COUNCIL MINUTES
A Meeting of the Pickering Town Council was held on Monday, May 1, 1995 at 7:43 p.m..

Regular meeting of April 18, 1995.
(II) DELEGATIONS
1. Allison Robitaille, representing the Brad Shearer Benefit Committee, read a letter
from a student of St. Mary Secondary School regarding Brad Shearer's
involvement in hockey in the community and she thanked those people who
contributed to the Benefit event.
2. Jack English, representing the Brad Shearer Benefit Committee, stated that the
Benefit event was a success and enough money was raised for the family. It was
gratifying to see the community come together for this event and he thanked the
10 Mayor for participating in a tree planting for Brad Shearer and Council for making
the facilities available.
3. Ray Brace, representing the Brad Shearer Benefit Committee, thanked Council for
their co-operation and help in the Benefit event. The Benefit raised more money
than anticipated and therefore they were able to give money not only to the
Shearers but also to the Pickering Figure Skating Club and the Pickering Hockey
Association.

4. Ivan Irwin, representing the NHL Oldtimers, gave a history of the NHL Oldtimers.
He stated that over the years, the NHL Oldtimers have raised about ten million
dollars in exhibition games and he reported that the facilities at the Recreation
Complex were excellent.
5. Cindy Marshall, representing the Pickering Figure Skating Club, thanked Council
for making the facilities at the Recreation Complex available for the Benefit event
and stated that she was glad the community came together for this event.
6. Len Quigley, representing the Pickering Hockey Association, stated that this was
the second benefit he has participated in over the past eight years and thanked
Council for making the facilities available for the event and thanked Councillor
Johnson for his participation.
7. Gary Shearer thanked Council on behalf of his family for making the facilities
available for the Benefit event. He further thanked the Benefit Committee for all
their hard work and everyone who attended the event and contributed to it. He
presented the Town with a new water cooler for the Ration Complex.

8. Neil Nathani, representing ESCAP, stated that this organization is a regional
student council that links the seven secondary schools in Ajax and Pickering. The
purpose of ESCAP is to act as a body of representatives in various events, to
provide a network of ideas to represent all schools at the Boards of Education and
to link the public and separate schools. This organization has participated in
community events and are currently putting together a student leadership
conference.
9. Larraine Roulston, representing the Pickering Waste Reduction Committee and
PACT, stated that the first week of May is declared as composting week by the
Nation Composting group. She reported on various events that will be going on in
the Town during Composting Week.

Resolution #79/95
Moved by Councillor Brenner
Seconded by Councilor Ryan
WHEREAS the residents of the Town of Pickering have been negatively impacted through the
Regional Apportionment of the net 1994 Regional Levy; and
• WHEREAS the apportionment of the Regional Levy is determined by Provincial Assessment
guidelines; and
WHEREAS these guidelines create an inequity in the level of assessment across Durham Region;
NOW THEREFORE the Council of the Corporation of the Town of Pickering hereby requests
that the Ontario Government include in its study on the Greater Toronto Area (GTA), a review of
the existing inequities with a recommendation to establish a more equitable assessment process;
and
THAT copies of this resolution be forwarded to the leaders of all Provincial parties, the
Association of Municipalities of Ontario, the Ontario Taxpayers Coalition and to all area
municipalities in the GTA.

That a traffic consultant be retained in 1995 to undertake a vehicle movement study in that area of
the Town of Pickering south of Highway #401 and west of Frenchman's Bay; and
That the consultant be instructed to concentrate their studies on the negative effects of the
infiltration of weekday a.m. and p.m. commuter traffic into this predominantly residential area
from the Arterial Roads of Bayly Street (Regional Road 22) and Whites Road (Regional Road
3 8); and
That the consultant be required to submit to the Town final reports which contain specific
recommendations intent on improving the negative influences of the a.m. and p.m. commuter
traffic in the areas east of Whites Road (Regional Road 38) and west of Whites Road (Regional
Road 38) respectively in a timely fashion; and
That Resolution #56/95 to request that the Regional Municipality of Durham impose a left turn
prohibition on westbound traffic at the Bayly Street/West Shore Boulevard intersection and to
request the preparation of a by-law to impose a left turn prohibition on westbound traffic at the
Granite Court/Rosebank Road intersection be tabled; and
That the directions set out in Resolution #56/95 be reviewed by the consultant as part of the study
and shall only be further considered for implementation subject to the consultant's final report
recommendations.
Referred back to staff for two weeks to develop the terms of reference for the traffic
consultant

Town of Pickering:

Being a by-law to dedicate that part of Lot 21, Plan 434, Pickering, designated as Part 4, Plan
40R-12189 as public highway (Woodview Drive).
By-law Number 4608/95
Being a by-law to regulate traffic by imposing left turn prohibitions.

Councillor Johnson, seconded by Councillor Farr moved that the report of the Committee of the
Whole on By-law Number 4607/95 be adopted and the said by-law be now read a third time and
PASSED and that the Mayor and Clerk sign the same and the seal of the Corporation be affixed
thereto.

(V) OTHER BUSINESS
1. Councillor Pistritto reported that David Crombie will be conducting the
Waterfront Trail tour on May 26th.
2. Councillor Senis stated that this is Pitch-In Week during which residents are
encouraged to help clean up the community. The Town will facilitate in helping
any resident or group clean up their neighbourhood and there will be a tree
planting on May 6th.
3. Councillor Senis noted that there will be a fundraising event at the Metro East
Trade Centre on May 6th in support of Sylvia's Residence.
4. Councillor Ryan asked for a report on the status of parkland in the Rosebank
community.
5. Councillor Brenner stated that he received a letter from the Fairport Beach Home
and School Association requesting a "No Parking" zone on Eyer Drive. He asked
that copies of this letter be distributed to the Town Manager, Executive Director
of Operations and the Director of Public Works to study.
6. Councillor Brenner noted that there are three builders who have projects in Ward 1
that are either bankrupt or in receivership. He received a letter from a Mr.
Harding complaining about conditions in one development and asked that copies
of that letter be distributed to the Town Manager, Executive Director of
Operations and the Director of Public Works for a response. He also asked that
staff set up a tour of there builders' sites for himself, Councillor Ryan, the
Executive Director of Operations and the Public Works staff.
1P 7. Councillor Brenner inquired into the application by Ontario Hydro for a Certificate
of Approval from the Ministry of the Environment and Energy.
8. Councillor Brenner reported on a successful meeting that was held at the East
Shore Community Centre on April 25th involving Town staff and community
youth.
9. Councillor Johnson reported that he will be giving a cassette to Trillium Cable that
was prepared by the Ontario Traffic Conference on teaching teens and children
better road safety.

(y) OTHER BUSINESS
10. Mayor Arthurs reminded those present of all the community events that had been
reported on this evening and how Members of Council participate in them.
11. The following matters were discussed prior to the regular meeting:
a) The Town Manager reported that the Region has advised that the Brock
Road and Concession 5 Road intersection project will be advanced to
August 1st on condition that there are no delays as a result of requirements
by utilities.
b) Councillor Johnson distributed the Ontario Traffic Conference magazine
which identifies the conference he is attending and extended an invitation to
all Members of Council to attend a seminar on traffic calming.
(VII) CONFIRMATION BY-LAW

Councillor Brenner seconded by Councillor Farr moved for leave to introduce a By-law of the
Town of Pickering to confirm those proceedings of the Council of the Corporation of the Town
of Pickering at its meetings held on the 1 st day of May, 1995 and that the same be now finally
passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be
thereto affixed.

seventh report to Council and recommends:

1. That Council receive for information Planning Report No. 8/95, including
public comments and the final Terms of Reference attached to this Report
as Appendix No. I for the proposed study "Pickering Downtown Core:
A Design and Land Use Strategy";
2. That Council adopt the Terms of Reference and authorize staff to:
(a) invite the following five qualified consultant groups, from those
who submitted "Expressions of Interest", to prepare detailed
proposals for the "Pickering Downtown Core: A Design and Land
Use Strategy":
i) Baird Sampson Architects in association with Hemson
Consulting;
ii) Berridge Lewinberg Greenberg Dark Gabor Ltd.;
iii) Markson Borooah Hodgson Architects Inc., in association
with Weinstein Leeming Hinde + Associates Ltd. and PMA
Landscape Architects Ltd.; and
iv) John Van Nostrand Associates Inc., in association with
B-A Consulting Group; and
v) McDermott and Associates
(b) review the proposals, interview the five consultants preparing the
proposals, and make a recommendation to Council on the hiring of
one consultant group to undertake the study.

3. NOXIOUS WEEDS

That the Council of the Corporation of the Town of Pickering authorizes the
publication of a Public Notice regarding the destruction of weeds under the
provision of the Weed Control Act of the Province of Ontario and directs the
Regional Weed Inspectors to cause noxious weeds or weed seeds to be destroyed
in such a manner as they may deem proper;
and that cutting or pulling of weeds be deemed the preferred course of action;
and that the standard industry rates be charged;
and that the expenses incurred by the said Weed Inspectors in the discharge of
their duties shall be placed on the Collector's Roll of the Town of Pickering
against the respective parcels concerned and that such amounts shall be collected
in the same manner as taxes under the Municipal Act.
