McKay - Town Manager - Town Clerk - Deputy Clerk (I) ADOPTION OF MINUTES 8 Regular Meeting of October 15,1991. (II ) RESOLUTIONS Resolution #196/91 Moved by Councillor Johnson Seconded by Councillor Van Kempen That Mayor Arthurs be authorized to proclaim the week of November 17 - 24,1991 as IICanada Music Week II. CARRIED Resolution #197/91 - Moved by Councillor Dickerson Seconded by Councillor Van Kempen That the Counc; 1 of the Corporat; on of the Town of Pi cker; ng petition the Minister of Transportation of Ontario for interim payment under the Pub 1; c Transportat; on and Hi ghway Improvement Act on expendi tures made in the year 1991 in the amount of $2,216,898.92. CARRIED 17/91 161 Resolution #198/91 8 Moved by Councillor Brenner Seconded by Councillor Van Kempen That Contract WD5-90 for the residential curbside collection of recyc1 ab1 es from b1 ue boxes wi th Musci 11 0 Transport Limi ted be extended for a period of one month to January 31, 1992 at a unit price of 42.3 cents per stop, and that the Clerk and Mayor be authorized to execute an agreement providing for the extension. CARRIED (III) BY-LAWS Councillor Johnson, seconded by Councillor Martin moved for leave to introduce by-laws of the Town of Pickering: By-law Number 3879/91 - Third Reading Only Bei ng a by-l aw to change the name of that porti on of Park Crescent between Marksbury Road and West Shore Boulevard to Marksbury Road. Deferred to February 3,1992 By-law Number 3884/91 8 Being a by-law to adopt Amendment Number 71 to the District Plan for the Town of Pickering (A16/90) Councillor Brenner declared an interest as a member of his family has submitted an application for residency at thlS location. Recorded Vote: No: Councillors Dickerson, Johnson, Martin Arthurs Councillors Mitchell and Van Kempen and Mayor Yes: Resolut;on #199/91 Moved by Councillor Mitchell Seconded by Councillor Van Kempen That By-law 3884/91 be deferred to December, 1991 in order that it be dealt with in conjunction with the zoning by-law. LOST By-law Number 3885/91 e Being a by-law to authorize the execution of a Transfer of storm sewer easement from John Boddy Developments Ltd. to the Corporati on of the Town of Pi ckeri ng over Part Lots 1 and 2, Plan 40M-1652 (Parts 1 and 2, Plan 40R-13446) Councillor Mitchell declared an interest as his wife is an employee of John Boddy Developments Ltd. 1 7/91 162 (III) BY-LAWS - continued By-law Number 3886/91 8 Being a by-law to authorize the execution of Transfers of storm sewer easement from Brama 1 ea Limi ted to the Corpora ti on of the Town of Pickering over those parts of Lot 29, Concession 1 desi gnated as Part 1, P1 an 40R-136l4 and Parts 1 and 2, Pl an 40R-136l7 (Amberlea Shopping Centre) THIRD READING Counci 11 or Di ckerson, seconded by Counci 11 or Marti n moved that the report of the Conmittee of the Whole on By-laws Number 3884/91, 3885/91 and 3886/91 be adopted and the said by-laws be now read a thi rd time and PASSED and that the Mayor and Cl erk sign the same and the seal of the Corporation be affixed thereto. Councillor Dickerson expressed his appreciation for the support he recei ved duri ng hi s three years as Regional Councillor for Ward 2. Councillor Mitchell stated his appreciation for the support he received from the residents of the Town and Region during his nine years as Local and Regional Councillor for Ward 1. 3. 4. Mayor Arthurs thanked the reti ri ng Members of Counci 1 for their service to the community and congratulated the returning Members. The following matters were discussed prior to the regular meeting: // 5. Resolution #200/91 - Moved by Councillor Dickerson Seconded by Councillor Martin That the Memorandum of Settlement for the Town of Pickering Firefighters dated October 25, 1991 be approved. CARRIED 1 7/91 163 (IV) OTHER BUSINESS - continued Resolution #201/91 Moved by Councillor Johnson Seconded by Councillor Dickerson 8 That the request from Lai dl aw Waste Systems Ltd. to permit a trailer at 1735 Orangebrook Court until November 18,1993 be approved. CARRIED (V) CONFIRMATION BY-LAW By-law Number 3887/91 Counci 11 or Mi tche 11, seconded by Counci 11 or Di ckerson moved for leave to introduce a By-law of the Town of Pickering to confirm those proceedings of the Council of the Corporation of the Town of Pi ckeri ng at its meeti ng hel d on the 18th day of November, 1991 and that the same be now read a fi rst, second and thi rd time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. McKay - Deputy Clerk Pursuant to Secti on 3 of By-1 aw 3665/91 (Procedural By-1 aw), thi s Special Meeting was called to consider the following resolution: . (I) RESOLUTION Resolution #194/91 Moved by Councillor Brenner Seconded by Councillor Dickerson Whereas the Regional Municipality of Durham is proposing a water supply plant in the Town of Ajax; and Whereas this proposed water supply plant is in close proximity to the York/Durham Sewage Treatment Pl ant and the Pi ckeri ng Nucl ear Generating Station; and Whereas the di scharge from the York/Durham Sewage Treatment P1 ant in combi nati on wi th the heated water di scharge from the Nuc1 ear Generati ng Stati on resu1 ts in a hi gher 1 eve1 of bacteri a needi ng treatment at the proposed water treatment plant; and 8 Whereas the Atomi c Energy Control Board report re1 eased on October 21, 1991 and entitled IITritium Releases from the Pickering Generating Station and Birth Defects and Infant Mortality in Nearby Conmunities 1971-8811 states that, IIwe feel it would be useful to initiate a case referent study usi ng the 38 Down Syndrome chi 1 dren born between 1973 and 1988 to mothers resident in Pickering or Ajax"; Now Therefore the Council of the Corporation of the Town of Pickering hereby strongly urges the Minister of the Environment to inmediately el evate the proposed Ajax Water Treatment P1 ant project to a Full Individual Environmental Assessment status in order to provide formal public hearings under the Environmental Assessment Act to ensure the long term interests of community health are thoroughly reviewed; and that the Council of the Regional Municipality of Durham be strongly urged to pass a similar resolution; -159- 16/91 Resolution 194/91 (cont'd.) and that copies of this resolution be forwarded to: Premier Bob Rae Ruth Grier, Minister of the Environment Jim Wiseman, M.P.P.
