Taylor - Town Manager - Town Clerk ABSENT: Councillor Morgan - (ill) 8 (I) ADOPTION OF MINUTES Regular meeting of December 17,1990 (II ) 1. DELEGATIONS Ann Ray, 1827 Post Dri ve, stated that on October 28, 1990, she delivered five inspection reports and an experts report about deficiencies in the exterior wall s of her house and her nei ghbours I houses. She requested a wri tten response from the Town prior to February 6, 1991 which is the date of the Conmercia1 Registration Appeals Tribunal hearing. (III) RESOLUTIONS Resolution #1/91 . Moved by Councillor Brenner Seconded by Councillor Johnson That the Report of the Executive Conmi ttee dated January 14, 1991 be adopted with the following amendments: 1/91 2 Resolution #1/91 - continued Item #1 was amended by deleting the second paragraph and substituting the following: 8 II and that the Town of Pi ckeri ng havi ng consi dered the desi gn works and road flow, hereby requests the Regi on of Durham to i ncl ude in the desi gn of Whi tes Road a grade separati on at the rail crossing. By-law Number 3634/91 Being a by-law to designate property owned by Brenda Pemberton-Pigott in Cherrywood as being of architectural and historical value or interest. By-law Number 3635/91 Bei ng a by-1 aw to amend By-1 aw 2108/85 respecti ng the temporary borrowing of monies until taxes are collected (1991). By-law Number 3636/91 8 Being a by-law to amend the Town of Pickering Municipal Code to fix instalment dates respecting the collection of taxes. CARRIED (V) OTHER BUSINESS The following matters were discussed prior to the regular meeting: 1. Mayor Arthurs stated that the Region is recommending that there be no environmental hearing with respect to an application submitted by Arnts Landscaping to compost 1 eaves and urged that the Town oppose thi s reconmendation. (VI) CONFIRMATION BY-LAW 8 By-law Number 3639/91 Councillor Dickerson, seconded by Councillor Mitchell moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the 21st day of January, 1991 and that the same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. REQUEST REGION TO ASSUME WHITES ROAD NORTH OF FINCH TO THE TAUNTON/STEELES CONNECTION FILE NUMBER - A 2260 411 That the Town of Pickering petition the Region of Durham to assume juri sdi cti on over Whi tes Road between Fi nch Avenue and the Taunton/Stee1es connection on the understanding that the reconmended improvements be imp1 emented at the earliest practical date and the assumption be effected prior to the opening of the new link to the Taunton/Stee1es road; and that the Town of Pickering having considered the design works and road flow, hereby requests the Regi on of Durham to include in the design of Whites Road a grade separation at the rail crossing.
