A Meeting of the Pickering Town Council was held on Monday, July 17, 1995 at 7:35 p.m.

Regular Meeting of June 26, 1995.
(III DELEGATIONS
1. Brian Davies, representing Shirley Copp and Jose DeLaTorre, addressed Council
with respect to Zoning By-law 4646/95 regarding lands at the southwest corner of
Rougemount Drive and Kingston Road. He stated that it appears that the site plan
meets everyone's requirements and all interested parties are satisfied. He thanked
the Planning staff, Council and Ratepayer groups for their cooperation.
2. Leo Papagni, 1660 Dreyber Court, addressed Council with respect to the closing
r of his shop, Baby-O-Donuts, at the Pickering Town Centre. He requested
Council's help in regards to this situation and advised that he has only two weeks
remaining to save his business.
3. The following persons addressed Council with respect to Planning Report 12/95
regarding airport issues in the Greater Toronto Area:

(II) DELEGATIONS.
a) Sandy Rider, 494 Whitevale Road requested that the Report to Council not
be received and that the lands should be returned to those who live here.
b) Jim Thompson, 437 Churchwin Street endorsed what Sandy Rider said and
stated that he hoped Council would say no to the Region.
c) Gord Willson, 455 Whitevale Road urged Council to not receive this
Report, advising that it was quite contrary to Council's previous position.
4. Ricardo Leofanti, 592 Kimpton Court addressed Council with respect to Zoning
By-law 4646/95. He stated his opposition to this application and advised that four
years ago a similar application was brought forward by his family which was
refused by the Planning Department. The same concerns which were voiced then
should be more relevant now due to the Rougemount Drive construction and
widening of Hwy. 401. He advised that if this application is approved his family
will be appealing it to the OMB as well as obtaining legal Counsel and requesting
the Ministry of Municipal Affairs to investigate.
5. John Murray, 1376 Everton Street addressed Council with respect to the closing of
Baby-O-Donuts at Pickering Town Centre. He stated that he is a business owner
and feels that a great injustice is being done to Mr. Papagni, his family and the
residents. Mr. Papagni paid his way even through the recession and is now being
put out onto the street. He asked Council to consider this important issue.

which is its' position to date;
and that staff report back to Council the first week of September concerning Items 1 to 5 of
Durham Region Report No. 95-J-7, dated June 21, 1995.

Councillor Johnson declared an interest as he leases property on the subject lands.

That the Council of The Corporation of the Town of Pickering endorse the resolution to the City
of Scarborough appended hereto as Appendix No. 1 of Town Public Works/Planning Report No.
PWP-2/95, requesting that Twyn Rivers Drive be designated and maintained as a local road and
that all implemented road and bridge design features be sensitive to the environment, friendly to
pedestrians and cyclists and sufficient to limit traffic to volumes associated with local roads.

If (a) The proposal No. RFP-2-95 submitted by CallPro Canada for the supply and
installation of VN1X200 voice processing system in the amount of $41,321.00
(PST/GST extra) be approved;
(b) The budget as presented on Appendix A be approved;
(c) McIntyre Telecom Associates be retained for project management and co-
ordination in the estimated amount of $4,000.00 (GST extra) be approved;
(d) The VMX100 voice processing system at the Works Centre be upgraded (part of
proposal No. RFP-2-95 submitted by CallPro) in the amount of $7500 (PST/GST
extra) be approved; and
(e) An over-expenditure of $6,748.68 be approved.

WHEREAS the Council of the Corporation of the Town of Pickering has always recognized and
supported the contributions of small business; and
WHEREAS in this uncertain economic climate, small businesses are vulnerable to competition
from competitors who are much larger in size; and
WHEREAS it is the moral responsibility of Council to assist Pickering businesses that are subject
to threats to their well-being; and

WHEREAS the business known as `Baby-O-Donuts" in the Town centre Mall is being forced to
close in favour of a large franchise operation;
NOW THEREFORE the Council of the Corporation of the Town of Pickering hereby directs the
Mayor and Town Manager and any interested Member of Council to meet with representatives of
the Town Centre Mall to seek ways to accommodate both businesses.

By-law Number 4646/95
Being a by-law to amend By-law 2622/87, which amended Restricted Area (Zoning) By-law
3036, as amended to implement the Official Plan of the Town of Pickering District Planning Area,
Region of Durham in Part of Lots 1 and 2, Plan 350, in the Town of Pickeirng. (A 30/87(R)]
By-law Number 4647/95
Being a by-law to provide for the administration and enforcement of the Ontario Building Code
Act within the Town of Pickering.
By-law Number 4648/95
Being a by-law to authorize the execution of a Licence Renewal Agreement between Gay Liddell
and Robert Liddell, carrying on business as `The Turning Point" and The Corporation of the
Town of Pickering respecting the operation of the pottery studio at the Pickering Recreation
Complex from September 7, 1995 to September 6, 1997.
By-law Number 4649/95
Being a by-law to authorize the execution of a Lease Agreement between the Durham Board of
Education and The Corporation of the Town of Pickering for parking purposes only, commencing
August 1, 1995 and ending July 30, 2015 respecting the lands being part of Block 42, Plan M-
1194 designated as Part XX Plan 40R-x.
By-law Number 4650/95
Being a by-law to dedicate those parts of Lot 27, Range 3, B.F.C., Pickering, designated as Parts
1, 2 and 3, Plan 40R-15632, as public highway (Fairport Road).
By-law Number 4651/95
Being a by-law to amend By-law 1562/82 temporarily closing roads for construction purposes
(Rosebank Road).

THIIM READING:
Councillor Johnson, seconded by Councillor Ryan moved that the report of the Committee of the
Whole on By-law Numbers 4646/95, 4647/95, 4648/95, 4649/95, 4650/95 and 4651/95 be
adopted and the said by-laws be now read a third time and PASSED and that the Mayor and
Clerk sign the same and the seal of the Corporation be affixed thereto.

(V) OTHER BUSINESS
1. Margaret McIntyre of McIntyre Telecom Services addressed Council to outline
briefly the quotation for the voicemail system, and respond to any questions
Council may have.
2. Councillor Ryan advised that a Notice of Motion would be coming forward at the
next Council meeting concerning the Town's position regarding a landfill site
within Pickering.
3. Councillor Johnson advised that a Notice of Motion would be coming forward at
the next Council meeting concerning Councillors' Remuneration.

BY-law Number 4654/95
Councillor Johnson seconded by Councillor Pistritto moved for leave to introduce a By-law of the
Town of Pickering to confirm those proceedings of the Council of the Corporation of the Town
of Pickering at its meetings held on the 17th day of July, 1995 and that the same be now finally
passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be
thereto affixed.
