Melymuk - Manager - Policy and Information Division (I) ADOPTION OF MINUTES Regular meeting of May 2, 1988. { I I ) DELEGAIION 1. Mr. Ignatz Fulop, Fulco Automotive Limited, addressed Council with respect to the Official Plan ~endment regarding his application to permit commercial development on Notion Road. He stated that there will be 1400 people living in the area by this fall and that a local commercial plaza will provide a service to these people. He added that approximately 800 children may live in the area and a local cormercial plaza will be a convenience and provide safety because the children will not have to cross Brock Road. CARRIED Resoloution #101/88 Moved by Councillor Robertson Seconded by Councillor Coburn That the Town Clerk be directed to prepare a by-law to prohibit parking on both sides of McKay Road from 375 metres north of Montgomery Park Road to 450 metres north Montgomery Park Road. CARRIED (IV) BY-LAWS Councillor Arthurs, seconded by Councillor Brenner, moved for leave to introduce by-laws of the Town of Pickering: By-law Number 2780/88 Being a by-law to amend Restricted Area (Zoning) By-law 3036, as amended, to implement the Official Plan of the Town of Pickering District Planning Area, Region of Durham in Part of Lot 27, Concession 2, in the Town of Pickering. (18T-86063(R)(A 47/86(R)) By-law Number 2781/88 Being a by-law to amend Restricted Area (Zoning) By-law 3036, as amended, to implement the Official Plan of the Town of Pickering District Planning Area, Region of Durham in Part of Lot 27, Concession 2, in the Town of Pickering.(18T-86061(R)(A 46/86(R)) By-law Number 2782/88 Being a by-law to authorize the execution of a Subdivision Agreement respecting the development of Lot l, Plan 1051, Pickering, (Draft Plan 18T-87004; John Boddy Developments Ltd.). Councillor Mitchell declared an interest as his wife is an employee of John Boddy Developments Limited m 13/88 J 87 (IV) BY-LAWS - continued By-law Number 2783/88 Being a by-law to authorize the execution of a Release of a Development Agreement respecting that part of Lot 43, Plan 1051, Pickering, designated as Parts 2-7, Plan 40R-11080. (Carey; LD 706-10/87). By-law Number 2784/88 Being a by-law to amend By-law 2366/87 designating Highview Road as a through highway. By-law Number 2785/88 Being a by-law to amend By-law 2632/88 to provide for the erection of a four-way stop at Highview Road and Drive Saugeen and Ariel Crescent. THIRD READING Councillor Arthurs, seconded by Councillor Morgan moved that the report of the Committee of the Whole on By-law Numbers 2780/88, 2781/88, 2782/88, 2783/88, 2784/88 and 2785/88 be adopted, and that the said By-laws be now read a Third Time and PASSED, and that the Mayor and Clerk sign the same and the seal of the Corporation be affixed thereto. CARRIED (V) OTHER BUSINESS 1. Councillor Arthurs introduced the following Notice of Motion to be dealt with on June 6, 1988: That a by-law be prepared to provide a three-way stop at the intersection of Fieldlight Boulevard and Glenview Road. 2. Councillor Arthurs thanked Councillor Mitchell for the update on the P.A.C.T. Committee. 3. Councillor Morgan introduced the following Notice of Motion to be dealt with on June 6, 1988: Whereas the Resolution #61/88 requested that the Council of the Corporation of the Town of Pickering hereby resolve that a meeting take place as soon as possible with the Minister of the Environment, Mr. Jim Bradley and that a formal request be made at that time asking the Minister to allow the Town of Pickering to hire a consultant to investigate the P.A.C.T. concerns and the cost of such a consultant be paid for by the Ministry to ensure that the terms of the Agreement between Metropolitan Toronto and the Town of Pickering are being complied with; and m m m 13/88 (V) OTHER BUSINESS - continued m 3. That a copy of this resolution and P.A.C.T. documentation be forwarded to the Honourable Jim mBradley, Minister of the Environment and Mrs. Norah Stoner, M.P.P. and that Mrs. Stoner be requested to be part of such a meeting with the Minister of the mEnvironment; and Whereas in a letter dated April 27, 1988 from the Minister of the Environment, The Honourable Jim mBradley referred to Council's Resolution on the Brock West Landfill site in the Town of Pickering; and mWhereas the Minister stated that since the agreement is between the Town of Pickering and Metropolitan Toronto only, and as the Ministry is not a party to the agreement, he would not be in a position to any payment this action; and authorize toward Whereas the concerns raised by Council in its mresolution are appreciated and that he recognizes the need for discussion on these matters, he will not be able to meet wi th us; mNow Therefore the Council of the Corporation of the Town of Pickering hereby resolves that a consultant be retained by the Town of Pickering to investigate the mconcerns of our residents and those of P.A.C.T. and to ensure that the terms of the agreement between Metropolitan Toronto and the Town of Pickering are mbeing complied with; and That a copy of this resolution be forwarded to the Honourable Jim Bradley, Minister of the Environment mand Mrs. Norah Stoner, M.P.P. 4. Councillor Robertson reported on his attendance at the mOntario Handicapped Children's Swim Meet. 5. Councillor Mitchell commented on waste management mconcerns. 6. Councillor Mitchell asked the Town Manager to minvestigage the possibility of making Twyn Rivers Drive a one-way street or closing it due to traffic congestion on the weekends. m7. councillor Mitchell stated the tendering process should have been used to appoint an engineer for the Bayview Street Rehabilitation Area. m8. councillor Brenner stated that a mock O.M.B. case held in Scarborough would be beneficial for staff to investigate for Town residents. m 9. Councillor Brenner submitted a petition from residents on Strouds Lane requesting a three-way stop at either Alder Court or Foxwood Trail and requested that a Notice of Motion be prepared for the June 6, 1988 meeting. m councillor Brenner asked that the untidy condition of 10. lands at the Titan Warehouse be investigated. ! m 13/88 {¥) OIH£R BUSIN£SS - continued I ll. lhe followin§ matters were discussed prior to the re§ul ar meeti ng: I a) lhe lown Manager stated a letter will be sent to Canada Post regarding two supermailboxes on the i walkways in the Enclaves. b) Council agreed that all Planning matters will be dealt with chronologically unless otherwise m directed by Council. m (VI) CONFIRMATION BY-LAW mBy-law Number 2786/88 Councillor Robertson, seconded by Councillor Brenner moved for mleave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the 16th day of May, 1988 and mthat same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. mCARRIED m (VII) ADJOURNMENT mThe Meeting adjourned at the hour of 8:25 p.m. m m Dated ~ Mayor m ! m m m 9/88 APPENDIX #1 TOWN OF PICKERING The Executive Committee of the Town of Picketing having met on May 9, 1988, presents its ninth report to Council and recommends: l. AMENDMENTS TO WOODLANDS COMMUNITY PLAN FILE NUMBER - B 1000 That Town Council recommends to Regional Council that the Town-initiated official plan amendment to the Woodlands Community Plan, Part A, pertaining to the lands at the southeast and southwest corners of Highway No. 2 and Rougemount Drive be APPROVED as set out in Appendix No. I to Town Planning Report No. 32/88. m 2. AMENDMENTS TO WOODLANDS mcoMMUNiTY PLAN FILE NUMBER - B 1000 That Town Council adopt the amendments to the Woodlands mDevelopment Plan, Part A as recommended in Appendix No. II to Town Planning Report No. 32/88 and that the said amendments not become effective until the Ministry of mMunicipal Affairs approves the amendments to the Woodlands Community Plan, Part A as set out in Appendix No. I to Town Planning Report No. 32/88. m m 3. TENDER T-12-88 TOILET AND DRESSING PARTITIONS mFILE NUMBER - C 4300 That Tender T-12-88 submitted by Crystalplex Plastics Ltd. mfor the supply and installation of toilet and dressing partitions at the Pickering Recreation Complex in the amount of $17,746.79 be approved. ! 6. TENDER T-13-88 SUMMER TRANSPORTATION FILE NUMBER - C 4300 m by simcoe Transit Co. for That Tender No. T-1 3-88 submitted the provision of transportation service for children utilizing 1988 Summer Programs in the amount of $36,302.00 be approved. m 7. VOTING DELEGATES TO AMO CONFERENCE mFILE NUMBER - A 1900 That Councillors Arthurs, Coburn, Mitchell, Morgan and mRobertson be appointed as voting delegates to the Annual Conference of the Association of Municipalities of Ontario to be held in Toronto from August 21 to 24, 1988. ! m 8. ACCOUNTS FOR APPROVAL FILE NUMBER - C 2310 mThat the accounts in the amount of $4,062,620.83, for the period ending April 30, 1988, as submitted by the Town Manager, be approved. ! m9. REQUEST TO SCARBOROUGH TO OBJECT TO MORE LANDFILLS IN DURHAM FILE NUMBER - A 2310.15 m Whereas the Brock West Landfill Site has been a source of odours and contamination to the ground and air in the vicinity of the Site; and m Whereas it is not in the best interests of the residents of the Town of Pickering that another landfill site be moestablished which causes odours and contamination to the environment; mNow Therefore the Council of the Corporation of the Town of Pickering hereby objects to the establishment of any landfill site adjacent to the Rouge River system and more mparticularly the addition to the Beare Road Landfill Site; 9/88 and that the City of Scarborough be requested to support Town of Pickering Resolution #74/88 which objects to the establishment of any further landfill sites in the Town of Pickerin9 by Metropolitan Toronto and more particularly the establishment of a landfill site on Ajax/Pickering border abutting the Greenwood Conservation Area and Duffins Creek system environmental concerns of the residents of where the Ajax and Pickerin9 are similar to those concerns of the residents of Scarborough; and that a copy of this resolution be forwarded to the Minister of the Environment, Norah Stoner, M.P.P., Metropolitan Toronto, the City of Scarborough and Ron Moser, Chairman of the Scarborough Coalition of Ratepayers Associations. AS AMENDED 10. PORTABLE AT FOREST BROOK CHURCH FILE NUMBER - D 2200 That the request of Forest Brook Bible Chapel to erect a temporary portable on church property be approved after the provisions in site plan approval have been complied with. ! ll. APPOINT SIMCOE ENGINEERING FOR BAYVIEW REHABILITATION mFILE NUMBER - A 2310.26 That the firm of Simcoe Engineering Group be appointed to mprepare detailed drawings for the Bayview Street Rehabilitation Area. m m m
