Wa 11 s - Town Manager - Town Clerk - Deputy C1 erk - Director of Planning - Director of Transportation - Director of Community Services - Town Solicitor - Fire Chief - Director of Public Works - Treasurer/Collector and Facilities (I) MEETING CALLED TO ORDER The Inaugural Meeting of Council was called to order by the Town Clerk. (II ) OATH OF OFFICE OF MAYOR AND PRESENTATION OF CHAIN OF OFFICE The Oath of Office and presentation of the Chain of Office to the Mayor was administered by the Town Clerk. (III) OATHS OF OFFICE FOR COUNCILLORS The Oaths of Office for Councillors was given by the Town Clerk. 8 (IV) INVOCATION The Invocation was given by Reverend Brian McVitty, St. Paul's on-the-Hi11 Anglican Church . 8 8 18/91 165 (V) INTRODUCTION OF MEMBERS OF COUNCIL Mayor Arthurs introduced Members of Council. (VI) STATEMENTS MEMBERS OF COUNCIL (VII ) INAUGURAL ADDRESS Mayor Arthurs presented his Inaugural Address (VIII) RESOLUTIONS Resolution #202/91 Moved by Councillor Van Kempen Seconded by Councillor Brenner That Contract WD5-91 for a five year contract for the curbside collection of blue box recyclable material, Alternative "BII, collection once every two weeks, be awarded to Miller Waste Systems ~l\ in the annual amount of $309,950.70 to be adjusted annually by CPI as \\\ provided in the contract be approved; and That the Regional Municipality of Durham be requested to continue funding the collection of blue box recyclab1es in the Town of Pi ckeri ng; and That as Contract WD5/9l extends beyond the term of the present Town Council, the Town request Ontario Municipal Board approval, if required, for the expenditure of funds relating to the contract. CARRIED Resolution 1203/91 Moved by Councillor Johnson Seconded by Councillor Pistritto The Council of the Corporation of the Town of Pickering hereby proclaims Friday, December 6, 1991 as "Casual Day II in the Town of Pickering in support of the United Way fundrais;ng campaign; and that Council hereby encourages all local businesses to participate in IICasua1 Day II as a sign of conmunity spirit and conm;tment to the United Way. CARRIED 18/91 166 (IX) CONFIRMATION BY-LAW 8 '= By-law Number 3888/91 Councillor Higdon, seconded by Councillor Wellman moved for leave to introduce a By-law of the Town of Pickering to confirm those proceedings of the Council of the Corporation of the Town of Pi ckeri ng at its meeti ng he1 d on the 2nd day of December, 1991 and that the same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED (X) OTHER BUSINESS The following matters were discussed prior to the regular meeting: 2. Budget discussion meetings are scheduled for January 7, 8 and 9,1992 from 9:00 a.m. until approximately 5:00 p.m. The 1992 Meeting Schedule was altered in March to delete the Counci 1 Meeti ng of March 16, the Pl anni ng Commi ttee Meeting of March 19 and the Executive Committee Meeting of March 23 to schedu1 e a Counci 1 Meeti ng on March 23 and a Planning Committee Meeting on March 26,1992. 1. 3. The following motions were considered with respect to a Special Council Meeting to consider a by-law respecting a rezoning application submitted by Highbush-Rougemount Centre Inc. and Woodlands-Rougemount Centre Inc.: Counci 11 or Brenner decl ared an interest and 1 eft the room because a member of his family has submitted an application for residency at this location. e Resolution #204/91 Moved by Councillor Johnson Seconded by Councillor Wellman That a Special Council Meeting be held on Thursday, December 5, 1991 to consider a by-law respecting a rezoning application submitted by Highbush-Rougemount Centre Inc. and Wood1ands-Rougemount Centre Inc. LOST Resolution #205/91 8 Moved by Councillor Higdon Seconded by Councillor Wellman That a Special Council Meeting be held on Monday, December 9, 1991 to consider a by-law respecting a rezoning application submitted by H;ghbush-Rougemount Centre Inc. and Wood1ands-Rougemount Centre Inc.
