Melymuk - Town Manager - Town Clerk - Deputy Clerk - Director of Planning - Deputy Director of Planning (I) ADOPTION OF MINUTES Regular Meeting of October 7, 1991. -- (II) DELEGATIONS The following persons addressed Council with respect to the Official Plan Amendment and Rezoning application submitted by Highbush-Rougemount Centre Inc. and Woodlands-Rougemount Centre Inc. : Katherine Murray, Rougemount Road Ratepayers Association, spoke in opposition to the size, height and density of the application. She stated the Official Plan Application should be more specific in its permitted uses and requested that the density be reduced by 50% because the site is too small for the building, that the number of children expected in the building be determined, that the play area be relocated to a safer location and these matters should be addressed before any approvals are considered. Elaine Philip, 1400 Rougemount Drive, stated her opposition to the density and height of the proposal. She suggested that the maximum height be established at three storeys and added that the people who spoke in support of the application do not live in the area. 8 Gail Williams, 1463 Rougemount Drive, spoke in favour of a maximum height of three storeys and the preservation of the environmentally sensitive area. She stated her support for integrating the handicapped into the community. Herb Boehm, 1467 Rougemount Drive, stated he objects to the application and felt that it should have been refused at an earlier meeting. 16/92 140 Helen Dionne, 506 Petticoat Lane, stated that although she has met with area residents to discuss concerns, no reconciliation on the height and density was reached. Peggy McKinnon, Kingston Road, abutting property owner, in opposition, stated that the building is too large for the site, that there is very little support from area residents, that the safety of the handicapped has not been considered and questioned the "affordable" aspect of the project. e Jackie Hughes, 265 Richardson street, Rouge Valley Community Association, stated that although the concept is good, the site is too small, the density too high and setbacks not as recommended by the MTRCA. Janice stone, 1077 Rouge Valley Drive, on behalf of the Rouge Valley Community Association, spoke in opposition to the application. She stated the project is too large, that there are too many units and that a more suitable location be selected. She requested that the project be refused. Enzo Girandi, 1021 Dalewood Drive, stated his opposition to the height and density of the proposal and expressed his concern with the possible implications on the environment. Marlene Perron, 1012 Dalewood Drive, expressed her concern with the number of children who will have to be accommodated in already overcrowded schools. She questioned if the special needs of all residents of the project will be addressed and asked what future developments and planned for abutting properties. 8 Keith Powell, Executive Director, Association for community Living, spoke in support of the application. He stated this is an opportunity to integrate challenged people into the community. He added that there will not be an added burden to the schools as the people who will be living there are currently Pickering residents, and he requested Council's support. See Resolution #170/91 Gwen Mowbray, Chairman, Pickering Public Library Board, addressed Council with respect to library service. She stated that the Board's budgets are strained due to increased public use at the Central Library and an insufficient number of staff to meet the demand for service. The option to reduce service at other branches and to introduce a bookmobile services has been investigated and at the j oint meeting of Council and Library Board members on September 30,1991, long term and immediate library service were discussed. She indicated that Council preempted the mandate of the Board with respect to the feasibility of implementing a bookmobile service and she requested that Resolution #165/91 be withdrawn. See Resolution #193/91 8 Craig Jobber, Commodore of the West Rouge Canoe Club, addressed Council to support requesting the MTRCA to accommodate the West Rouge Canoe Club in the Frenchman's Bay Park Plan. He outlined the international successes of the club and its contribution to the community. See Resolution #188/91 16/92 141 (IV) RESOLUTIONS Resolution #169/91 Moved by Councillor Dickerson Seconded by Councillor Martin That Council receive for information and circulate to community organizations the proposed Community Vision Statement, formulated as a result of the 1991 visioning process; 1. A .. That Council request and encourage any individuals, groups, businesses, associations and others having an interest in the Town, to comment, in writing, upon the proposed Community Vision Statement by Monday, December 16, 1991; 2. 3. That council, for the (a) (b) (c) (d) tit (e) Recorded Vote formalize a strategic planning process Corporation; direct the Town Manager to establish inter-departmental staff team to prepare terms of reference for this process; an the receive these terms of reference, including budgetary requirements and allowances, for review in January, 1992 and that these terms of reference have regard for a community Vision Statement; consider funding of a strategic planning process during the budget deliberation of January, 1992 for implementation during 1992; and endorse a Community Vision Statement in January, 1992 and encourage groups, associations, businesses and others having an interest in the Town, to examine the extent to which their plans and actions contribute to this community Vision. That the Pickering District Plan (Woodlands Community Plan - Part B), be amended by extending the boundary of Community Central Area A easterly to the tributary valley of the Petticoat Creek, to include the southerly portion of lands being Part of Lot 6, Plan 228 and Lots 168, 169 & 170, Plan 816, plus the southerly portion of two lots to the east being Lots 166 and 167, Plan 816; and further, that said lands be redesignated from "Commercial Node" to "Mixed Use III" to permit Residential High Density II, Office and Office-Support-Retail uses on the lands, as set out in Appendix No. I to Recommendation Report No. 23/91; and That Staff prepare the appropriate by-law to adopt this amendment for a subsequent meeting of Council. (a) (b) (c) - (d) The submission and final approval of plans and drawings including, but not limited to, a site plan, architectural elevation drawings, landscape plan and grading plan; The inclusion of the approved plans and drawings as part of the agreement; The requirements and provisions set out in "Tree Preservation Program for Trivest Development Corporation - Rougemount Centre", prepared by Cosburn Giberson Landscape Architect, and dated May 23, 1991; The concerns and requirements of the Ministry of Transportation for ontario respecting stormwater management, access location and design, and projected turning volumes into the site; (e) ( f) - (g) (h) 16/91 147 The requirements and provisions set out in reports numbered 89 F 414 and 1D FO19, dated August 23, 1989 and April 19, 1991 respectively, and a subsequent report dated June 1991, all prepared by Peto MacCallum Ltd., respecting the slope stability of the tributary valley of the Petticoat Creek; The submission of a stormwater management report for Town approval, addressing the pre-, post-, and during construction treatment of stormwater runoff; The payment of all financial matters; appropriate levies and other The provision for access to/from adjacent lands to the west. 3. That the implementing by-law: (a) (b) (c) (d) establish zoning provisions to permit a residential apartment building not to exceed 105 units; establish building envelopes, building setbacks, and the locations of various other site uses that have been specified through conditional site plan approval; establish a maximum building height not to exceed six storeys; establish parking requirements for the entire development in general conformity with the recommendations of the Town's Off-Street Parking Study (June 1986). CARRIED Councillor Brenner declared an interest as a member of his familY has submitted an aDDlication for residency at this location 8 Recorded Vote and Yes: Arthurs No: Councillors Martin Dickerson, Johnson, Mayor Councillors Mitchell and Van Kempen Councillor Brenner made the following statement: "We, Councillors Dickerson and Brenner, regret the fact that a misunderstanding has arisen between ourselves and Councillor Van Kempen. As is expected in any democratic body, there will be policy disagreements amongst its members. This Council is no exception to that. While we have in the past had disagreements with Councillor Van Kempen concerning various issues, it has never been our intention to suggest dishonourable conduct on his part either as a local politician or a businessman. We are now and always have been satisfied that he has not misused public funds. We are also satisfied that Councillor Van Kempen has not used his position as a municipal councillor to advance his own interests nor otherwise misused his power. - To this regard we regret any such inferences which may have been drawn from our remarks. (a) a report outlining siting and architectural design objectives for the subdivision; (b) site plans and architectural drawings for that unit. 9.
