Scherer - Planner II I (I) ADOPTION OF MINUTES Regular Meeting of March 17, 1986. Special Meeting of March 24, 1986. (II) DELEGATIONS 1. The following persons addressed Council with respect to the Official Plan Amendment submitted by Sandbury, Dekkema and Stroud (Item #1 of the Executive Committee Report): a) David Reid, President, Rosebank Road North and Area Community Association submitted a brief and objected to the approval of the Official Plan Amendment. He stated that the association support the Staff Recommendation for refusal of Special Purpose Commercial on the property. The association has no objection to the residential component but feel that a commercial designation will further congest traffic on Kingston Road. He requested that Council reconsider its decision. b) Ellen Adams, 1411 Rosebank Road North, on behalf of Paul 1466 Rosebank Road North, supported the Murphy, Staff Recommendation to refuse the Official Plan Amendment to permit Special Purpose Commercial on the property. She stated that a residential zoning should be in place. c) Les Hambor, Vice President of the Rosebank Road North and Area Community Association stated his objection to the approval of the Official Plan Amendment to permit Special Purpose Commercial on the subject property. 8/86 (II) DELEGATIONS - (continued) d) Bob Byers, 1422 Rosebak Road North, stated his concern with respect to traffic congestion on escape routes for residents of Pickering in case of an emergency as a result of the proximity of two major rail lines and the Pickering Nuclear Generating Station. e) Ron Webb, 1425 Rosebank Road North, stated that he supported the Staff Recommended Plan to refuse the Official Plan Amendment. f) Sid Beegan, 1428 Rosebank Road North, stated that he opposed the Official Plan Amendment to permit a commercial use on the property. He felt Kingston Road should have no commercial uses permitted on it. Mr. Beegan agreed to work with the consultants on site plans for the residential development. Prasad 1441 Rosebank Road stated g) Banerjee, North, that the Official Plan Amendment was approved by Council despite the Staff Recommendation and resi- dents' opposition. h) Mary Walsh, 1453 Rosebank Road North, stated that she was in support of residential zoning on the subject property but opposed to commercial develop- ment. She stated that there is sufficient commercial zoning in Pickering and that a commercial zoning near schools causes social problems. i) Dennis Adams, 1411 Rosebank Road North, on behalf of George Botten, 1477 Rosebank Road North, stated his objection to the approval of the Official Plan Amendment. He stated that traffic congestion would increase and the plaza would run down. He also requested a recorded vote. j) Pamela Reid, 1415 Rosebank Road North, supported the Staff Recommendation to refuse the Official Plan Amendment. She stated that a residential zoning is appropriate on Kingston Road and that a commercial designation would be detrimental in that it would further congest traffic on Kingston Road and cause social problems. Mrs. Reid stated she would agree to residences with 40 foot frontages on the property if the Special Purpose Commercial is removed. k) Paul White, on behalf of the Fairport Beach Ratepayers Association, stated that his association supports the opinion of the Rosebank Road North and Area Community Association and objects to the Official Plan Amendment to permit Special Purpose Commercial on the subject property. 1) Brenda Birinji, 778 Millbank Road, addressed Council in support of the Official Plan Amendment to permit Special Purpose Commercial on the property. m) Don Given, representing the applicant, stated the Official Plan Amendment to permit Special Purpose Commercial is a good decision because he feels that residential development should be adjacent to a main arterial road such as Kingston Road. He also stated that the proposed development includes a park and a church fronting on Kingston Road to act as a buffer between the highway and the residences and that the commercial block will complete the buffer. 8/86 (II) DELEGATIONS - (continued) 2. Hugh Law, representing Canadian Tire, addressed Council with respect to By-law 2175/86. He stated his concern with respect to the impact this development would have on Liverpool Road and requested a deferral. 3. Gerard Gervais, representing Waringstown Investments Limited was in attendance regarding By-law 2176/86 (Rockport Holdings Limited). (III) RESOLUTIONS Resolution ~39/86 - See Appendix ~1 Moved by Councillor Robertson Seconded by Councillor Stoner That the Executive Committee Report dated March 24, 1986, be adopted. Stroud on lands being Part of Lots 29 and 30, B.F.C. Range 3, be APPROVED IN PRINCIPLE AS REVISED, to implement development as proposed by Revised Draft Plan of Subdivision 18T-85023. CARRIED Recorded Vote: Yes: Councillors Arthurs, Brenner, Coburn, Mitchell, Robertson, Stoner and Mayor Anderson Resolution 941/86 Moved by Councillor Robertson Seconded by Councillor Stoner That Draft Plan of Subdivision 18T-85023 submitted by Sandbury Building Corporation, Dekkema Develoments and E. L. Stroud on lands being part of Lots 29 and 30, B.F.C. Range 3, be APPROVED AS REVISED to permit the development of 53 detached dwellings on lots with minimum 12 metre frontages, a park and detention pond block, a special purpose commercial and convenience commercial block, and a church block subject to the following conditions: 8/86 Resolution 941/86 - contd. 1. Changes in "red" as shown on the plan prepared by Malone Given Parsons Ltd., dated July 4th, 1985 and stamped approved this date. 2. That the owners make satisfactory with the Town arrangements regarding the required parkland dedication and development. 3. That the owners enter into a subdivision agreement with and to the satisfaction of the Town. 4. That the owners make satisfactory arrangements with the Town and Region regarding: a) the provision of all services; b) the allocation of sewage treatment capacity and water capacity for the development. 5. That the owners agree to dedicate all road allowances with proper corner roundings and sight triangles to the Town and satisfy the Director of Public Works with respect to the upgrading of Highway No. 2 to full municipal standards. 6. That the owners agree to convey to the Town and other proper authorities: a) Block 57 for walkway purposes; b) Block 55 for park and detention pond purposes; c) 0.3 metre reserves at all temporary street termini shown as Blocks 58, 59, 60, 61, 62 and 63 on the draft approved plan; and d) any other easements as required. 7. That the owners make satisfactory arrangements with the appropriate authorities regarding the provision of underground wiring, street lighting, cable television and other similar services. 8. That Block 56 on the draft approved plan be designated as a block for future special purpose commercial and convenience commercial development. 9. That Block 54 be developed for church purposes. 10. That Lots 1 to 53 inclusive, be developed for single detached residential purposes. 11. That the streets within the draft plan be named to the satisfaction of the Town. 12. That the owners submit for approval by the Town, site plans and streetscape elevations showing the location and relationship of all buildings prior to the issuance of any building permits. 13. That prior to final registration of this plan, the owner: 8/86 Resolution 941/86 - contd. a) satisfy the requirements of The Metropolitan Toronto and Conservation Durham Region Board of Region Authority, Education, and the Ministry of Transportation and Communications; b) submit a Draft 40M-Plan to be approved by the Town Planning Department; c) submit a detailed tree inventory and preservation programme to the satisfaction of the Town and agree that no trees be removed until such time as this programme has been approved by the Town except as authorized by the Director of Parks and Recreation; d) satisfy the Town's Director of Public Works that the appropriate stormwater detention pond has been constructed on the subject lands; and e) satisfy the Town with respect to necessary contributions to the required stormwater detention pond. 14. That the owner make satisfactory arrangements with the Town regarding the removal, demolition and/or retention of all structures on the subject property. 15. That a noise study be submitted to the satisfaction of the Ministry of the Environment and the Town of Pickering. 16. That the construct at his to the owner own expense, satisfaction of the Town, a 1.8 metre high wood privacy fence along the west boundary and along the southern extremity of Lot 47, Street "B" and a portion of Lot 46 of the Approved Plan. CARRIED Resolution 942/86 Moved by Councillor Stoner Seconded by Councillor Arthurs That the Ministry of Municipal Affairs be advised that the Town of Pickering has no objection to the approval of Minister's Zoning Order Amendment Application 18-Z0-0298601(1) submitted by R. & J. Hinchliffe on lands being Part of Lot 19, Concession 8 (Part 1, 40R-8814), to permit lots having lot frontages of 45 metres and 41.6 metres, and corresponding lot areas of 4613 square metres and 3493 square metres, subject to the following conditions: 1. That the owners satisfy the Director of Public Works respecting the necessary improvement to Brock Road across the frontage of the subject property. 2. That any amending regulation respecting this application include building performance standards which conform to the 'R6' - Residential Zone requirements within the Town of Pickering Zoning By-law 3037. Limited for the supply and delivery of uniforms in the amount of $14,681.61 and caps in the amount of $1,241.20 and Sainthill Levine for the supply and delivery of work wear in the amount of $19,981.39 be approved. Councillor Robertson seconded by Councillor Coburn moved for leave to introduce a By-law of the Town of Pickering: By-law Numbe~.2~75/86 Being a By-law to amend Restricted Area (Zoning) By-law 3036, as amended, to implement the Official Plan of the Town of Pickering District Planning Area, Region of Durham, in Part of Lot 26, Plan 492 and Part of Lot 23, Concession 1, in the Town of Picketing. (A22/84) Resolution #44/86 Moved by Councillor Arthurs Seconded by Councillor Stoner That By-law 2175/86 be amended to delete the provision of a laundromat as a permitted use. CARRIED (VI) OTHER BUSINESS Arthurs inquired into the status of the 1 Councillor possible extension of Knob Hill Farms. 2 Councillor Stoner requested the Director of Public Works to analyze the condition of roads in North Pickering. 3 Councillor Stoner requested that Old Brougham Road and Old Brock Road be formally acknowledged by the Town of Picketing. 4 Councillor Robertson asked that the Director of Public Works investigate roads with potholes in Bay Ridges. 5 Mayor Anderson requested that street lights be erected at the intersection of Strouds Lane and Whites Road. 6 The following matters were discussed prior to the regular meeting: a) A request from the Trade Centre for the Town to participate in advertising.
