SPECIAL COUNCIL MEETING
A Special Meeting of the Pickering Town Council was held on Tuesday, July 21, 1998 at
5:05 p.m.

CALL TO ORDER
Mayor Arthurs called the meeting to order at 5:05 p.m. This Special Meeting of Council
was called by Mayor Arthurs pursuant to Section 81(3) of the Municipal Election Act,
1996, to consider an application made by Richard Ward for a Compliance Audit of the
Financial Statements submitted by Douglas Dickerson, Richard Johnson and David Ryan
for the 1997 Municipal Election.

Councillors Dickerson, Johnson and Ryan all declared an interest in this matter not only
for the application made with respect to their own Financial Statement but also with
respect to the application made with respect to the Financial Statement of the other
candidates.
Pursuant to Section 7)1) of the Municipal Conflict of Interest Act, the meeting continued.

DELEGA TIONS
1.
Richard Ward, 3709 Regional Road #9, Orono, stated that he has
requested this Compliance Audit in order to have an opportunity to have a
fair hearing before Council. He stated that he has been ridiculed over the
years and was specifically ridiculed by a person working for Richard
Johnson during the 1997 Municipal Election campaign. He stated that he
requested a copy of the Financial Statement of Richard Johnson on March
31, 1998 from the Clerk but was not allowed access to it until several days
later. Mr. Ward stated that it was rumoured that a person got a large
cheque from Richard Johnson's campaign and returned that money to Mr.
Johnson. He stated that his opportunity to speak at Council Meetings has
been cut off and he noted that he only wants Richard Johnson's Financial
Statement to be audited.

That pursuant to Section 81(3) of the Municipal Elections Act, 1996, the application for a
Compliance Audit dated June 26, 1998 submitted by Richard Ward to audit the Financial
Statement submitted by Douglas Dickerson be rejected.
