Kearns - Town Manager - Town Solicitor - Town Clerk - Director of Planning - Co-ordinator of Council Services (I) ADOPTION OF IfINUTES Regular Meeting of June 7, 1993. 8 (II), PRESENTA'l'ION 1. Mayor Arthurs presented Mr. Marshall with a Certificate for his distinquished career in Municipal Government, with the Town of Pickering, from 1963 to 1993. 2. Mayor Arthurs informed the Members of Council that the Town of Pickering received an award for a "First Place Award of Excellence" at the 1993 Ontario Marketing Awards Program, organized by the Economic Development Council of Ontario. (III) DBLBGA'l'IONS l. Fred Beer, representing the Pickering Rural Association addressed Council with respect to the appointment of persons to the Committee to investigate the impact of the sale of surplus airport lands. He thanked Council for approving Resolution 115/93 and recommended particular persons to be appointed to this committee. He requested permission to appoint others to the committee as deemed necessary. 8 12/93 93 (III) DBLBGA'l'IONS 2. Len Quigley, representing the Pickering Hockey Association addressed Council with respect to the proposal for operating the concessions at the Pickering Recreation Complex. He advised that the organization is interested in providing a service and making a little money which would be turned back into the organization and into the Town. He asked Council to please consider the Pickering Hockey Association. 8 3. Kathy Hubbard, l839 Woodview Avenue addressed Council with respect to the Notice of Motion regarding Waterford Gate. She thanked Council for bringing forward this motion and asked that the extension be approved. She stated that two traffic studies, the Planning Department and Public Works Department all recommend this extension. She advised tha t an alternate route is required for exiting the subdivision and also for the safety aspect. 4. Faye Waugh, l847 Woodview Avenue addressed Council with respect to the Notice of Motion regarding Waterford Gate. She stated that she had spoken with Mr. Jim Morrison who advised that he would agree to the extension if the subject of stop signs and speed reduction is addressed. She advised that it is imperative that this item be dealt with immediately. Many residents have expressed their wish that this extension be approved and emergency services have expressed their concern with regards to the safety aspect. 8 (IV) RESOLUTIONS Resolution #125193 - See ADDendix #1 Moved by Councillor Wellman Seconded by Councillor Johnson To adopt the report of the Executive Committee meeting of June 14,1993 with the following amendments: Item #1, Section 4(a) was amended by adding "and Highview Road" Item #5 was deferred for one week. CARRIED 12/93 96 Resolution #133193 Moved by Councillor Van Kempen Seconded by Councillor Higdon 8 WHEREAS in 1990, the Highbush Community Traffic Study was prepared for the Town by Totten Sims Hubicki Associates which recommended the extension of Waterford Gate to Woodview Avenue to provide a link between communities, to reduce out of the way travel, to facilitate internal traffic circulation and to provide a convenient alternative route if the Woodview crossing of the C.N.R. Railway is blocked; and WHEREAS in memorandums dated November 22, 1992 and November 23, 1992 from the Directors of Planning and Public Works, Council was informed that these Directors supported the findings of Totten Sims Hubicki Associates; and WHEREAS the Highbush Community Plan identifies a comprehensive Minor Collector Road System for the Community, part of which consists of a minor collector road which loops west from Altona Road, following Pine Grove Avenue, extending north on Woodview Avenue, and then east along Waterford Gate to again connect with Altona Road; and WHEREAS the Council of the Corporation of the Town of Pickering purchased Part of Lot 9, Plan 282 on August 28, 1991 for the express purpose of completing the connection of Waterford Gate; and WHEREAS the Subdivision Agreement pertaining to Plan 40M-1630 provides for the developer to construct the connection of Waterford Gate to Woodview Avenue entirely at his expense; 8 NOW THEREFORE the Council of the Corporation of the Pickering hereby directs that Nugget Construction Limited be requested to carry out the construction connection of Waterford Gate to Woodview Avenue as set the Subdivision Agreement for Plan 40M-1630; and Town of Company of the out in THAT the Director of Planning be authorized to close Official Plan Amendment Application 92-010/P being the Town initiated application for the deletion of the Waterford Gate extension. Councillor Van Kempen to whether a list is Toronto Home Builders receive concerning any questioned the Town Manager as provided to the Town from the Association of complaints they developer. Councillor Van Kempen advised that he had received a call from Mr. Jim Hern, 690 Front Road, wishing to thank the Public Works Department staff for their quick response to a flooding problem caused by the heavy rainfall. Councillor pistritto advised that he will be suggesting Mr. Dennis Mann for the Committee to investigate the impact of the sale of surplus airport lands. Councillor Wellman advised that the Annual Meeting for the Pickering/Ajax Hospital will be held June 22nd, 1993 at 8 :00 p.m. The Annual Report was distributed to the Members of Council. Councillor Higdon congratulated the Museum staff for the Murder Mystery evening held at the Museum on June 19th. Councillor Johnson advised of the construction work being carried out on Liverpool Road in the months of July, August and September and stated that Dixie Road will be used as the detour route. councillor Johnson advised that he was in receipt of a letter from Mr. Cherniak of Lebovic Enterprises stating that the work required on Oakburn Square and Mossbrook Square will be completed within 2-3 weeks. Councillor Johnson outlined the meetings he has been attending concerning Waste Management and advised that a slide presentation will be made on Tuesday, June 29th at 7 :30 in the Council Chambers with respect to the Tour of Composting Facilities and Landfill Sites which he visited on his trip to Germany. Mayor Arthurs advised that councillor Wellman and himself attended the Workplace Harassment Program on June 2lst. Mayor Arthurs advised that he attended Ride-For-Sight Kick-off on Saturday morning, 19th. He stated that 2,000 motorcycles left Don Arena travelling to Fenelon Falls. the June Beer The following matters were regular meeting: considered prior the to a) Councillor Higdon questioned the zoning for hot-dog vendors within the Town of Pickering and advised of a vendor at the north-west corner of Sandy Beach Road and Bayly Street. (VI) 8 (VII) 12/93 101 OTHER BUSINESS b) Councillor Higdon advised that she had received a call from a Paul Ahluwalia on 1067 Rathmore Crescent concerning the sinking of a portion of town property in front of his home, due to a broken watermairi. . c) Councillor Higdon discussed the traffic problem being experienced at the Maple Ridge Public School. d) Councillor Van Kempen advised that he received a complaint from Harry Selby, Antonio Street concerning his neighbours dog. has 848 e) Councillor Johnson advised of a flooding problem being experienced at 4410 Kinsale Road and requested that the Public works Department look into this matter. f) Mayor Arthurs advised that the social Contract will impact the Town by approximately $600,000.
