PRESENT: Mayor Wayne Arthurs COUNCILLORS: M. Brenner E.Hidgon R. Johnson E. Pistritto K. Van Kempen D. Wellman ALSO PRESENT: B. Taylor N. Carroll T. Melymuk C. Rose C. Wong (fl 1. - Town Clerk - Director of Planning - Deputy Director of Planning - Manager, Policy Division - Senior Planner DELEGA TIONS Randy Vaine, 1945 Glendale Drive, stated that he represents about 500 people who do not support the Town Centre West Study. The community only found out about this Study several months ago and very few know what it is about. Road "All does not need to connect to the Highway 401 ramp to make the area viable because Consumers Road in North York serves a similar area and that road is north of Highway 401. If Road IIAII was put through the north area of the Supercentre, it would terminate at a signalized intersection. The Study should be tabled until there is more community input. If the Study is not tabled, then Road "N' should be deleted and dealt with separately. 145 (0 DELEGA TIONS 2. Larry Brien, representing the Liverpool West Community Association, stated that he feels the opinions of his Association are not being considered. This area should be studied but with a lot of caution. He is pleased that the Walnut Lane extension has now been changed to a pedestrian connection. He is concerned that calming measures for traffic will be needed because it implies that there will be a lot of traffic. He wants the community, as well as various agencies, to review the recommended land Use Concept. A road that connects to Highway 401 will direct traffic through the Glendale subdivision. He realizes a road to Liverpool Road is necessary but it should be somewhat to the north of Highway 401. Highway 2 should be attractive and therefore buildings fronting onto it should only be two to four stories in height and buildings should be stepped down from Highway 401 to Highway 2. Pine Creek is in poor environmental condition and steps should be taken immediately to improve it. Everyone needs to know the target population of the study area in order to determine what social services and schools will be needed. The Town should not be in a hurry to plan for this area when so much is at stake. - 3. Doug Dickerson stated that planning for the subject lands started 15 years ago when it was envisaged that there would be a service road between Whites Road and Liverpool Road to serve a commercial area. There are no new direct connections to Highway 401 being planning in this Study, however, people perceive that there will be new connections. Planning for an area cannot be done specifically until there is a vision for that area. He noted that the Province may over rule the municipality if a residential component is not included in this plan. Council should refer this plan to the new Council with the direction that ward councillors, the Mayor, residents, the community association and staff should have a forum to consider ideas for the development of this area. This is the last prime area to be developed in Pickering. 8 4. John Bousfield, representing Schindler Elevator, stated that the road and land use issues cannot be considered separately. If commercial uses are allowed, then a connection to Liverpool Road and Highway #401 is required. That in addition to the revisions recommended in Planning Report No. 7/94, Town Council AUTHORIZE the following Staff recommended revision to the Land Use Concept and Urban Design Guidelines contained in the Final Report of the Town Centre West Urban Design and Land Use Study: (i) to delete the proposed extension of Walnut Lane, identified as Road liB ", and indicate a pedestrian connection in the same location; (ii) to add requirements that traffic calming measures be implemented throughout the Study Area, where appropriate; and 2. That Staff, through the preparation of Official Plan Amendment No. 84, review the recommended Land Use Concept with the appropriate approval agencies to determine the nature and scope of any additional studies that may be required to support the Amendment and, should further study be required, seek appropriate authorization for these works to be undertaken, prior to forwarding Amendment No. 84 for Council's consideration. That Town Council AUTHORIZE the following Staff recommended revisions to the Land Use Concept and Urban Design Guidelines contained in the Final Report of the Town Centre West Urban Design and Land Use Study: (i) to add Block 10 on the Land Use Concept, as a Mixed-Use Office block located on the north side of the proposed road connection to Liverpool Road, and illustrate design guidelines for that block; to delete the proposed building setback guideline requiring an upper storey setback of3.0 metres; and to reduce the proposed building height guideline for the east end of Block 5 from 4 - 8 storeys to 2 - 6 storeys.
