ADOPTION OF MINUTES

DELEGATIONS
Laura Sutton, 1005 Rouge Valley Drive, representing
the Parents - Teachers Association of St. Monicas
School, stated that St. Mon; cas's School is severely
overcrowded and therefore there are many parents who
need to pick up their children. At present, there is
a IINo Parkingll regulation on the south side of Twyn
Rivers Drive adjacent to the school which means that
parents must park on the north side of the road thus
forcing the children to cross Twyn Rivers Drive.
Parking on the property of the school is not adequate
for school or communi ty use and therefore more
on-street parking is required. For these reasons,
Laura Sutton stated that she supports the motion to
allow parking on the south side of Twyn Rivers Drive
except during rush hours.

Counci 11 or Van Kempen, seconded by Counci 11 or Di ckerson moved
that the report of the Conmittee of the Whole on By-law Number
3697/91 be adopted and the said by-law be now read a third time
and PASSED and that the Mayor and Clerk sign the same and the
seal of the Corporation be affixed thereto.

OTHER BUSINESS

Counc; 11 or Van Kempen stated that Dav; d Crombi e wi 11
be at the Recreation Complex on June 13, 1991 to speak
about Frenchmans Bay.
Counci 11 or Johnson asked that Metro Toronto be
requested to remove garbage from the roadsides that
have been illegally dumped within a three k;lometre
radius of the Brock West Landfill Site.

Councill or Johnson stated that there are many vacant
lots in the urban area where illegal dumping is taking
place.

Councillor Johnson suggested that the penalty for
illegal dumping be increased.
Councillor Johnson reported that the house in Brougham
that had a fire is again inaccessible because the
owners have blocked the driveway with a cable.

Mayor Arthurs reported that staff have been removi ng
garbage from the roadsides that has been illegally
dumped on a regular basis.
Mayor Arthurs reported that with respect to the
pet; ti ons from vari ous ratepayer groups for a revi ew
by the Ministry of Municipal Affairs of Council's
act; ons, the Mi ni stry has responded that ne; ther the
Council nor the administration is under suspicion.

The following matters were considered prior to the
regular meeting:
a)
The Town Manager was authori zed to purchase a
battery operated radio for the Emergency
Operations Centre.
b)
With respect to parking in the circular driveway
at the Civic Complex, Council agreed that signs
to permit handicapped parking only should be
installed and warning or complimentary tickets
should be issued in the short term.

c)
The Town Manager reported that for the purposes
of the Health and Safety legislation, Members of
Council are considered Directors and for this
reason shou1 d attend a semi nar on the subject.
Members of Council requested that they be advised
of the staff training sessions and they would
attend them.

The following motion was considered in
conjuncti on wi th a request from the Regi on to use
part of Concession 4 Road during the construction
of the Taunton-Stee1es Connection:

That the request of the Region of Durham to use a
portion of Concession 4 Road during the
constructi on of the Taunton Road/Steel es Avenue
link be approved subject to the road being
improved at the expense of the Region.

At the request of the Town Solicitor, the date of
June 25, 1991 at 7:00 p.m. was established for
the public meeting required under the Development
Changes Act.
f)
The Town Manager was authori zed to effect the
replacement of the carpet on the second floor.
g)
In response to a memo from the Treasurer dated
Apr; 1 4, 1991 , the Cha; rman of the
Multiculturalism and Race Relations Committee
shall authorize the expenditures of the Committee
to a maximum of $5,000.
h)
In response to a memo from the Treasurer dated
April 4, 1991, Council acknowledged that each
Member of Council shall sign a requisition for
goods or services that are individually ordered
and that the Treasurer will provide a monthly
statement of expenses. The fo11 owi ng moti on was
considered for other expenses charged to the
Council Public Relations account:

reimbursement for mil eage and meals as a member

That Councillor Dickerson be authorized to
represent the Town of Pickering on the Large
Urban Section of A.M.O. and that any expenses
incurred by him be charged to his conference
allowance.

Councillor Van Kempen requested input from the
Ward 1 Counci 11 ors on the proposal to use
M.T.R.C.A. lands for parking for the Frenchmens
Bay Yacht Club.

affixed.
