Brenner E.Hidgon R. Johnson E. Pistritto K. Van Kempen D. Wellman ALSO PRESENT: C.M.T. Sheffield B. Taylor D. Kearns - Town Manager - Town Clerk - Co-ordinator of Council Services m ADOPTION OF MINUTES Regular meeting of January 17, 1994. (JI) DELEGATIONS 1. Dave Ryan, 1028 Rouge Valley Drive, representing the Rouge Valley Community Association congratulated Council on the 0% budget. He advised that more residents would like to have the opportunity to observe the budget process and he recommended holding the budget meetings on two consecutive Saturdays or evenings. He voiced concern that no direction has been given to staff to prepare a 5 Year Strategic Plan and also, that money allocated for a Town Solicitor should be put into an account specifically marked Social Contract. The community should be involved in the transit process and Council should take a firm stand concerning the dump. (JI) 2. 3. 8. 8 (Ill) 6 nEkEGA TIONS Phil Frampton, 1810 Post Drive, representing the Taxpayers Coalition of Ajax/Pickering congratulated Council on a 0% budget for a third year and stated that it would be nice if the Region of Durham and the School Boards would follow suit. The following persons addressed Council with respect to the Notice of Motion regarding traffic at Bushmill and Liverpool Roads. a) Joseph Brown, 1205 Halsey Lane stated that expansion at Maple Ridge Public School and Pine Ridge Secondary School would not make sense with the traffic problems already being experienced and he suggested that an alternate route to and fÌ'om the school be planned. b) George Orzesza, 2015 Bushmill Street stated that he felt that the property on which Maple Ridge Public School is situated is too small and to expand its population would worsen the problem being experienced by those parking and stopping. The children's safety should be the first concern but they are already in danger with the present traffic situation. c) Madelaine Cheeseman, 2013 Bushmill Street stated that the traffic situation has become an unacceptable part of the community. The thought of increasing the number of students and staff which would increase the problem of traffic congestion is also unacceptable. She suggested that another route be planned ftom Pine Ridge Secondary School. d) John Silloats, 1306 Grovedale Court., advised that he is a member of the Bushmill/Liverpool Task Force and the problem being experienced regarding the traffic is outrageous. Pine Ridge Secondary School has been approached requesting that they educate the kids concerning the situation and the problems being experienced in the community. All schools in the area have been approached requesting that they consider staggering their hours. ~UTIONS Resolution #3/94 - See Aooendix #1 Moved by Councillor Wellman Seconded by Councillor Brenner That the Report of the Executive Committee dated January 24, 1994 be adopted. Resolution #4/94 8 CARRIED Moved by Councillor Johnson Seconded by Councillor Brenner That the decisions of the Committee of Adjustment at its meeting of January 12, 1994, and Region of Durham Land Division Committee at its meeting of January 10, 1994 be received. CARRIED 7 Resolution #5/94 Moved by Councillor Johnson Seconded by Councillor Higdon WHEREAS by Agreement dated October 19, 1992 between the Town of Pickering and the Regional Municipality of Durham, it was agreed that the Town of Pickering would undertake the reconstruction of Whites Road between Finch Avenue and Taunton Road and that upon satisfactory completion of that project, the Region of Durham would incorporate this section of Whites Road into the Regional Road system; and 8 WHEREAS this project has been satisfactorily completed and the Regional Municipality of Durham has been invoiced for its share of the cost; NOW THEREFORE the Council of the Corporation of the Town of Pickering hereby requests the Regional Municipality of Durham to incorporate that section of Whites Road between Finch Avenue and Taunton Road into the Regional Road system pursuant to Section 10(2) of the Agreement dated October 19, 1992 between the Town of Pickering and the Regional Municipality of Durham. DEFERRED Resolution #6/94 Moved by Councillor Brenner Seconded by Councillor Wellman That the above resolution be deferred for two weeks. e CARRIED Resolution #7/94 Moved by Councillor Higdon Seconded by Councillor Van Kempen WHEREAS at a meeting of the Technical Committee on Pedestrian and Vehicular Movement in the LiverpoollBushmill/Linwood Area held on December 1, 1993 it was noted that the proposed portable classroom expansion at Pine Ridge Secondary School and Maple Ridge Elementary School would dramatically impact traffic movements and increase on-street parking in the area; and WHEREAS traffic movement and parking in the Liverpool Road/Bushmill Street area is at a maximum at the present time and further student and staff traffic ftom Pine Ridge Secondary School and Maple Ridge Elementary School would make traffic movement very dangerous during school hours; and 8 WHEREAS the Technical Committee requires further time to study alternatives to solving the traffic problem in the Liverpool Road/Bushmill Street area; and WHEREAS the quality of life of the surrounding community is impacted by the increase of traffic caused by the increase in portable classrooms; and continued 8 8 - 8 Resolution #7194 WHEREAS the goodwill of the community and the municipality should not be compromised by adding to the heavy traffic in the area; NOW THEREFORE the Council of the Corporation of the Town of Pickering hereby requests the Durham Board of Education to not add any further portable classrooms to Pine Ridge Secondary School and Maple Ridge Elementary School in 1994. By-law Number 4386/94 Being a by-law to provide for the imposition of a penalty for non-payment of taxes. By-law Number 4387/94 Being a by-law to provide for the addition of interest to tax arrears. By-law Number 4388/94 Being a by-law to dedicate Block 20 and 21, Plan 40M-1727, Pickering (Meldron Drive/Sandhurst Crescent. By-law Number 4389/94 Being a by-law to fix the salaries of the Commissioners of the Pickering Hydro-Electric Commission for the period commencing December 1, 1993 and expiring on November 30, 1994. CARRIED (V) 11 OTHER BUSINESS Councillor Brenner advised that he will be bringing forward a Notice of Motion to request consideration be given to approve a grant to PACT of $10,000 to be taken out of the Grants to Organizations account. 1. 2. Councillor Brenner questioned the by-law concerning the behaviour of Council towards an elected official. 8 3. 4. 5. 6. 7. 8 8 j) Councillor Higdon explained her position concerning the comments she made with respect to the school board and stated that she meant no disrespect. Councillor Higdon advised that she and Tim Sheffield attended a meeting on January 25th in Vaughan concerning the landfill issue. She advised that a liaison committee has been set up in Vaughan to deal with this issue and that she will be suggesting that a committee also be set up in Pickering. Councillor Higdon advised that a liquor licence has been approved for the Primrose. Councillor Van Kempen advised that the recent report fÌ'om the Environment Ministry advises that the drinking water in Ajax/Pickering is very safe. The following matters were discussed prior to the regular meeting: a) Councillor Van Kempen questioned the timing of Council's input into the F ederal/Provincial Inftastructure Program. b) Councillor Higdon commented on the revision proposed by Kalmoni Establishments and asked for Council's concurrence prior to being circulated to the residents. c) Councillor Johnson questioned if there are changes to the business taxes. d) Councillor Brenner requested the Town Clerk to check into the zoning of certain businesses. e) The Town Manager advised of the passing of Dave Low, the former C.A.O. for the Town of Ajax. f) The Town Manager distributed a series of memos concerning Pine Ridge Secondary School and the placement of portables. g) The Town Manager distributed a copy of the Clerk's memo concerning the use of a contracting firm to enforce parking throughout the winter. h) The Town Manager reported on the roads maintenance during the ice storm January 27-29. i) The Town Manager reported that communication with the media will be ongoing during hazardous weather conditions regarding the cancellation of programs. The Town Manager advised that a price list was circulated to Council members regarding the printing of business cards. k) The Town Manager reported that the CPRA Membership is up for renewal and he requested the names of those Councillors interested in membership. Councillors Higdon, Pistritto, Brenner, Johnson and Mayor Arthurs voiced an interest. 8 8 e (V) (Vll 12 OTHER BUSINESS I) The Town Manager reported that all Town of Pickering information will be placed on page 9 of the Wednesday edition of the News Advertiser, beginning in March. m) The Town Manager advised that information concerning the Inftastructure Program has been circulated to Council. n) The Town Manager discussed with Council his report concerning remuneration for certain Department Heads. Resolution #13 Moved by Councillor Wellman Seconded by Councillor Higdon That the report of the Town Manager dated January 31, 1994 concerning remuneration for certain Department Heads be approved as amended. CARRIED CONFIRMATION BY-LAW By-law Number 4390/94 Councillor Wellman, seconded by Councillor Johnson, moved for leave to introduce a By-law of the Town of Pickering to confirm those proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the 7th day of February, 1994 and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. (VII) CARRIED ADJOURNMENT The Meeting adjourned at 11:10 p.m. 6c!J~,~~J-:~.:- -- - ' Dated February 21st 1994 APENDIX #1 TOWN OF PICKERING That the Executive Committee of the Town of Pickering having met on January 24, 1994, presents its second report to Council and recommends: 1. 8 ROUGEMOUNT DRIVE BRIDGE IDGHWAY 401 WIDENING FILE NUMBER - E 4000 WHEREAS The Ministry of Transportation proposes to construct a new bridge over Highway 401 at Rougemount Drive commencing in the Spring of 1995; and WHEREAS The Ministry of Transportation's Revised Bicycle Policy (policy and Planning Ministry Directive A-I) supports the bicycle as an integral mode of transportation and requires that the Province consider making provisions to accommodate bicycle transportation systems; and WHEREAS the Town of Pickering considers bicycle lanes essential to a complete transportation network, especially in areas where access is limited due to the bisecting of communities by Provincial highways; NOW THEREFORE, the Council of the Corporation of the Town of Pickering hereby requests that the Ministry of Transportation incorporate, at Provincial cost, two bicycle lanes; each a minimum of 1.5 metres in width, within the design and construction of the Rougemount Drive Bridge over Highway 401 and roadworks associated with the project; and 8 FURTHER, that this resolution be forwarded to the following persons for their information: Hon Gilles Pouliot, Minister of Transportation; fun Wiseman, M.P.P.
