Special Meeting of September 12, 1988. (II) DELEGATIONS 1. Characters from McDonald's, on behalf of the Ajax-Pickering Hospital Fund, requested a proclamation from Council. See Resolution #201/88 2. Allen Litherland addressed Council with respect to the Pickering Arts Council Steering Committee. He requested permission to use the name "Pickering" in the incorporation of the Arts Council and requested financial assistance for a performance gala in October. See Resolution #204/88 Henry Perkin, 287795 Ontario Limited addressed Council 3. with respect to Item #8 of the Executive Committee Report. He stated that no objections were received from area residents to the application and requested that the Type B restaurant use be amended to permit take out food. 4. Bob Rogers addressed Council with respect to Item #10 of the Executive Committee Report. He stated he has agreed to convey to the Town some of his land for walkway and asked that road purposes improvements costs be considered. 5. Howard Smith, 2032 Duberry Drive, requested a crossing guard at Duberry Drive and Major Oaks Road due to high traffic volume and excessive speed and stated he has the names of four residents who will be crossing guards. THIRD READING Councillor Robertson, seconded by Councillor Brenner moved that the report of the Committee of the Whole on By-law Numbers 2760/88, 2866/88, 2867/88, 2870/88, 2871/88, 2872/88, 2874/88, 2876/88, 2877/88, 2878/88, 2879/88, 2880/88, 2881/88, 2882/88, 2883/88, 2884/88, 2885/88, 2886/88, 2887/88, 2888/88, 2889/88, 2890/88, 2891/88, 2892/88, 2893/88 and 2894/88 be adopted, and that the said By-laws be now read a Third Time and PASSED, and that the Mayor and Clerk sign the same and the seal of the Corporation be affixed thereto. CARRIED 21/88 164 {V) OTHER BUSINESS 1. Councillor Morgan submitted a petition from residents of Arathorn Court regarding the wooden fence on Brock Road and asked for comments for the October 3, 1988 meeting. 2. Councillor Brenner stated his appreciation to Pickering residents for opposing Metro Toronto's landfill site. 3. Councillor Coburn stated that a is crossing guard needed at Dixie Road and Glenanna Road. 4. The following matters were discussed prior to the regular meeting: a) Bryan Grant, on behalf of the Committee of advised Council of problems with several Adjustment minor variances from one developer. He recommended that a monetary penalty be imposed on future applications to ensure zoning compliance and that inspections be more strict. b) It was agreed that a meeting with the Library Board to discuss capital expenditures take place with the new Council. c) A meeting was held with representatives of Tridel regarding development charges: Resolution #210/88 Moved by Councillor Arthurs Seconded by Councillor Coburn DEVELOPMENT FEES FOR BUILDING "B" IN DISCOVERY PLACE FILE NUMBER - C 2430 That the fee of $1,000 per unit for the 259 units in Building "B" in Discovery place be accepted. CARRIED (VI) CONFIRMATION BY-LAW By-law Number 2895/88 Councillor Robertson, seconded by Councillor Brenner moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the 19th day of September, 1988 and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED AP,PENDI~X # 1 TOWN OF PICKERING The Executive Committee of the Town of Pickering having met on September 12, 1988, presents its twelfth report to Council and recommends: 1. SUPERMAILBOXES ON THEODEN COURT FILE NUMBER - A 2400 That the request of Steven Dugal, 2141 Theoden Court, to move Canada Post supermailboxes 10 metres into the pedestrian walkway be approved; and that Canada Post be forwarded a copy of this resolution. REZONING APPLICATION A 18/88 SUBMITTED BY KARVON CONSTRUCTION AT THE SOUTHWEST CORNER OF FINCH AVENUE AND WHITES ROAD FILE NUMBER - B 2310 - A 18/88 That Zoning By-law Amendment Application A 18/88, submitted by Karvon Construction, to change the zoning on the subject lands, being Part of Lot 29, Concession l, Town of Pickering, from "A" - Rural Agricultural Zone to an appropriate residential zone to permit the development of 96 townhouse units and a 45 unit three-storey apartment building for a total of 141 co-operative residential units and a day nursery be APPROVED, subject to the following conditions: 1.
