorial Fund be approved; and that this amount be charged to Account 2195 (Grants to Organizations and Individuals). By-law Number 2300/86 Being a by-law to dedicate Blocks 128, 129, 130, 132 and 133, Plan 40M-1379, Pickering a public highway (Beaton Way; Major Oaks Road) By-law Number 2301/86 Being a By-law to dedicate Blocks 133 to 137, Plan 40M-1380, Pickering, as public highway (Dellbrook Avenue; Denby Drive; Duberry Drive; Major Oaks Road). By-law Number 2308/86 Being a By-law to dedicate Blocks 78 and 79, Plan 40M-1416, Pickering, as public highway (Glenanna Road). By-law Number 2309/86 Being a By-law to appoint Harold Higdon to the Town of Pickering Public Library Board. THIRD READING Councillor Stoner, seconded by Councillor Coburn moved that the report of the Committee of the Whole on By-law Numbers 2295/86, 2299/86, 2300/86, 2301/86, 2302/86, 2303/86, 2304/86' 2305/86, 2306/86, 2307/86, 2308/86 and 2309/86 be adopted, with the following amendment: By-law 2309/86 was amended to delete "Pamela Reid" and to substitute with "Harold Higdon" and that the said By-laws be now read a Third Time and PASSED, and that the Mayor and Clerk sign the same and the seal of the Corporation be affixed thereto. CARRIED (VI) OTHER BUSINESS 1' Councillor Mitchell requested information on day care centres from the Clerk. 2. Councillor Brenner stated complaints have been received from residents on the east side of Rosebank Road North, south of Sheppard Avenue, regarding drainage problems. 3. Councillor Stoner inquired into the status of transit service for the Gates of Pickering subdivision. 4. Mayor Anderson directed the Town Manager to prepare a report on the availability of staff for emergencies. 5. The following matters were discussed prior to the regular meeting: (a) A request from the Henry Stolp Building Group to delete the requirement of fencing and sidewalks was considered~ See Resolution #133/86 (b) Mayor Anderson informed Council that the Region of Durham will be participating in a Trade Fair in Cleveland, Ohio and requested authorization to attend. See Resolution #134/86 19/86 114 (c) The request of the Pickering Carib-Canadian Cultural Association for a waiver of rental fees at the Recreation Complex for its Cultural Awareness DAy on 4, 1986 was not granted. October (d) A grant request from the Metropolitan Toronto and Region Conservation Authority was considered. See Resolution #135/86 (e) Council approved the wall sign submitted by Mr' Herbert Albrech on behalf of Payless Drugs in the plaza at Whites Road and Strouds Lane. (f) Councillor Stoner requested that the ditches in Clarke's Hollow be cleared. (g) Councillor Arthurs requested that a member of Planning Staff attend a meeting of the East Rouge Ratepayers. See Resolution #136/86 (VII) CONFIRMATION BY-LAW By-law Number 2310/86 Councillor Robertson, seconded by Councillor Coburn moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meetings held on the 8th and 15th days of September 1986 and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. ZONING BY-LAW AMENDMENT APPLICATION SUBMITTED BY SOUTHLAND CANADA LTD. ON THE NORTHEAST CORNER OF KINGSTON ROAD AND WHITE'S ROAD FILE NUMBER - B2310 - A41/84 That Zoning By-law Amendment Application A41/84 submitted by Southland Canada Inc., on behlaf of the owner, F.S. Hertzberg in Trust for Dunbarton Medical Centre Ltd., to rezone the lands from 'R3' - One Family Detached Dwelling - Third Density Zone to an appropriate zoning to permit the development of a convenience commercial Store and ancillary~gas bar be REFUSED. 2. KHANNA ON THE EAST SIDE OF ~STNEY ROAD BETWEEN HIGHWAY NO. 7 AND CONCESSION 6 ROAD FILE NUMBER - 18-Z0-0298606(1) That the Ministry of Municipal Affairs be advised that the Town of Picketing objects to the approval of Minister's Zoning order Amendment Application 18-ZO-0298606(1) submitted by R. Mehar and R. Khanna, on lands being Part of Lot 10, Concession 6 as proposed development does not comply with the policies and provisions of the Durham Regional Official Plan. Further, as the subject property is located outside the Hamlet boundary development as proposed does not comply with the Town's Rural Area Policy or the Greenwood Development Plan. ! 6. CULTURAL AWARENESS DAY FILE NUMBER - A 2111 That Mayor Anderson be authorized to proclaim October 4, 1986 as "Cultural Awareness Day" in the Town of Pickering. 13. FAMILY WEEK FILE NUMBER - A 2111 That Mayor Anderson be authorized to proclaim the week of October 6-12, 1986 as "Family Week" in the Town of Pickering. 14. LUPUS AWARENESS WEEK FILE NUMBER - A 2111 That Mayor Anderson be authorized to proclaim the week of October 19-25, 1986 as "Lupus Awareness Week" in the Town of Pickering. 15. LANDFILL SITES FILE NUMBER - A 2310.15 Whereas in a report dated July 1986, the Ministry of the Environment has assigned an "A-l" classification at the Brock West and Brock North Landfill Sites; and Whereas it is deemed that this classification may be a possible public health hazard; Now therefore, the Council of the Corporation of the Town of Pickering hereby requests the Ministry of the Environment to conduct Environmental Hearings with respect of the Brock West and Brock North Landfill Sites · 17. SITE PLAN FOR OLD LIVERPOOL PLAZA FILE NUMBER - B 2300 That the site plan submitted by Nichols and Johnson Architects with respect to the plaza north of the Liverpool House be approved as presented. 18. REQUEST FOR SALES TRAILER BY GARTHWOOD HOMES FILE NUMBER - D 2200 That the request of Garthwood Homes Ltd. to erect a sales trailer on the Dahlia Crescent subdivision be approved; and that the purchasers of homes be notified through the Offer to Purchase that the plan of subdivision has not been registered. 20. SIDEWALKS ON GANDALF COURT FILE NUMBER - E 1000 That the requirement for sidewalks on Gandalf Court be deleted; and that the Town accept cash-in-lieu of sidewalks. ! !
