A Special Meeting of the Pickering Town Council was held on Monday, December 11,
1995 at 7:00 p.m.

This Special Meeting of Council was called pursuant to Section 6(6) of the Development
Charges Act to make public the document entitled "Background Document Pertaining to a
Review of the Town of Pickering's Development Charge Policies" dated October 26,
1995 and prepared by C.N. Watson and Associates Limited, Economists.
Copies of the Document were made available to the public. Barb O'Connor, representing
C.N. Watson and Associates Limited, gave an overview of the Document and asked those
present to note an amendment on Table 2-1: in Line 8 under the Column Gross Cost, the
figure $99.81/kVA should be changed to $211.58/kVA.

The Chairman asked if there were any persons present who wished to comment on the
Document:
Richard Ward, Box 5142, Claremont, stated that the present Development Charge By-law
was first proposed in 1989 but was deferred, during which time a lot of building permits
were issued. He agrees that residential development charges should be levied but there
should be no development charges for industrial development because it tends to scare
that type of development away. In the 1993 Reserve Fund Report, it is noted that funds
were spent on Pinegrove and Woodview Avenues. He asked how much money was spent
to facilitate development in that area.
