SPECIAL COUNCIL MINUTES
A Special Meeting of the Pickering Town Council
Wednesday, June 17,1992 at 8:17 p.m.
This Special Meeting of Council was called to discuss with Jim
Wiseman, MPP, matters of mutual concern.

Acting Mayor Brenner stated that the purpose of this Special
Meeting of Council is to talk about improving communications
between the Town and Jim Wisemanls office.
Jim Wiseman responded that he has met with individual Members of
Council the past few days and noted that the jurisdiction between
the Town and the Province often overlap.
Councillor Higdon asked if she could expect Jim Wiseman's support
for Provincial funding to purchase the Sandbury lands located on
Frenchmanls Bay.
Jim Wiseman responded that the M.T.R.C.A is to put this proposal to
the Mi ni stry of Natural Resources and he wi 11 moni tor the progress
at that poi nt. He can I t promi se the fundi ng because he does not
have that authority and the proposal will have to follow certain
channels. He stated that he does see the need for the preservation
of wetlands.

Councillor Van Kempen stated that he was pleased that Jim Wiseman
wi 11 make every effort to ensure that the proposal to purchase the
Sandbury 1 ands wi 11 be approved and thanked him for meeti ng with
himself and representatives of the M.1.R.C.A. He asked if Jim
Wiseman would talk about the process of selecting landfill sites.

Jim Wi seman responded that the Interim Waste Authority has been
established as a Crown Corporation of the Province to undertake the
process of se 1 ecti ng 1 andfi 11 si tes. The Authori ty has no
political interference and therefore he can participate in public
discussions on the selection process. He stated that ultimately,
the questions will be asked IIshould a community that already had a
landfill site suffer another one?1I All things being equal,
Pickering has done its share and another community should take the
landfill site. He will have as much waste as possible diverted to
companies that provide reuseable material.

assessment heari ngs before any 1 andfi 11 site is 1 oca ted in
Pickering.
Jim Wiseman responded that there will be no incineration or long
distance haulage of garbage. Incineration provides very highly
toxic ash. He could not support taking Durhamls waste elsewhere
and he felt that Durham should not be taking Metrols garbage.
Councillor Van Kempen stated that he hopes the Town and Jim Wiseman
can work together for the betterment of the people in the Region of
Durham and Jim Wiseman agreed.

Acting Mayor Brenner stated that this is the first time the Council
has had a Member of the Provincial Parliament in Chambers for an
informal discussion. He further inquired into the status of the
Altona Forest, the Rouge Park and the Pinegrove Forest.
Jim Wiseman responded that the Premier has indicated there is
support for the Rouge Park but there are many planning obstacles.
The Province can impose a Provincial Interest designation and this
may be considered. He tries to keep the various Ministers aware of
the feelings of the residents and ensures that the various planning
processes are accessible to the public.
