Regular meeting of February 20,1989 Court of Revision Meeting dated February 27,1989 DELEGATIONS George Martin, President, Greenwood and Area Ratepayers Association, addressed Council with respect to the draft plan of subdivision and rezoning application submitted by C. DeGraauw at the southwest corner of Westney Road and Concession 9 Road. He stated that appl ications for estate residential rezoning should strictly comply with guidelines contained in the Council-approved Estate Residential Policy. He spoke in support of the Staff recommendation for refusal and asked that if the matter is tabled, that a renotification be circulated when it is again considered. Liz Lounsbury, Claremont, addressed Council with respect to the draft plan of subdivision and rezoning application submitted by C. DeGraauw at the southwest corner of Westney Road and Concessi on 9 Road. She spoke in support of the Staff Recommended Pl an and asked that Counci 1 refuse the applications. Charles MacDonald, 1287 Abbey Road, representing the Enclaves of Maple Ridge, addressed Council with respect to the Durham Board of Education's site for a high school on Liverpool Road. He stated that a high school site is approved in the Offi ci al Pl an north of the hydro right-of-way but the Board of Education has chosen the site south of the hydro right-of-way as a matter of convenience. He stated the open space, natural features and woodlot should be preserved against urban development. He suggested that a committee of residents, Board and Council members and the press be established to consider another site next to the Recreation Complex which would be more accessible, close to the Central Library, safer and with no loss of the woodlot. 5/89 29 (II) DELEGATIONS - continued 4. 5. Corky DeGraauw, applicant, addressed Council with respect to his draft plan of subdivision and rezoning application at the southwest corner of Westney Road and Concession 9 Road. He stated the site complies with the Estate Residential Policy and that the 9-hole golf course and residential development will not impact the existing environment. He requested that the matter be tabled. Greg Hoy addressed Council with respect to the draft pl an ofsubdivision and rezoning application submitted by C. DeGraauw at the southwest corner of Westney Road and Concession 9 Road. He stated that as an abutting property owner he will be subject to trespassers. He al so stated that he had been asked by the applicant to participate in the proposal. . (III) RESOLUTIONS Resolution #28/89 - See Appendix #1 Moved by Councillor Brenner Seconded by Councillor Dickerson That the Report of the Executive Committee dated February 27, 1989 be adopted with the following amendments: Item #5 was amended to include the following clause: . 2. (vi) eliminate dry cleaning establishments, food preparation plants, light manufacturing plants, warehouses, and sales outlets as permitted uses on the subject lands. Item #7 was deferred until April 3,1989. . Resolution #31/89 Moved by Councillor Dickerson Seconded by Councillor Johnson DETERMINE VALUES OF TOWN AND BOARD LANDS FILE NUMBER - A 2281 WHEREAS the Durham Board of Education has expressed strong support for locating a high school on Liverpool Road North in the Town of Pi ckeri ng; and WHEREAS the lands on which the desired high school is to be located are presently owned by the Town of Pickering; and WHEREAS an exhaustive study of alternatives and locations by the Board, Mayor Arthurs, Councillors Dickerson and Van Kempen and interested ratepayers have proven futile; and . WHEREAS a successful meeting between the Board and M.T.R.C.A. has been concluded for the adjoining lands necessary for the development of the high school; and WHEREAS the Vaughan Willard Parent Advisory Group has given unanimous approval to the Liverpool Road North site; NOW THEREFORE BE IT RESOLVED that the Council of the Town of Pickering hereby agrees to enter into meaningful negotiations with the Board to determine the sale value of subject lands; and FURTHER that the Corporation of the Town of Pickering strongly endorses citizen input as to the design, landscaping and use of such facility as it relates to the quality of life in the surrounding communi ty. Yes: No: Absent: Councillors Brenner, Dickerson, Johnson and Morgan Councillor Mitchell and Mayor Arthurs Councillor Van Kempen Resolution #32/89 Moved by Councillor Brenner Seconded by Councillor Morgan GAS SEEPAGE AT LANDFILL SITES FILE NUMBER - A 2310.15 WHEREAS concern has been raised pertaining to the possibility of hazardous poll utants bei ng di scharged from the Beare Road Landfi 11 Site; WHEREAS this site is owned by the Municipality of Metropolitan Toronto; and WHEREAS concern has been raised pertaining to methane gas seepage in particular to abutting homeowners whose residences contain a crawl space and no basement; . NOW THEREFORE BE IT RESOLVED that the Ministry of the Environment be requested to provi de the Counci 1 of the Town of Pi ckeri ng and the abutti ng 1 andowners in the Town of Pi ckeri ng a copy of any ~1i ni stry of Environment studies on air and water quality and leachate at the Beare Road Landfill Site; and That a current study on air quality study be conducted and its findings made available; and That the Municipality of Metropolitan Toronto be requested to test all homes in the vicinity of the Beare Road Landfill Site for gas seepage which is potentially hazardous; and That copies of this resolution be sent to The Honourable Jim Bradley, Minister of the Environment, Metro Toronto Chairman, Allan Tonks, Norah Stoner, MPP and Joyce Trimmer, Mayor, City of Scarborough. That the Municipality of Metropolitan Toronto and the Region of Durham be advised that the Council of the Corporation of the Town of Pickering strongly opposes the expansion or extension of the Brock West Landfill Site. Councillor Morgan stated that she has approached Bell Canada with respect to long distance charges in the rural area. 2. 3. Councillor Mitchell stated he will be introducing a Notice of Motion regarding handicapped accessibil ity on GO services. 4. Councillor Johnson introduced the following Notice of t10tion to be dealt with on March 20, 1989: 5/89 33 (V) OTHER BUSINESS - continued 4. Moved by Councillor Johnson Seconded by Councillor Mitchell . That the curbs on the east side of Brock Road betwen Central Street and Joseph Street be removed; and that rolled curbs be installed. 5. Counci 11 or Brenner asked that a report be prepared wi th respect the attendance of Department Heads at Council Meetings. Councillor Brenner stated that he will be lifting Planning ~ Report #1a,/89 which was tabled at the Executive Committee . Meeting of February 27,1989 from the table. 6. 7. Councillor Brenner introduced the following Notice of Motion to be dealt with at the Council Meeting of March 20, 1989: That the Di rector of Transporta ti on be di rected to study the feasibility of connecting to the Toronto Transit Commission LRT system at the Scarborough Town Centre; and that this report be tabled with Council on or before May 31, 1989. 8. Councillor Brenner stated he will introduce a Notice of Motion regarding a task committee to investigate farming in North Pickering. . 9. Councillor Brenner stated misleading statements were pub 1 i shed in the newspaper about the Landford Group and that this matter should be rectified. 10. The foll owi ng matters were di scussed prior to the regul ar meeting: (a) Counci 11 or Johnson stated that garbage pickup shoul d be established on Fairfield Crescent. (b) Counci 11 or Mitchell reported that the entrance to the plaza on the southeast corner of Finch Avenue and Dixie Road should be improved. (VI) CONFIRMATION BY-LAW By-law Number 3062/89 . Councillor Brenner, seconded by Councillor Johnson moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the 6th day of March, 1989 and that the same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed.
