Kearns - Town Manager - Town Clerk - Co-ordinator of Council Services ABSENT: Councillor Van Kempen (n ADOPTION OF MINUTES Regular meeting of October 17, 1994. (ID RESOLUTIONS Resolution #264/94 Moved by Councillor Brenner Seconded by Councillor Johnson That Council receive the decisions of the Committee of Adjustment Meeting of October 12, 1994. CARRIED e 8 . 191 Resolution #265/94 Moved by Councillor Brenner Seconded by Councillor Johnson WHEREAS the Ontario Government has used unprecedented interference in municipal jurisdiction through Bill 143 and waste management policies; and WHEREAS Ontario municipalities want the responsibility of finding environmentally responsible solutions to their municipal waste; and WHEREAS Ontario municipalities are not prepared to eliminate alternatives to waste management that have been well researched and will offer solutions to these municipalities; and WHEREAS there is inadequate research to support the environmental and health aspects of mega-dump alternatives; NOW THEREFORE the Council of the Corporation of the Town of Pickering hereby condemns the Ontario Government's intrusion into this traditional area of municipal jurisdiction; and THAT the Council of the Town of Pickering demands that the Ontario Governmental permit municipalities to examine all environmentally responsible alternatives and halt the present process for mega-dump site selection so that research may proceed to determine the most environmentally sound answers to waste elimination and disposal. CARRIED Resolution #266/94 Moved by Councillor Higdon Seconded by Councillor Brenner That Town Council approve the contracting of Victor Ford & Associates Inc. for the design and preparation of working drawings and specifications for the Hydro Corridor lands east of the Recreation Complex and running from Highway #2 south to the Pickering Parkway in the amount of $22,455, plus G.S.T. and contingency, total not to exceed $25,000. CARRIED Resolution #267/94 Moved by Councillor Johnson Seconded by Councillor Brenner That Mayor Arthurs be authorized to make the following proclamations: "World AIDS Day" - December 1, 1994 "Ontario March of Dimes Month" - January, 1995 CARRIED 8 8 e 192 (llI) BY-LAWS That Councillor Johnson seconded by Councillor Pistritto, took leave to introduce by-laws of the Town of Pickering: By-law Number 4529/94 Being a by-law to dedicate Block 23, Plan 40M-1727, Pickering (Sandhurst Crescent). By-law Number 4530/94 Being a by-law to authorize the execution of Releases of a Development Agreement between the Town and Jeremiah Francis Coughlan and S.F. Coughlan Construction Co. Limited, In Trust and a Site Plan Agreement between Town and Jeremiah Francis Coughlan respecting part of Lot 19, Concession 1, Pickering (parts 4 and 5, 40R-15638). By-law Number 4531/94 Being a by-law to appoint By-law Enforcement Officers for certain purposes (parking Regulation - Pickering Town Centre. By-law Number 4532/94 Being a by-law to authorize the acquisition of that part of the Road Allowance between Concession 1, Pickering and Range 3, Broken Front Concession, Pickering, designated as Parts 11, 12 and 13, Plan 40R-I090, for the purpose of enabling the Town to exercise its jurisdiction to stop up those lands as public highway. By-law Number 4533/94 Being a by-law to authorize the execution of an Agreement between The Corporation of the Town of Pickering and the Gingerbread Co-operative Nursery School (pickering) Inc. respecting the use of the West Shore Community Centre (September 6, 1994 to June 23, 1995). THIRD READING: Councillor Johnson, seconded by Councillor Pistritto moved that the report of the Committee of the Whole on By-law Numbers 4529/94, 4530/94, 4531194, 4532/94 and 4533/94 be adopted and the said by-laws be now read a third time and PASSED and that the Mayor and Clerk sign the same and the seal of the Corporation be affixed thereto. CARRIED 8 8 e 193 (IV) OTHER BUSINESS 1. Councillor Pistritto advised of the upcoming 'Festival of the Family' events being held at the Royal Ontario Museum. 2. Councillor Higdon commented on her learning experience during her term of office. 3. Councillor Brenner congratulated Councillor Elect Ryan on his successful campaign. 4. Mayor Arthurs congratulated all candidates. 5. The following matters were discussed prior to the regular meeting: a) Councillor Higdon advised of complaints from residents concernmg teenagers at the Loeb Plaza at Dixie Road and Finch Avenue. b) Councillor Johnson advised of complaints concerning parking on Everton Street. c) Councillor Johnson stated that a petition had been received concerning Garthwood Homes. d) Councillor Johnson advised that he had received a call concermng Sandhurst and Pinegrove. e) Councillor Johnson questioned the assessment appeal process. f) Mayor Arthurs advised of his press conference at Queen's Park concerning Seaton and the IW A process. g) Councillor Brenner questioned whether residents have been notified about the Site Plan Appeal concerning DalebrookIRougemountIRouge Valley. (V) CONFIRMATION BY-LAW By-law Number 4534/94 Councillor Brenner seconded by Councillor Wellman moved for leave to introduce a By-law of the Town of Pickering to confirm those proceedings of the Council of the Corporation of the Town of Pickering at its meetings held on the 21st day of November, 1994 and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed.
