WHEREAS the Council of the Corporation of the Town of Pickering enacts a by-law annually to
fix the instalment dates respecting the collection of taxes; and
• WHEREAS this annual by-law normally fixes four instalment dates during the last week of
February, April, June and September; and
WHEREAS the payment of municipal taxes is becoming a burden to homeowners whose incomes
may have decreased or not increased for several years due to the economic recession; and
WHEREAS this burden could be eased if the number of instalments dates for the collection of
municipal taxes was increased from four to ten;
NOW THEREFORE the Council of the Corporation of the Town of Pickering hereby directs the
Treasurer-Collector to plan on ten instalments dates for the collection of taxes in 1996 and
subsequent years; and
THAT the Town Clerk be directed to prepare at the appropriate time a by-law to fix ten
instalment dates in 1996 respecting the collection of taxes.

WHEREAS at its regular meeting of June 7, 1993, the Council of the Corporation of the Town of
Pickering passed Resolution #119/93 to make application to the Federal Government to amend
the Boating Restriction Regulations to provide for a five knot or nine kilometre per hour speed
limit for all motorized watercraft on Frenchman's Bay in order to provide for safe boating and to
lower the noise level of motorized watercraft using Frenchman's Bay; and
WHEREAS a Notice was placed in the Ajax/Pickering News Advertiser on May 26, 1993 to
advise the public that Council would be considering a motion at its regular meeting of June 7,
1993 to make application to the Federal Government to provide for a lower speed limit on
Frenchman's Bay; and
WHEREAS many area residents addressed Council at its regular meeting of June 7, 1993 to
support the application to lower the speed limit on Frenchman's Bay; and
WHEREAS in a letter dated May 4, 1993 the Chief of the Durham Regional Police Service
supported the application for a reduction of the speed limit on Frenchman's Bay; and

WHEREAS by letter dated October 11, 1994, the Ministry of Natural Resources advised that the
application for the lower speed limit had been passed and gazetted by the Federal Government
and was now in effect; and
WHEREAS the Metropolitan Toronto and Region Conservation Authority complemented this
application by regulating the launching of jet skis and other watercraft from its lands around
Frenchman's Bay;
NOW THEREFORE the Council of the Corporation of the Town of Pickering hereby reaffirms its
objection to the recreational use of personal motorized watercraft (jet ski type watercraft) on
Frenchman's Bay due to noise, the damage they cause to the ecology of the Bay and their effect
on safe boating in the Bay; and
THAT the Metropolitan Toronto and Region Conservation Authority be advised that Council is
concerned that it is considering a reconsideration of its decision to regulate the launching of jet
skis and other watercraft from its lands around Frenchman's Bay.

Being a by-law to authorize the execution of a Transfer of Easement from Bramalea Inc. to The
Corporation of the Town of Pickering over those parts of Lot 8, Plan 410, Pickering, designated
as Parts 1 and 2, Plan 40R-16033.

THIRD READING:
Councillor Johnson, seconded by Councillor Senis moved that the report of the Committee of the
Whole on By-law Numbers 4592/95, 4596/95, 4597/95, 4598/95, 4599/95 and 4600/95 be
adopted and the said by-laws be now read a third time and PASSED and that the Mayor and
Clerk sign the same and the seal of the Corporation be affixed thereto.

(M OTHER BUSINESS
1. Councillor Farr congratulated Councillor Johnson for his outstanding job at the
Ajax/Pickering General Hospital Auction which raised over $58,000 for the
Hospital Foundation.
2. Councillor Farr advised that the Hospital will be hosting a Provincial Election
Forum on April 4th at the Ajax Community Centre.
3. Councillor Ryan requested a response, to be made in the Chambers, from the
Town Manager concerning the use of the 911 Emergency Number.
4. Councillor Ryan requested a report from the Director of Parks and Facilities
concerning present parkland, lands available for development and future
development planned for parkland in the South Rosebank Area.
5. Councillor Ryan thanked the Town Clerk for the report concerning businesses in
the Rougemount Drive./Highway.#2 area and requested further investigation into
this matter.
6. Councillor Brenner advised that a Notice of Motion will be coming forward
concerning Spruce Hill Road.
7. Councillor Brenner requested a report, by the next Council Meeting, from the
Town Manager concerning traffic in the West Shore area.
8. Councillor Brenner advised of a complaint which he received from the Fairport
Beach Ratepayers Association and he requested that the Town Clerk look into the
matter.
9. Councillor Johnson reported on the meeting held with the Public Works Waste
Management Committee and the Private Sector concerning the disposal of
recyclable items.
10. Councillor Johnson congratulated all participants in the Ajax/Pickering General
Hospital Auction with a special thanks to Diana Hills of Pickering Hydro.
11. The following matters were discussed prior to the regular meeting:

ED OTHER BUSINESS
a. Councillor Johnson advised that he had received calls from residents in the
Marshcourt area concerning tree planting along Pickering Parkway.
b. Councillor Ryan requested a status report on Brandy Lane Homes.
C. Councillor Ryan requested a status report from the Director of Planning on
• the Wagner site.
d. Councillor Ryan advised that the Executive Student Council of Ajax-
Pickering will be holding an event at the Pine Ridge Secondary School on
April 18, 1995 at 7:00 p.m.
e. Councillor Senis commented on and handed to the Town Manager a letter
received from Frank Threlkeld Jr. concerning Frenchman's Bay.
f. Councillor Brenner commented on the process used concerning the
Wagner property.
g. The Town Manager reported on the situation with Bramalea Inc.
h. The Town Manager gave a status report on P.G.R. Septic on Toy Avenue
and advised that the Ministry of the Environment will be providing more
information shortly.
i. The Town Manager distributed a memo concerning the process to be
followed with respect to the hiring of the Town Solicitor.
j. The Town Manager advised that a report would be coming forward shortly
• from the Pickering Hydro Liaison Committee.
k. The Town Manager requested volunteers for the Town Civic Awards
Committee. Mayor Arthurs and Councillors Johnson, Senis and Farr
agreed to sit on the Committee.
1. The Town Manager gave a short report with respect to the Disposal of
Land.

Councillor Brenner seconded by Councillor Farr moved for leave to introduce a By-law of the
Town of Pickering to confirm those proceedings of the Council of the Corporation of the Town
of Pickering at its meetings held on the 3rd day of April, 1995 and that the same be now finally
passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be
thereto affixed.

That the Executive Committee of the Town of Pickering having met on March 27, 1995, presents
its fifth report to Council and recommends:
• 1. ZONING BY-LAW AMENDMENT APPLICATION A 17/94

That Zoning By-law Amendment Application A 17/94 submitted by Garthwood
Homes Ltd. to rezone a portion of existing blocks currently zoned for detached
dwelling residential use (minimum 12.0 metre frontage) to permit the development
of six semi-detached dwellings (when developed in conjunction with adjacent
lands, having minimum frontages of 15.0 metres) be APPROVED subject to the
following conditions:
1. That the implementing Zoning By-law shall include the following
provisions:
(a) require the semi-detached units to be attached above-grade by a
common wall;
(b) establish a 2.4 metre maximum projection of the garage from the
main front wall of the dwelling unit.

WHEREAS Section 446 of the Municipal Act, R.S.O, 1990., c. M.45. transfers
the responsibility for the hearing of the applications for cancellation, reduction or

Clerk of the Municipality for the cancellation, reduction and refund of taxes for
various reasons;
