Stewart - Fire Chief m (I) MEETING CALLED TO ORDER m The Inaugural Meeting of Council was called to order by the Town C1 erk ! m (ii) OATH OF OFFICE OF MAYOR AND PRESENTATION OF CHAIN OF OFFICE The Oath of Office and presentation of the Chain of Office to the Mayor was administered by the Town Clerk m m (iii) OATHS OF OFFICE FOR COUNCILLORS The Oaths of Office for Councillors was given by the Town m c1 erk I (IV) INVOCATION The Invocation was given by Father Watson m Mayor Arthurs introduced Members of Council m m m 28/88 (VI) STATEMENTS OF MEMBERS OF COUNCIL (VII) INAUGURAL ADDRESS Mayor Arthurs presented his Inaugural Address (VIII) CONFIRMATION BY-LAW By-law Number 2967/88 Councillor Mitchell, seconded by Councillor Brenner moved for leave to introduce a By-law of the Town of Picketing to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the 5th day of December, 1988 and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED (IX) OTHER BUSINESS The following resolution was considered prior to the regular meeting: Resolution #235/88 Moved by Councillor Morgan Seconded by Councillor Johnson EXTEND CLAREMONT WATER PROGRAM FILE NUMBER - A 2310.15 That the Council of the Corporation of the Town of Picketing hereby requests the Honourable Jim Bradley, Minister of the Environment to extend the Hamlet of Claremont Private Water Improvement Program until such time as all residents who made a deposit expressing an interest in the Program, have a new well drilled. CARRIED (X) ADJOURNMENT The Meeting adjourned at the hour of 8:05 p.m. DatedDecemberlOth1988~'"~~~'"~~-~t~-~ MayoF J Clerk ~ / INAUGURAL ADDRESS DECEMBER 5, 1988 WAYNE ARTHURS IT IS WITH A GREAT DEAL OF PRIDE THAT I ADDRESS YOU AS YOUR MAYOR. THIS COUNCIL IS THE NEW GENERATION OF POLITICAL LEADERSHIP IN PICKERING. EACH OF US HAVE BEEN GIVEN A MANDATE TO SERVE OUR CONSTITUENTS. THE COUNCILLORS IN EACH OF THEIR WARDS AND MYSELF, AS YOUR MAYOR, IN EACH AND EVERY WARD. MORE IMPORTANTLY WE HAVE BEEN ENTRUSTED WITH A RESPONSIBILITY -- TO PRESERVE THE HERITAGE OF THIS COMMUNITY; TO ADMINISTER ITS OPERATION AND TO PLAN ITS FUTURE. WE HAVE BEEN GIVEN AN OPPORTUNITY TO PROTECT AND CREATE A GREAT COMMUNITY. TO MEET THIS CHALLENGE, THE COUNCIL AND THE STAFF OF THE TOWN OF PICKERING WILL HAVE TO CONTRIBUTE AND WORK IN A CO-OPERATIVE FASHION. THEY WILL NEED TO RESPECT DIFFERENT POINTS OF VIEW AND CHALLENGE EACH OTHER, IN A CONSTRUCTIVE MANNER, TO MAXIMIZE OUR CONTRIBUTIONS. MEMBERS OF COUNCIL, EACH AND EVERYONE, HAS BEEN GIVEN A MANDATE TO REPRESENT THEIR CONSTITUENCY. AS YOUR MAYOR I HAVE COMMITTED MYSELF TO RESPECTING THEIR MANDATE, PROVIDING THE SUPPORT AND ASSISTANCE NECESSARY THROUGH MY OFFICE AND THAT OF THE STAFF, TO ASSIST COUNCILLORS IN REALIZING THE AGENDAS THEY HAVE SET OUT FOR THEMSELVES. IN THAT WAY THEY SHOULD BE ABLE TO FULFILL THEIR COMMITTMENTS TO YOU AS CONSTITUENTS. INAUGURAL ADDRESS .... 2 IN THE SAME WAY I EXPECT THAT COUNCIL WILL RESPECT THE MANDATE YOU HAVE GIVEN TO ME, THROUGHOUT THE TOWN, AS YOUR MAYOR. TO PROVIDE THE SAME SUPPORT, NECESSARY TO ADDRESS THE AGENDA I SET FORWARD DURING THE MAYORALTY CAMPAIGN. WITH MUTUA/~' RESPECT AND SUPPORT THE TOWN OF PICKERING WILL BE WELL SERVED BY THIS~ COUNCIL, WITHOUT COMPROMISING INDIVIDUAL INITIATIVES. THE AGENDA I HAVE SET FOR COUNCIL AND STAFF WILL BE DEMANDING AND REWARDING. THE PROVINCIAL PROPOSAL ON AFFORDABLE HOUSING CONTAINS SERIOUS IMPLICATIONS FOR GROWING MUNICIPALITIES; IT MUST BE RESPONDED TO SWIFTLY AND PRECISELY. WHATEVER LEGISLATION IS PASSED WILL REQUIRE INNOVATIVE APPROACHES TO THE HOUSING ISSUE BY THE TOWN AND BY THE DEVELOPMENT INDUSTRY. WASTE MANAGEmeNT ISSUES LANDFILL, RECYCLING, REUSE AND MOST IMPORTANTLY REDUCTION, WILL CONTINUE TO BE A LOCAL AND REGIONAL PRIORITY. OUR POSITION HAS BEEN CONSISTENT AND CLEAR. TRANSPORTATION THROUGH THE TOWN, EAST AND WEST IS A SERIOUS CONCERN. THE HONOURABLE ED FULTON, MINISTER OF TRANSPORTATION & COMMUNICATIONS, ANNOUNCED YESTERDAY, AT THE OPENING OF THE EXTENDED G.O. RAIL SERVICE, THAT THE 401 WIDENING WOULD COMMENCE IN THE SPRING OF 1989. OTHER TRANSIT ISSUF~ IN THE TOWN MUST ALSO BE ADDRESSED. THE PROMOTION OF NEW AND EXPANDED INDUSTRY, BOTH IN MANUFACTURING AND THE SERVICE SECTORS, WILL ASSIST IN BROADENING OUR TAX BASE. I AM PLANNING A MORE CONCERTED APPROACH THROUGH THE INAUGURAL, ADDRESS . . . 3 DEVELOPMENT OF A MAYOR'S TASK FORCE ON INDUSTRIAL/COMMERCIAL DEVELOPMENT. THESE .ARE BUT A FEW OF THE ISSUES AND INITIATIVES THIS COUNCIL WILL BE ADDRESSING. THIS IS AN EXCITING TIME FOR THE TOWN, ITS RESIDENTS, STAFF AND POLITICIANS. WE ARE FACED WITH MANY CHALLENGES AND OPPORTUNITIES. MUCH NEEDS TO BE DONE IN THE PUBLIC INTEREST. THIS COUNCIL AND THIS COMMUNITY CAN MEET THESE CHALLENGES IN A CO-OPERATIVE AND CONSTRUCTIVE MANNER. I AM LOOKING FORWARD WITH ANTICIPATION TO ~ AND REPRESENTING YOU AS YOUR MAYOR.
