Magi - Director of Planning ABSENT: Councillor Robertson - (on vacation) (I) ADOPTION OF MINUTES Regular meeting of March 21, 1988. (II) DELEGATIONS 1. Grant Morris, on behalf of the applicant, confirmed that negotiations will take place with Durham Region Non-Profit Housing. CARRIED 10/88 (III) RESOLUTIONS - (continued) Resolution #72/88 Moved by Councillor Mitchell Seconded by Councillor Arthurs OPPOSE INCREASED TONNAGE BY TIMBERS BROTHERS FILE NUMBER - E 4000 Whereas the Township of Uxbridge is proposing to enter into an agreement with Timbers Brothers to approve an application by the Company to increase the tonnage hauled from its quarry by 50% from 200,000 tonnes to 300,000 tonnes on condition that Timbers Brothers make improvements to certain roads in the Township of Uxbridge; and Whereas on February 15, 1988, the Council of the of Corporation the Town of Pickering passed Resolution #35/88, Item #9 objecting to Timbers Brothers application to increase the tonnage hauled from its quarry in the Township of Uxbridge by 50% which will result in damage to Sideline Road l0 in the Town of Picketing; and March 23, 1988, the Minister of Natural Whereas by letter dated Resources has acknowledged the concerns of the Town of Picketing; and Whereas the following letters of objection have been received: J.C. Pol anyi H.L. Macaulay A.W. Gillespie Now Therefore Be It Resolved that the Council of the Corporation of the Town of Picketing reaffirms its unqualified opposition to the application by Timbers Brothers to increase its tonnage; and That a copy of this resolution and the letters of objection be forwarded to the Minister of Natural Resources, Mrs. Norah Stoner, MPP and the Township of Uxbridge. CARRIED Resolution #73/88 Moved by Councillor Mitchell Seconded by Councillor Morgan PURCHASE BIODEGRADABLE PRODUCTS FILE NUMBER - A 2310.15 That the Town Buyer be directed to purchase only biodegradable garbage bags for use in all the Town's facilities and parks; and that the use of other biodegradable products also be investigated. By-law Number 2746/88 Being a by-law to amend By-law 2366/87 designating New Street as a through highway. THIRD READING Councillor Brenner, seconded by Councillor Mitchell moved that the report of the Committee of the Whole on By-law Numbers 2742/88, 2743/88, 2744/88, 2745/88 and 2746/88 be adopted, and that the said By-laws be now read a Third Time and PASSED, and that the Mayor and Clerk sign the same and the seal of the Corporation be affixed thereto. CARRIED (V) OTHER BUSINESS 1. Councillor Arthurs stated that more discussion should take place with Laidlaw Disposal with respect to clean up improvements at condominiums. 2. Councillor Morgan stated she had received a letter from residents on Valley Farm Road regarding an untidy property. 3. Councillor Mitchell stated that a convenient location should be established for condominium owners to dispose of recyclables. 4. Councillor Brenner introduced the following Notice of Motion: Whereas a municipal refuse disposal site is being considered in the north eastern portion of the City of Scarborough; and Whereas the City of Scarborough abuts the western boundary of the Town of Pickering; and Whereas the proximity of this proposed site may have an environmental affect on the Rouge River System; and Whereas the proposed site may have a negative impact on the residents of the Town of Pickering; Now Therefore Be It Resolved that the Council of the Corporation of the Town of Pickering hereby objects to this site; and That a copy of this resolution be forwarded to the City of Scarborough, Metropolitan Toronto, Ministry of the Environment and Norah Stoner, MPP. 10/88 (VI) CONFIRMATION BY-LAW By-law Number 274~/88 Councillor Arthurs, seconded by Councillor Brenner moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the 5th day of April, 1988 and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed.
