SPECIAL COUNCIL MEETING
A Special Meeting of the Pickering Town Council was held on Monday, December 7,
1998 at 7:12 p.m.

AUTHORITY TO MEET IN CAMERA
Resolution #240/98
Moved by Councillor Brenner
Seconded by Councillor Johnson
That pursuant to Section 55(7) of the Municipal Act, RS.O. 1990, c MAS, as amended,
the Council of the Corporation of the Town of Pickering hereby resolves to conduct a
meeting to consider personnel matters.

Seconded by Councillor Dickerson
That the memorandum of the General Manager dated December 7, 1998 regarding
Employment Contracts be received; and
That the Employment Contract for the Director of Human Resources and the Director of
Finance be renewed as set out in the above memorandum.

Seconded by Councillor Johnson
That the memorandum of the General Manager dated November 30, 1998 regarding the
Department of Legal Services be received; and
That the three recommendations set out in that memorandum be adopted; and
e
That the General Manager be directed to initiate a Request For Proposal on or before July
1, 1999 for outside legal services.

That the recommendations set out in the memorandum of the General Manager dated
November 30, 1998 regarding the Department of Legal Services be amended to add a
direction that the General Manager initiate a Request For Proposal on or before July 1,
1999 for outside legal services.

That recommendation 1 in the Report of the General Manager dated November 30, 1998
regarding the Department of Legal Services be divided from recommendation 2 and 3 for
voting purposes.

That the Director of Finance be directed to:
1.
That Deloitte, Touche be retained to conduct a review of the Price Waterhouse
Coopers December 1, 1998 Report entitled "Bill 35, Strategic Option Assessment
and any other pertinent information that may be available; and
8.
That the Director of Finance provide Council with the results of this exercise,
including expert opinion and advice, as to the best course of action for Council to
consider in this regard,
2.
Charge the costs of the services, not exceeding $75,000, to Account 2126-2392
(General Government - Purchased Services) with financing to come from 1998
surplus Operating Budget funds.
