Brenner E. Hidgon R. Johnson K. Van Kempen D. Wellman ALSO PRESENT: C.M.T. Sheffield - Town Manager B. Taylor - Town Clerk ABSENT: Councillor Pistritto - (ill) ADOPTION OF MINUTES Regular meeting of December 20, 1993. (JI) A~OUNCEMENTS 1. Mayor Arthurs reported that Council has finished its Budget Meetings and the budget will be considered at the Executive Committee Meeting of January 24, 1994 and the Council Meeting of February 7, 1994. No increase in the Town's portion of the mill rate is anticipated. 2. Mayor Arthurs further reported that he received a letter ftom Ron Cowan, sponsor of the Cottage Show, who stated that this show has been very successful at the Metro East Trade Centre. The Ontario Fishing and Sportsman Show will also be held at the Metro East Trade Centre ftom January 27 - 30, 1994. 8 8 8 2 (Ill) RESOLUTIONS Resolution #1/94 - See Aooendix #1 Moved by Councillor Van Kempen Seconded by Councillor Brenner That the Report of the Executive Committee dated January 10, 1994 be adopted. CARRIED (IV) BY-LAWS That Councillor Wellman, seconded by Councillor Brenner took leave to introduce by-laws of the Town of Pickering: By-law Number 4377/94 Being a by-law to amend Restrict Area (Zoning) By-law 3036, as amended, to implement the Official Plan of the Town of Pickering District Planning Area, Region of Durham in Block 76, Plan 40M-1512, in the Town of Pickering. (A 7/93) By-law Number 4378/94 Being a by-law to exempt Lots 32 and 33, Plan 40M-1729, Pickering, fÌ'om part lot control. By-law Number 4379/94 Being a by-law to appoint a By-law Enforcement Officer for certain purposes (parking Regulation) Ontario Condominium Corporation #2, Ontario Condominium Corporation #11, Ontario Condominium Corporation #58, Durham Condominium Corporation #19, Durham Condominium Corporation #42, Durham Condominium Corporation #51, Durham Condominium Corporation 352, Durham Condominium Corporation #60. By-law Number 4380/94 Being a by-law to appoint William Douglas as Deputy Fire Chief of The Corporation of the Town of Pickering effective February 1, 1994. THIRD READING: Councillor Wellman, seconded by Councillor Brenner moved that the report of the Committee of the Whole on By-law Numbers 4365/93,4366/93,4367/93,4368/93,4370/93, 4371/93, 4372/92, 4377/94,4378/94,4379/94 and 4380/94 be adopted and the said by-laws be now read a third time and P AS SED and that the Mayor and Clerk sign the same and the seal of the Corporation be affixed thereto. CARRIED 8 8 - 3 (V) O~R BUSINESS 1. Councillor Higdon congratulated William Douglas on his appointment as Deputy Fire Chief and the Mayor on chairing a good Budget Meeting. 2. Councillor Van Kempen stated that the Big Brothers Bowl-A- Thon will be held on February 4, 1994 at the Celebrity Lanes. 3. Councillor Johnson reported that the Bob Baun Hockey Tournament was held this past weekend and the Heart and Stroke Foundation's Sno-Pitch Tournament will be held this coming weekend. The Claremont Winter Carnival is scheduled for the weekend of February 16-20, 1994. 4. Councillor Brenner complimented the staff on the handling of todays snow storm. 5. Councillor Brenner reported on the status of the construction of the new firehall. 6. Councillor Brenner suggested that a winter carnival on Frenchman's Bay could be very successful. 7. The following matters were considered prior to the regular meeting: a) The Town Manager reported on the handling of todays snow storm. b) The following resolution was passed with respect to the District Plan: Resolution #2/94 Moved by Councillor Higdon Seconded by Councillor Wellman That Town Council authorize the expenditure of up to $20,000 for the hiring of the communications firm of REIC Consulting Ltd. to assist staff with developing and implementing a public consultation program related to Phase Four of the Pickering District Plan review. CARRIED c) The Town Manager distributed a letter fÌ'om Totten, Sims, Hubicki Associates regarding the status of the construction of the new firehall. d) The Town Manager distributed a report on the operations of the Pickering Rescue Unit. e) The Town Manager distributed a report fÌ'om the Treasurer summarizing the 1994 budget. f) Councillor Van Kempen requested a report on how the Town of Whitby funded its Regional apportionment in 1993. 8 8 8 4 (vn CONFIRMATION BY-LAW By-law Number 4382/94 Councillor Wellman, seconded by Councillor Brenner, moved for leave to introduce a By-law of the Town of Pickering to confirm those proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the 17th day of January, 1994 and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed.
