Anna Will son, Chairperson, LACAC, requested that
Heritage Permit Application #91-913 submitted by J.
and C. Keffer be tabled in order for the LACAC to
obtai n further input from Mr. Keffer on hi s
application.
Alex Robertson, 893 Modlin Road, stated that the
Di 11 on Report recommended the construction of a fire
hall on Finch Avenue and thi s must take precedence
over the constructi on of a new arena. He further
stated that the Town is incurring deficits at the
recreational facilities and pointed out that a new
arena will only create another deficit. ~.

Janice Frampton, 1810 Post Drive, stated that the
taxes on her house have increased from about $2,500 in
1987 to $3,550 in 1991 which is greater than any
increase she has received in her household income.
She stated that staff shoul d be asked to become more
efficient and also stated her opposition to the
proposed arena.

DELEGATIONS - continued
David Steele, 1827 Listowell Crescent, stated that the
constructi on of a fi re hall on Fi nch Avenue is more
important than a new arena. He indicated that the
Harbourfront Ice Rink is sponsored by private industry
and suggested that possibly Ontario Hydro would
sponsor the construction of a new arena.
Henry Vande1inde, Lot 10, Concession 8, stated that
a 1 though the Town' s porti on of the tax bi 11 is small,
it would allow the residents to influence the Region
and school boards if the Town kept its mill rate
increase to zero.
Fred Beer, representi ng the Pi ckeri ng Rural
Association, stated that Council should only approve a
zero percent mill rate increase. The deficits that
have recently been di scovered shoul d have been
reported by staff earlier and it brings into question
the fi nanci a 1 and management practi ces of the Town.
He opposes the proposed arena and fe1 t that private
industry should be encouraged to build and arena.
Lou Migault, Lot 10, Concession 7, stated that the
taxes on his property have doubled over the past six
years. Council must realize that economic conditions
are bad and that salaried people cannot escape the
payment of taxes. Counc i 1 mu s t set an example of
budgetary restraint.
Doug Marshall, Lot 10, Concession 8, stated that his
property taxes have almost doubled since 1985. He is
retired and cannot afford any more tax increases.
David Currie, Lot 11, Concession 9, stated that the
recession and flight of capital from Ontario is
serious. In setting the mill rate, Council should
consider the hardships of the elderly, the unemployed
and single parents and should consider the mood of the
electorate which wants no tax increases.
Bill Moore, 1228 Mulmur Court, stated that the Town's
goal should be to achieve a zero percent tax
increase. The Province, Region and school boards are
expecti ng to increase taxes so the Town shou1 d gi ve
its residents a break by not increasing its taxes. He
stated that the operating departments of the Town
could operate more efficiently.
Sheron Alton, 2379 Denvale Drive, stated that she and
her neighbours want a zero percent tax increase. She
stated that the Town must act private industry by
being more efficient.
Glenda Younghusband, 1356 Bridle Path Circle, stated
that Council must pass a zero percent mill rate
increase. Council must set an example by being more
efficient.
Red Hnati uk, 827 Naroch Boul evard, stated that taxes
must held at 1991 levels. All employees must be
encouraged to be more efficient and aggressively
search for reductions in departmental expenses.
Council would be setting an example for staff and the
senior levels of government if i tapproved a zero
percent mill rate increase.

Phil Frampton, 1810 Post Drive, stated that he hopes
that Council is listening to the people and approves a
zero percent mill rate increase.
Anne Ray, 1827 Post Drive, stated that it is an insult
that the residents should have to ask for a zero
percent mill rate increase and that staff should be
sent a strong message to be more efficient.

Councillors Johnson and Pistritto declared an interest in Item
#1 of the Executive Conmittee Report because they occupy
property that is an alternate route for the proposed Hi ghway
#407.

That the fourth conceptual plan as attached to the Minutes of
the L.A.C.A.C. Meeting of February 4, 1992 submitted by C.
Keffer affecting lands known as Lot 5 and Parts of Lots 44 and
45, Plan 21, 390 Main Street, Whiteva1e, be accepted subject to
the following conditions:

that the roof line is not higher than 25 feet;
that the front of the bui 1 di ng faci ng the street be
stuccoed and that horizontal siding be permitted on
the two sides and back of building only;

deliver) be approved, subject to the approval of the Ministry of
Transport.

to waive the hall rental fee of the Recreation Complex Banquet
Hall on Apri 1 10, 1992 in support of a dance to rai se funds to
attend the 1992 World Women1s Softball Challenger Cup Tournament
in Beijing, China be approved;
and that the cost of this waiver of $963.00 be charged to
Account 2195 (Grants to Organizations and Individuals).

Whereas the Town of Pickering Fire Department responded to a 911
emergency call with respect to a fire in a motor home on
Woodview Avenue on January 29,1992; and
Whereas the response time to this fire was lengthened because a
train was parked at the level crossing at Woodview Avenue which
required the emergency vehicles to retreat and enter Woodview
Avenue from Finch Avenue; and
Whereas this longer response time resulted in the complete
destruction of the motor home; and
Whereas there is a concern that an incident of this nature could
happen again and be much more serious because there is a
substantial population not only in the area of Woodview Avenue
and Pinegrove Road but also in the vicinity of all level
crossings in the Town of Pickering;
Now Therefore the Council of the Corporation of the Town of
Pickering hereby requests the Railway Safety Directorate of
Transport Canada to prohibit the parking or stopping of trains
at all level crossings in the Town of Pickering.

leave to introduce by-laws of the Town of Pickering:
By-law Number 3928/92
Being a by-law to amend By-law 1887/84 (Business Licensing) to
provide for an increased licence fee for markets.
By-law Number 3939/92
Being a by-law to amend the Town of Pickering Municipal Code to
adopt the 1992 estimates of all sums required during the year
for the purposes of the Municipality of the Corporation of the
Town of Pickering.
By-law Number 3940/92
Being a by-law to appoint By-law Enforcement Officers for
certain purposes (Parking Regulation' - 1655 and 1665 Pickering
Parkway - DCC #107)
By-law Number 3941/92

Being a by-law to appoint By-law Enforcement Officers for
certain purposes (Parking Regulation - 1975 Rosefie1d Road DCC
#58 and 1235 Radom Street Occ #11).

of Pickering at its meeting held on the 2nd day of March 1992
and that the same be now finally passed and that the Mayor and
Clerk sign the same and that the Seal of the Corporation be
thereto affixed.
