DELEGATI ONS Elizabeth McLaren, Assistant Deputy Minister, distributed a brochure to Council Members entitled IIGTA 202111 and provi ded an overvi ew on the process followed to prepare that document. She also gave an overview of the Strategic Action Plan Process that will be followed to implement the IIGTA 202111 vision statement. CARRIED Recorded Vote: Yes: Councillors Brenner, Johnson, Pistritto, Van Kempen and Wellman Mayor Arthurs and Councillor Higdon Absent: THIRD READING Councillor Johnson, seconded by Councillor Wellman, moved that the report of the Committee of the Whole on By-law Numbers 3990/92, 3991/92, 3992/92, 3993/92, 3994/92, 3995/92, 3996/92, 3997/92, 3998/92, 3999/92, 4000/92, 4001/92 and 4002/92 be adopted and the said by-laws be now read a third time and PASSED and that the Mayor and Clerk sign the same and the seal of the Corporation be affixed thereto. 8 CARRIED (V) CONFIRMATION BY-LAW By-law Number 4003/92 Councillor Johnson, seconded by Councillor Wellman moved for 1 eave to introduce a By-l aw of the Town of Pi ckeri ng to confi rm those proceedings of the Council of the Corporation of the Town of Pi ckeri ng at its meeti ng hel d on the 19th day of May, 1992 and that the same be now fi nally passed and that the Mayor and Cl erk si gn the same and that the Seal of the Corporati on be thereto affixed. Carson, on lands being Part of Lot 18, Concession 8, Town of Pickering, to permit a golf course use on the proposed severed parcel and the reduced lot size of the proposed retained parcel for the existing residential use, be APPROVED, subject to the following conditions: That Town Council APPROVE Zoning By-law Amendment Application A 16/91 subject to the following conditions: 1. That prior to the forwarding of an implementing zoning by-law to Council: (a) The Town of Pi ckeri ng grant Condi ti ona 1 Si te P1 an Approval to such pl ans and drawings as the applicant may be required to submit under Section 41 of the Planning Act, R.S.O. 1990, c.p. 13, as amended from time to time; and 2. (b) The app 1 i cant submi t a current survey of the subject property indicating the dimensions of the retained and severed parcels and the of the existing buildings. That the implementing by-law: as-built clearly proposed setbacks 9/92 4 8 (a) Establish appropriate zoning provisions to permi t the establ i shment of a gol f course on the proposed severed parcel, and to permi t the reduction of the minimum lot size and frontage requi rements of the proposed retained parcel; and (b) Establish an Open Space zone around the woodlot and minor watercourse generally located at the northeast corner of the subject property. 6. ST. MARY'S HIGH SCHOOL TRANSIT SERVICE FILE NUMBER - F 4100 That St. Mary's High School be provided with transit service commencing September 1992 as outlined in Transit Report 2350-46; and that the amount of the student monthly pass be set at $36.00; and that an overexpendi ture of $52,300 in the 1992 Transit Operating Budget #2350 be approved. 8 7. COMMUNITY SERVICES AND FACILITIES PROPOSED LEASE TO UNITY CENTRE OF LIGHT GREEN RIVER COMMUNITY CENTRE FILE NUMBER - D 3300 Whereas the Uni ty Centre of Light is occupyi ng the Green Ri ver Communi ty Centre under a purported Lease between it and the Green Ri ver Resi dents Associ ati on, which Lease is invalid in that the Green River Residents Association is neither the owner of the Green River Community Centre nor a lessee of the owner with a right to sublet; and Whereas The Corporati on of the Town of Pi ckeri ng is the owner of the Green River Community Centre and has gi ven no authori ty to the Uni ty Centre of Light to occupy that Community Centre and wants the Unity Centre of Light not to occupy the Community Centre; Now Therefore Be It Resolved That: 1. EMERGENCY PREPAREDNESS TO BE READY FOR TORNADOES FILE NUMBER - A 2250/01 Whereas the months of April to October are months when tornados are prone to occur; and Whereas an average of 25 tornados touch down in Ontario each year cuasing much damage and loss or injury of life; and Whereas by 1 etter dated Apri 1 6, 1992, the Sol i ci tor General is encouraging all municipalities to review its state of emergency preparedness in order to be ready for a tornado; NOW THEREFORE the Counci 1 of the Corporati on of the Town of Pi ckeri ng hereby requests the 1 oca 1 medi a to publicize the protective measures entitled IITornado Ti ps II attached to the 1 etter from the Soli ci tor General.
