COUNCIL MINUTES
A Meeting of the Pickering Town Council was held on Tuesday March 22, 1994 at 7:30 p.m.

1.
Mr. Lodge, representing the "Make Room For Baby Campaign, introduced Mr.
Rod Hines and nurses Joan Mott and Debbie Irbine. He addressed Council to
invite all Members of Council to attend the On-site Make Room For Baby
Campaign Launch ceremonies at the Ajax-Pickering Hospital on March 23rd and
presented a short video history of the Ajax-Pickering Hospital. He advised that
this campaign is to raise funds for renovations and equipment. Nurses Joan Mott
and Debbie Irbine presented council members with baby bottle banks.

DELEGATIONS
2.
Mr. Fred Beer, Westney Road, addressed Council with respect to the proposed
study of the Federal Government of the airport lands. He commented on projects
such as the Airport Lands, Rouge Park and the Seaton Development. He stated
that the Federal Government have not formed the committee which was requested
by the Town of Pickering and that the Town should aggressively intervene on
behalf of the citizens. He suggested that a committee be formed to include a
member of council, a staff member and a resident who, by the authority of council,
could speak on behalf of the Town. He also requested that the Airport Committee
be authorized to attend the meeting being held by Dan McTeague on March 29th
to address the two resolutions passed by council.

1.
That Town Council endorse Planning Report No. 3/94 as the Town's comments on
the Ministry of Municipal Affair's consultation paper, A New Approach to Land
Use Planning.
2.
That the Town Clerk be requested to forward a copy of Planning Report No. 3/94
to Mr. Ed Philip, the Minister of Municipal Affairs, Regional Council, and all
Town ratepayers associations.

Resolution #35/94
Moved by Councillor Van Kempen
Seconded by Councillor Higdon
WHEREAS there is no higher priority in local government than its responsibility to provide an
effective and responsive firefighting service; and
WHEREAS the Dillon Report strongly recommends the construction and full staffing of a firehall
in the north urban area in order to respond to emergencies in this area of fast growth; and
WHEREAS in 1993, 57% of the emergency calls occurred between the evening and early
morning hours of5:00 p.m. to 9:00 a.m.; and
WHEREAS it is unacceptable to staff the firehall at Dixie Road and Finch Avenue which serves
such a large population base for such limited periods;
NOW THEREFORE the Council of the Corporation of the Town of Pickering hereby directs the
Fire Chief to hire a minimum of five additional firefighters in addition to the five firefighters
provided for in the 1994 budget; and
THAT these additional firefighters commence employment no later than September 1, 1994.

respecting the development of Lot 40, Plan 40M-1664, Pickering (Cougs Investments (pickering)

By-law Number 4404/94
Being a by-law to ratify the terms of a Memorandum of Settlement dated January 21, 1994
between The Corporation of the Town of Pickering and Pickering Professional Firefighters'
Association respecting a Collective Agreement having a two year term beginning January 1, 1993
and ending December 31, 1994, and to authorize the execution of that Collective Agreement.

the Whole on By-law Numbers 4401/94,4402/94,4403/94 and 4404/94 be adopted and the said
by-laws be now read a third time and PASSED and that the Mayor and Clerk sign the same and
the seal of the Corporation be affixed thereto.

Councillor Brenner presented the following Notice of Motion.

Whereas, in discussions and debate undertaken during the 1994 Budget deliverations,
Staff Recommended Option #3 for the staffing of the new Dixie/Finch Fire Hall was
approved, which Option provides for the hiring of five persons for the part-time
operation of that Hall beginning July 1, 1994; and
Whereas, in those same discussions and debate, there was some acknowledgment made
that consideration would be given in the Fall of 1994 to the hiring of a further five
persons for the purpose of expanding the part-time operation of that Hall;
Now Therefore the Council of The Corporation of the Town of Pickering hereby
resolves that:
1.
The following schedule for the hiring of persons for the staffing of the
new Dixie/Finch Fire Hall be approved in principle:
a)
five persons be hired to begin work July 1, 1994; and
b)
consideration be given in September 1994 to the hiring of a further five
persons to begin work as soon as possible thereafter but no later than
December 1, 1994.

2.
Councillor Johnson commented on the recent newspaper articles concerning homes
being built on the dump sites. He advised that this is not a possibility and that he
would never support such a proposal.
3.
Councillor Higdon advised that, in an effort to alleviate some of the congestion
being experienced at Bushmill and Liverpool, a transit bus is now picking up
students in ftont of Pine Ridge Secondary School every afternoon at 3 p.m.
4.
Councillor Higdon advised that the new transit service goes into effect on March
28th and that an insert will be included in the Sunday local newspaper showing the
changes.
5.
Councillor Higdon commented on the difficulties she has experienced concerning
the pre-booking of tennis courts on off-peak hours.

Councillor Wellman commented on the thriving Service Clubs in Pickering and
their fund raising activities.
7.
Councillor Wellman advised that he has received many calls concerning litter. He
suggested that everyone get involved by cleaning up their properties and the
boulevards.

OTHER BUSINESS
8.
The following matters were discussed prior to the regular meeting:
a)
The Town Manager advised Council of the steps being taken to ensure that
the pools within Pickering meet the requirements set out by the Health
Unit, in light of the recent accident at Variety Village.
b)
The Town Manager distributed a report concerning grass clippings.
c)
The Town Manager commented on the complaint received by Mr. Plitz
concerning the maintaining of the property on Concession 8 and advised
that this property has been maintained all winter.
d)
The Town Manager distributed a copy of the new off-peak day time and
Saturday transit schedule.
e)
The Town Manager advised that the inftastructure report would be
available to Council this week.
f)
Councillor Van Kempen advised of the Conservation Foundation
Fundraising Kick-Off on May 10th at the Prince Hotel. He requested, and
received, Council's approval to purchase a table for this event.
g)
Councillor Johnson requested that the United Church well be improved
through the inftastructure program.
h)
Councillor Higdon commented on parking problems on Colmar Avenue.

CO~TION BY-LAW
By-law Number 4405/94
Councillor Wellman, seconded by Councillor Johnson, moved for leave to introduce a By-law of
the Town of Pickering to confirm those proceedings of the Council of the Corporation of the
Town of Pickering at its meeting held on the 22nd day of March, 1994 and that the same be now
finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be
thereto affixed.
