ADOPTION OF MINUTES
Regular meeting of June 26,1989.

DELEGATIONS
1.
Lloyd Thomas, President of the Whitevale Residents
Association, addressed Council with respect to the
Fall Harvest Festival to be held in Whitevale and the
drilling on the Pl Site. He stated that the Harvest
Festival will be held on October 7 and 8, 1989 and
requested that certain roads in Whitevale, as outlined
in his submission, be closed for the event.
With respect to the Pl landfill site, Mr. Thomas
stated that the number of holes being drilled is
insufficient to determine soil conditions. He
requested that an independent consul tant be hi red by
the Town to evaulate the site.

Brenda Davies, representing the Cherrywood and
District Residents Association, addressed Council with
respect to several i nci dents of overflow at the
Cherrywood Reservoir. She stated that until recently,
there was no alarm system to indicate an overflow and
the Region has to send personnel to the site to
regulate the flow. She added that the loss of water
would be sufficient to supply Cherrywood residents and
asked that the matter be investigated and reported
back to Council.

DELEGATIONS - continued
Paul Krejci k, 1753 Woodvi ew Avenue, addressed Counci 1
with respect to road access to the Lebovic development
during construction. He stated that he had been
assured that his area would not be affected by
construction traffic but now trucks are using Woodview
Avenue for access to the site. He submitted a
petition requesting that construction vehicles be
rerouted to use Altona Road and Waterford Gate.
Fred Beer, representi ng the Pi ckeri ng Rura 1
Association, addressed Council with respect to land
use policies, municipal numbering in the rural area
and candidates election disclosures. He spoke in
support of municipal numbering of all properties in
the rural area for emergency purposes and stated the
Association will cooperate in educating residents and
installing the signs.
With respect to land use policies, he stated the
Associ ati on wi 11 conti nue to comment on appl i cati ons
to ensure consistency and added that an overall policy
for the rural area is required.
With respect to candidates election disclosures, he
stated that candidates who received contributions from
developers should refrain from voting on planning
matters of these developers in order to ensure
unbiased judgement.
George Martin, President, Greenwood and Area
Ratepayers Association, addressed Council with respect
to candidates election disclosures. He stated that
the amount of contributions received by candidates
must be dealt with to ensure that the public
perception of Council is unbiased and credible.
The solicitor on behalf of 761750 Ontario Limited
stated his client's agreement with the Staff
Recommended Plan regarding the rezoning application to
permit various commercial uses on the southwest corner
of Pickering Parkway and Notion Road and requested
Council's support.

D.A. Trinaistich, on behalf of the Home & Design
Centre, spoke in opposition to the rezoning
appl i cati on submi tted by 761750 Ontari 0 Limi ted. He
stated that his client1s project has 25,000 square
feet of vacant space, another 25,000 more permitted
under the present zoning and that there is no
justification for a proposal such as this in a limited
market. He added that the site pl an for the
application is unimaginative with minimal parking,
poor 1 andscapi ng and has no regard for access. He
requested refusal of the application or a deferral
until permitted uses and site pl an matters have been
addressed.
George Martin, President, Greenwood and Area
Ratepayers Association, spoke in opposition to the
Offi ci al Pl an Amendment and rezoni ng appl i cati on
submitted by M. Orlandi and D. Pugliese. He stated
the cluster boundaries of Kinsale should not be
expanded to include this property until the water
problem has been solved and asked how the balance of
the land holdings will be dealt with.

W. Walker, solicitor on behalf of the applicant, spoke
in support of the application and stated that his
client is willing to provide a 15 meter buffer strip
beside the creek.
Miss Orlandi, applicant, stated she will provide a
buffer on her property and wi 11 be testi ng for well
water before building.
t~r. Ettelberg, resident of Kinsale, spoke in support
of the application and stated that the creek is
seasonal and that adequate water is available.
A resident of Kinsale, spoke in suport of the
appl i cati on and stated that Vi ctori an Homes are
dumping in the area causing problems in the creek.
The landowner to the north of the applicant spoke in
support of the application and stated that his five
year old well provides enough water.
Kevin Tunney, representing Hunter Farms, spoke in
support of the application and stated that his
application was sent to the Planning Department a year
ago and has not been dealt with.
Bob Hunter spoke in support of the application and
stated that there is no agricultural viability and
that the water supply is good.
Mary Rycroft, KLM Planning Consultants, addressed
Council with respect to draft plan of subdivision
18T-89023 submitted by G. & K. Dehaan, G. & J. Vos and
557351 Ontario Ltd. She stated her clients' agreement
to the conditions in the Staff Recommended Plan.

(b)
permit only such uses as the following: home
improvement uses, business offices, financial
institutions, restaurants - type D.;
(c)
establish an aggregate maximum gross leasable
floor area of 400 square metres for restaurants
-type 0;
(d) establish a minimum parking requirement of 4.0
parking spaces per 100 square metres of gross
leasable floor area; and
establish a minimum gross leasable floor area
requirement of 278 square metres per unit for all
home improvement uses.

Durham's Traffic Signal Installation Program as outlined in the Works
Committee Report #144-89 dated July 4, 1989 with the exception of
Item #2 (Brock Road and Concession 5);
and that instead of full traffic signals, a yellow flashing light be
installed at Brock Road and Concession 5 Road;

within the Town of Pickering.

the Lebovic subdivision has been rerouted to Altona
Road and Waterford Gate.
Councillor Dickerson inquired into the decision-making
with respect to carpeting at the Civic Complex.
Councillor Dickerson stated that the cost of the
Central Library is becoming excessive and that he will
be introducing a Notice of Motion to investigate costs.
Councillor Dickerson stated he will be introducing a
Notice of Motion with respect to a pension plan for
municipal elected officials.
Councillor Dickerson stated he had not received a
report on the Invar Corporation as requested.

with Council and MTRCA.

determine whether Kinsale should be designated a
Hamlet and if so to prepare an appropriate Hamlet
Development Plan.

Whereas, pursuant to the provi si ons of secti on
193 of the Municipal Act, R.S.O. 1980, chapter
302, The Corporation of the Town of Pickering
wishes to acquire from Her Majesty the Queen in
ri ght of Ontari 0 as represented by the Mi ni ster
of Government Services (on behalf of Ontario Land
Corporation) that part of Lot 31, Concession 4,
Pickering, designated as Part 4, Plan 40R-2225
for the sum of $38,500 (plus search and
registration fees and land transfer taxes) for
the purposes of provi di ng a parkette adjacent to
and enhancing the Whitevale Branch of the Town of
Pickering Public Library;
NOW THEREFORE BE IT RESOLVED THAT:

An over-expendi ture of up to $39,000 from

leave to introduce a By-law of the Town of Pickering to confirm
the proceedings of the Council of the Corporation of the Town of
Pickering at its meeting held on the 10th day of August, 1989
and that the same be now read a first, second and third time and
that the same be now finally passed and that the Mayor and Clerk
sign the same and that the Seal of the Corporation be thereto
affixed.
