COUNCIL MINUTES
A Meeting of the Pickering Town Council was held on Monday February 21, 1994 at 7:30 p.m.

ADOPTION OF MINUTES
Regular meeting of February 7, 1994.

DELEGATIONS
1.
Fred Beer, representing the Pickering Rural Association addressed Council with
respect to the Airport Land Committee. He stated that the previous councils have
ignored the situation pertaining to the airport lands but that this council have taken
an active part and he requested that they continue to do so. He advised that these
lands have been left in the hands of the Federal Government for the past 20 years
with disastrous results and requested that the Town continue their involvement.
He also asked that the committee not be disbanded but that the mandate of the
committee be broadened

DELEGATIONS
2.
Dave Ryan, representing PACT addressed Council concerning the $10,000 grant
request and encouraged Council to consider this request very seriously. He also
asked Council to defer the motion until all of Council could be present to show
their unanimous support of this request. He advised that the study which this grant
will be used for is already being carried out and will continue even if this request. is
denied. He advised that the rebuttal report to Dr. Cummings report has been
received and is a disservice to this community, the Town, and the Region of
Durham. He also shared with Council a letter he has written to Bob Rae.
3.
David Steele, representing PACT addressed Council with respect to the $10,000
grant request advising that the study, for which this money will be used, is very
broad. He advised that PACT have already committed themselves to having this
study done and that they have requested financial assistance ftom the Federal,
Provincial and Local Governments.

WHEREAS by Agreement dated October 19, 1992 between the Town of Pickering and the
Regional Municipality of Durham, it was agreed that the Town of Pickering would undertake the
reconstruction of Whites Road between Finch Avenue and Taunton Road and that upon
satisfactory completion of that project, the Region of Durham would incorporate this section of
Whites Road into the Regional Road system; and
WHEREAS this project has been satisfactorily completed and the Regional Municipality of
Durham has been invoiced for its share of the cost;
NOW THEREFORE the Council of the Corporation of the Town of Pickering hereby requests
the Regional Municipality of Durham to incorporate that section of Whites Road between Finch
Avenue and Taunton Road into the Regional Road system pursuant to Section 10(2) of the
Agreement dated October 19, 1992 between the Town of Pickering and the Regional Municipality
of Durham.

Councillor Higdon, seconded by Councillor Pistritto moved that the report of the Committee of
the Whole on By-law Numbers 4392/94, 4393/94, 4394/94, 4395194 and 4396/94 be adopted and
the said by-laws be now read a third time and PASSED and that the Mayor and Clerk ~ign the
same and the seal of the Corporation be affixed thereto.

OTHER BUSINESS
1.
Councillor Van Kempen requested information on the status of the report
concerning the Fire Hall and was informed that a draft would be available by week
end
2.
Councillor Van Kempen commented on a letter received ftom Mr. R. Ferguson
Commissioner of Metro Works, concerning the Brock West Landfill Site.
3.
Councillor Higdon advised that the Frenchman's Bay Festival Committee has 15-
18 members and welcomes those interested in becoming involved.
4.
Councillor Higdon advised that she attended a forum on Saturday concerning
'Community Consultation on Violence Against Women'. She highlighted some
important points and advised that anyone interested in taking part in the focus
group should contact her. .

5.
Councillor Higdon advised that she will not be in attendance at the Executive
Meeting next week as she will be attending a Remedial Action Plan Forum.

Councillor Higdon commented on the rejection by Council at last week's Executive
Meeting of the proposal concerning the coordination of Blue Box food pick-up for
the Food Bank.

Councillor Pistritto commented on the remarks made by Councillor Higdon
concerning her proposal with regards to the Blue Box food pick-up and he
clarified that Council did not reject the proposal but only made comments
concerning it.

Councillor Pistritto advised that he attended the Claremont Winter Carnival which
was a great success.
9.
Councillor Pistritto discussed the reasons he wishes to attend the Principle Centred
Leadership Conference in Provo, Utah.

Councillor Pistritto commented on his discussions with certain people on the
closing of the Brock West Landfill Site and the EEll.
11.
Acting-Mayor Brenner requested information on the status of the Lawrence
AvenuelBayly Street extension.
12.
Acting-Mayor Brenner reported that Durham Regional Police stopped over 200
hundred dump trucks fÌ'om entering the Brock West Landfill Site with illegal
excavation material and that they will continue to do so to try and stop this illegal
dumping.
13.
Acting-Mayor Brenner stated that he hopes to see. Members of Council in
attendance at the PACT meeting.
14.
The following matters were discussed prior to the regular meeting:
a)
The Town Manager advised that he will be on vacation fÌ'om February 23-
25, 1994, if assistance is required, please contact Mr. T. Quinn, Executive
Director of Operations.

The Town Manager discussed the proposed combined CounciVStaff
meeting for Saturday, March 26, 1994.

Johnson, moved for leave to introduce a By-law of the Town of Pickering to confirm those
proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the
21st day of February, 1994 and that the same be now finally passed and that the Mayor and Clerk
sign the same and that the Seal of the Corporation be thereto affixed.

presents its third report to Council and recommends:

ZONING BY-LAW AMENDMENT APPLICATION A 22/93

That Council recommend to Regional Council that Draft Plan of Subdivision 18T-
93013, submitted by Bramalea Limited, on lands being Part of Lot 29, Concession
1, Town of Pickering be APPROVED to permit the development of residential
units attached in groups of two or more, subject to the following conditions:
1.0
GENERAL CONDITIONS
1.1
That this recommendation apply to the plan identified as the Town
Recommended Plan, and bearing the Town's recommendation stamp, dated
February 21, 1994.

PRIOR TO THE FORWARDING OF AN IMPLEMENTING BY -LAW

That the owner submit a Draft 40M-Plan to be approved by the Town
Planning Department

onto the Amberlea Plaza, and walkway connections to the existing

naming of the streets within the draft plan to the satisfaction of the
Town and the Region of Durham;

outlining siting and architectural design objectives for the

That the recommendation of the Durham Regional Police Service for the
implementation of the AshfieldlDencourt Neighbourhood Watch, be approved..
4.
DISPOSITION OF SURPLUS AIRPORT LANDS
FILE NUMBER - A 2400
WHEREAS the Minister of Transport has reconfirmed his intention to delay the
sale of the Pickering Airport Lands pending a "full-scale review"; and
WHEREAS the Federal "full-scale review" is expected to be a process wherein the
long range future of the Pickering Airport Lands is determined; and
WHEREAS the Federal Airport Lands occupy about 25% of the Town of
Pickering;
NOW THEREFORE BE IT RESOLVED that the Council of the Corporation of
the Town of Pickering hereby requests that the Federal Minister of Transport
order that a committee be struck consisting of a representative fÌ'om each of the
Federal, Provincial and Municipal Governments, specifically including the
Corporation of the Town of Pickering and including knowledgeable leaders of
relevant community organizations; and
THAT the Minister's Committee be mandated to investigate alternatives for the
future of the Federal Government's Pickering Airport Land holdings and make a
recommendation to the Minister of Transport; and
THAT the Minister's Committee be encouraged to hold its meetings in the Town
of Pickering.
