A Meeting of the Pickering Town Council was held on Monday, June 5, 1995 at 8.00 p.m.

(I) ADOPTION OF MINUTES
Regular meeting of May 15, 1995.
tM DELEGATIONS
1. Druce Ayres, a Volunteer for the Durham Region Branch of the Ontario March of
Dimes, presented a plaque to Mayor Arthurs for his support of that agency's
Pickering Ability Tree Program.
2. Lance Jervis-Read addressed Council with respect to the Pickering Rescue Unit
and he distributed a report concerning the PARU vessel. He stated that the rescue
vessel operated by the Pickering Auxiliary Rescue Unit should be replaced as it
would be too costly to repair and not worth the expense.
3. Deborah Owen, Co-Chair of Take Back The Night, addressed Council in support
of the recommendation in the Executive Committee Report with respect to the
Take Back The Night event to be held on Thursday, September 21, 1995. She
advised that this is a candlelight march for women and children and she distributed
a map showing the route to be taken. She requested Council's approval of this
recommendation.

(III DELEGATIONS
4. Vida Abell, representing the staff of Sir John A MacDonald Public School
addressed Council to support the Notice of Motion to provide a Crossing Guard at
Balaton Avenue and Fanshaw Place. She stated that an adult is required to
supervise children crossing the street.
5. Mr. Howchin, 675 Pleasant Street also addressed Council to support the Notice of
Motion to provide a Crossing Guard at Balaton Avenue and Fanshaw Place. He
stated that, as a grandfather, he is very concerned with this crossing and therefore
brought it to the attention of Councillor Senis.

That approval of tenders by the Town Manager during Council's 1995 Summer Recess period
(i.e., from June 27, 1995 to July 30, 1995 and from August 9, 1995 to September 1, 1995 be
approved with the following conditions:
(a) the lowest acceptable tender is approved,
(b) the cost thereof is within the budget previously allocated therefor by Council, and
(c) a report respecting those tenders is subsequently submitted to Council

WHEREAS a large number of children attending Sir John A. MacDonald Public School are
crossing at the intersection of Balaton Avenue and Fanshaw Place; and
WHEREAS there are a large number of vehicles both from the school and the surrounding
residential area using this intersection thus creating a possible dangerous situation for the children;
and
WHEREAS the teachers at Sir John A. MacDonald Public School are attempting to help children
across this intersection when possible; and
WHEREAS the Regional Municipality of Durham painted the lines for a school crossing at this
intersection in error but both pedestrians and motorists believe that this is a crossing that is
protected by a Crossing Guard; and
WHEREAS the cost of providing a Crossing Guard at this intersection for the last four months of
1995 would be approximately $2,300; and
WHEREAS as a result of vacancies that occur with the present 28 Crossing Guards and Rover
Guards there will be sufficient funds in Account 2230-1100 (Salaries - Crossing Guards) to
provide for a Crossing Guard for the last four months of 1995 at the intersection of Balaton
Avenue and Fanshaw Place;
NOW THEREFORE the Council of the Corporation of the Town of Pickering hereby establishes
a school crossing at the intersection of Balaton Avenue and Fanshaw Place to service the students
attending Sir John A. MacDonald Public School effective for the commencement of the 1995/96
. school year.

(IV) BY-LAWS
That Councillor Ryan seconded by Councillor Johnson took leave to introduce by-laws of the
Town of Pickering:
By-law Number 4612/95
Being a by-law to amend the Town of Pickering Municipal Code to levy such rates against all of
the assessed properties in the Town of Pickering as will be required to cover the 1995 requisitions
from the Durham Board of Education and the Durham Region Roman Catholic School Board.
By-law Number 4613/95
Being a by-law to amend the Town of Pickering Municipal Code to levy the rates necessary to
cover the estimated 1995 levy from the Council of the Corporation of the Regional Municipality
of Durham.
By-law Number 4614/95
Being a by-law to amend By-law Number 1769/83 to prohibit or regulate the keeping and running
at large of certain animals.

By-law Number 4615/95
Being a by-law to authorize the execution of a Condominium Agreement respecting the
development of those parts of Lot 19, Concession 1, Pickering, designated as Parts 1 and 2, Plan
40R-15638 (Draft Plan 18CDM-94004; Brilden Developments Limited).
• By-law Number 4616/95
Being a by-law to amend By-law 1562/92 temporarily closing a road for construction purposes
(Concession 7 Road).
By-law Number 4617/95
Being a by-law to appoint Penny :L. Wyger as Town Solicitor of The Corporation of the Town of
Pickering, effective June 5, 1995
THIRD READING:
Councillor Ryan, seconded by Councillor Johnson moved that the report of the Committee of the
Whole on By-law Numbers 4612/95, 4613/95, 4614/95, 4615/95, 4616/95 and 4617/95 be
adopted and the said by-laws be now read a third time and PASSED and that the Mayor and
Clerk sign the same and the seal of the Corporation be affixed thereto.

(V) OTHER BUSINESS
1. Councillor Senis requested that regulatory by-laws be revisited and updated over
the summer.
2. Councillor Senis commented on the newspaper article concerning the Pickering
and Ajax Fire Departments working together to raise funds for the Ajax/Pickering
General Hospital.
3. Councillor Senis thanked the L.W.C.A. for their clean-up of the flower beds at
Dixie and Finch and Councillor Johnson for having the weeds cut at the same
location.
4. Councillor Senis advised of the various activities scheduled for the Frenchman's
Bay Festival.
5. Councillor Johnson recommended that Steve Reynolds be contacted when
scheduling events in an attempt to prevent overlapping.
6. Councillor Johnson advised that Claremont will be holding their annual Spring Fest
this weekend.
7. Councillor Johnson advised that through speaking with various municipalities he
has learned that many hold their meeting on a fifth Monday rather than holding it
on a Tuesday of a long weekend.
8. Mayor Arthurs commented on the many activities held in Pickering.
9. Mayor Arthurs welcomed Penny Wyger as the new Town Solicitor.

(V) OTHER BUSINESS
10. The following matters were discussed prior to the regular meeting:
a. The Town Manager advised that he had been in contact with the Bay News
concerning the placement of a half page advertisement in their newspaper
once a month.

That the Town of Pickering enter into an agreement with the Bay News to
place a half page advertisement once a month in their newspaper.

b. The Town Manager distributed a report from the Executive Director of
Operations concerning PARU. He advised that the Coast Guard have
loaned the Town a rescue vessel.
C. The Town Manager distributed a request and agenda from Everett
Buntsma, Director of Parks and Facilities for the National Parks and
Recreation Conference being held in San Antonio.
(VI) CONFIRMATION BY-LAW
By-law Number 4618/95
Councillor Brenner seconded by Councillor Farr moved for leave to introduce a By-law of the
Town of Pickering to confirm those proceedings of the Council of the Corporation of the Town
of Pickering at its meetings held on the 5th day of June, 1995 and that the same be now finally
passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be
thereto affixed.

6. POLICY TO REGULATE AND CONTROL THE

FRESH MARKETING ASSOCIATION GUIDE SIGNS

That the Council of the Corporation of the Town of Pickering hereby endorses and
assists in the implementation of the Durham Farm Fresh Marketing Signage on
local roads as set out in Report 95-W-40 of the Regional Commissioner of Works.

7. "OCCUPATIONAL HEALTH AND SAFETY WEEK"
- JUNE 12 TO 18, 1995

That Mayor Arthurs be authorized to make the following proclamation:
"OCCUPATIONAL HEALTH AND SAFETY WEEK" June 12 to 18, 1995.
8. "TAKE BACK THE NIGHT" CANDLELIGHT WALK
FILE NUMBER - E 4000
WHEREAS on Thursday, September 21, 1995, women's groups throughout the
country will be conducting a "Take Back The Night" candlelight walk for women
and children in many communities to promote awareness for the necessity of safety
on the streets and the plight of abused women and children; and
WHEREAS this event is held annually in Toronto and Oshawa and it is now time
for Pickering to participate in this walk; and
WHEREAS in order for this event to have a profile in the community, the walk
must be conducted on the main streets and therefore will start at the Civic
Complex, go north on Glenanna Road to Liverpool Road, go south on Liverpool
Road to Kingston Road, go east on Kingston Road to Glenanna Road and go
south on Glenanna Road back to the Civic Complex; and
WHEREAS this walk will take place between the hours of 8:00 p.m. and 9:30 p.m.
on September 21st;
NOW THEREFORE the Council of the Corporation of the Town of Pickering
hereby sanctions the closing of Glenanna Road and Liverpool Road between the
hours of 8:00 p.m. and 9:30 p.m. on September 21st, 1995 for the purpose of the
"Take Back The Night" walk; and
THAT the Regional Municipality of Durham be requested to authorize the closing
of Kingston Road on the same date and time to allow this event; and
THAT the Durham Regional Police be requested to assist in the closure.
9. NEGOTIATIONS WITH THE PICKERING
BAY NEWS FOR MONTHLY ADVERTISING

That staff proceed with the negotiations for a monthly half page with the Pickering
Bay News.
