A Meeting of the Pickering Town Council was held on Tuesday, September 22, 1998 at 7:30 p.m.

ADOPTION OF MINUTES

DELEGA TIONS
Bob Pizer, Campaign Chair, United Way of AjaxlPickering, provided Council with
an overview of the 1998 fundraising campaign and requested that Council make
their annual grant of $2.65 per household. He also asked for permission to install
their thermometer at the Hub Plaza and to put banners over Liverpool Road.
Donna Raetsen Kemp and Jeremy Gould, representing the Junior Achievers of
Durham Region, provided an overview of their organization.

That a grant in the amount of $2.65 per household (approximately $68,000.00) be made to the
United Way of Ajax - Pickering; and

That Councillor Dickerson seconded by Councillor Brenner took leave to introduce by-laws of
the Town of Pickering:
By-law Number 5376/98
Being a by-law to assume Bayfield Street, Beckworth Square, Amberwood Crescent, Birchwood
Court, Flavelle Court, Foxwood Trail, Weyburn Square, and Weyburn Square North, Plan 40M-
1232, Pickering, for public use as public highways under the jurisdiction of the Town.
By-law Number 5377/98
Being a by-law to assume services under the jurisdiction of the Town in Plan 40M-1232,
Pickering.
By-law Number 5378/98
Being a by-law to amend By-law 2632/88 providing for the erection of stop signs.
By-law Number 5379/98
Being a by-law to amend By-law 1416/82 providing for the regulation and licensing of places of
amusement.
By-law Number 5380/98
Being a by-law to assume Braeburn Crescent, Foxwood Trail, Laurier Crescent, Newmark Place
and Gardenview Square, Plan 40M-1242, Pickering, for public use as public highways under the
jurisdiction of the Town.

jurisdiction of the Town.

Being a by-law to amend By-law 1416/98 providing for the regulation and licensing of places of

THIRD READING:
Councillor Dickerson seconded by Councillor Brenner moved that the report of the Committee of
the Whole on By-law Numbers 5376/98,5377/98,5378/98, 5379/98, 5380/98, 5381/98, 5382/98,
5383/98, 5384/98, 5385/98, 5386/98, 5387/98, 5388/98, 5389/98 and 5390/98 be adopted and
the said by-laws be now read a third time and PASSED and that the Mayor and Clerk sign the
same and the seal of the Corporation be affixed thereto.

OTHER BUSINESS
1.
Councillor Pickles reported that he attended the Ajax/Pickering Community Police
Day last Saturday and indicated that it was well attended.
2.
Councillor Pickles introduced a Notice of Motion, seconded by Councillor
Brenner, respecting the Airport lands.
3.
Councillor Dickerson reported that this is Legion Week and gave an open
invitation to all residents to drop in to the Bay Ridges Legion and find out what
the Legion is all about.

Councillor Dickerson stated that there was an incident last Saturday at the
Pickering Nuclear Generating Station with children being radiated. He stated that
residents are starting to be concerned about the number of incidents at the station
and noted that both Ontario Hydro and the Province have not held an
Environmental Assessment Hearing as requested in the referendum during the last
Municipal Election.

Councillor Brenner reported that he has been appointed to the Durham Region
Childrens' Advocacy and noted that there will be some interesting workshops help
in the near future.

Councillor Brenner stated that Council passed a resolution in August to apply for
special funding, along with the Town of Ajax, to study the amalgamation of all
services. He asked staff when they expect to make this application to the
Province.
7.
Councillor Brenner also addressed the incident at the Pickering Nuclear Generating
Station last Saturday. He noted that residents are getting concerned and he
provided a list of all the incidents that have occurred at the Station over the past
two months.

Councillor Johnson provided an open invitation to celebrate Legion Week at the
Claremont Legion.
9.
Councillor Johnson stated that the Pickering Nuclear Generating Station should
provide better monitoring devices for the general public but he is satisfied with the
explanation given by Ontario Hydro of the incident that occurred last Saturday.

Councillor Johnson reported that he has worked with the Crystal Forest
Community Association to raise funds for children with leukemia.

Councillor Johnson reported that the Province has drastically reduced the funding
to the Grandview Childrens' Centre.
12.
Councillor Johnson stated that he was very impressed with the AjaxIPickering
Community Policing Day held last Saturday.
13.
Mayor Arthurs confirmed that the General Manager met with Pat O'Brien of
Ontario Hydro to discuss the incident at the Pickering Nuclear Generating Station
last Saturday and asked that the General manager prepare a report to update
Council on the results of this meeting. Councillor Brenner added that the Health
Protection Act be examined in relation to this incident.

Councillor Brenner seconded by Councillor Dickerson moved for leave to introduce a By-law of
the Town of Pickering to confirm those proceedings of the Council of the Corporation of the
Town of Pickering at its meeting held on the 22nd day of September, 1998 and that the same be
now finally passed and that the Mayor and Clerk sign the same and that the Seal of the
Corporation be thereto affixed.
