HomeMy WebLinkAboutSeptember 20, 1993 (Special) 8 8 8 148 17/93 SPECIAL COUNCIL MINUTES A Special Meeting of the Pickering Town Council was held on Monday, September 20, 1993 at 4:00 p.m. PRESENT: Mayor Arthurs COUNCILLORS: M. Brenner E.Higdon R. Johnson E. Pistritto K. Van Kempen D. Wellman ALSO PRESENT: C.M.T. Sheffield N. Carroll B. Taylor T. Melymuk - Acting T own Manager - Director of Planning - Town Clerk - Deputy Director of Planning The purpose of this Special Meeting of Council was to consider a by-law for the purpose of continuing to pursue a settlement of the outstanding litigation among the parties respecting Frenchman's Bay. m DELEGATIONS 1. Wylie Freeman, Tocan Associates Limited, representing the Pickering Harbour Company, gave an overview of the chronology of major events with respect to the negotiated settlement between the Town and the Pickering Harbour Company since July, 1990. He noted that there are two components to the Pickering Harbour Company's position; improvements to the marina and the development of the lands at the north end of Frenchman's Bay. He gave an overview of he proposed development on the lands at the north end of Frenchman's Bay and noted that about six acres of sensitive lands would be deeded to the Town. 2. Eha Mai Naylor, Hough, Stansbury, Woodland Limited, representing the Pickering Harbour Company, gave an overview of the proposed improvements to the marina in both the short term and long term. She noted that the marina is in very poor condition and capital improvements are needed. At present, there are about 950 slips in Frenchman's Bay and it is proposed that the number of slips controlled by the Pickering Harbour Company would increase by 200 when the improvements are implemented. The parking area and the landscaping at the marina would be improved and a public trail put through the property, however, in the winter this trail would be rerouted off-site. In the long term, she noted that the Pickering Harbour Company hopes to acquire the Moore property in order to enlarge the maintenance and storage area. Also in the long term, the Pickering Harbour Company hopes to construct a fixed pier with their a;dministrative offices on that pier, however, there is much reservation about this at this time. 8 - -- 149 UP BY-LAWS Moved by Councillor Johnson Seconded by Councillor Pistritto 17/93 That By-law Number 4317/93 to authorize the execution of a Preliminary Settlement Agreement among the Pickering Harbour Company (Limited), Frenchman's Bay Harbour and Marine Service Company Limited, The Corporation of the Town of Pickering and The Province of Ontario, respecting Supreme Court of Ontario Action Number 860/82[L917 50 1] be deferred for two weeks.
