Brenner D. Fan R. Johnson E. Pistritto D. Ryan S. Senis ALSO PRESENT: C.M.T. Sheffield - Town Manager B. Taylor - Town Clerk N. Carroll - Director of Planning D. Kearns - Co-ordinator of Council Services (I) ADOPTION OF MINUTES Regular meeting of January 16, 1995. ¢n DELEGATIONS 1. Jim Wiseman, MPP, addressed Council with respect to the Notice of Motion regarding Provincial funding for the Ajax-Pickering Hospital. He advised that an Acute Care Study was carried out and will be forwarded to the Ministry of Health. Once the Ministry is in receipt of this study he feels that the hospital will have more beds. He stated that he is doing is utmost to assist the hospital in this situation. (II) DELEGATIONS 2. Maurice Martel, 1580 Kingston Road, Unit 67, addressed Council with respect to parking for handicapped persons. He stated that parking spaces and ramps are not marked appropriately. The parking spaces, which should be the responsibility of the property owners, should be marked with blue upright signs and ramps should be painted with yellow stripes. Fines should be enforced, there should be better accessibility to restaurants and malls, and sidewalks should be installed on main thoroughfares. Rapid Cab takes over for Transit on Saturday could they not also do the same on Sunday. 3. Nick Hatziantoniou addressed Council with respect to his proposed development at the southwest corner of Oakburn Street and Pine Grove Avenue. He advised that he has owned this property for seven years and has been unable to market 50' lots. Pine Grove Avenue would have one 40' lot and Oakburn would have two 50' lots and five 40' lots. This is in keeping with the surrounding area as there is already a mix of 40' and 50' lots. He urged Council to approve this application/ 4. Fred Beer, 4945 Westney Road, addressed Council, on behalf of the Taxpayers' Coalition, with respect to the proposed 1995 budget. He congratulated Council on maintaining a 0% budget increase. He questioned the funding for the Claremont Community Centre and Concession 7. He asked Council to assure the residents that the Reserves would not be depleted or the Mill Rate would not increase future budgets due to these two projects. He advised that 100 miles of road within Pickering requires work and that more than 40 roads were listed by the Public Works Department as needing repair or reconstruction and Conc. 7 was not one of the roads included in this list. !IID RESOLUTIONS 0 Resolution #6/95 - See Appendix #1 Moved by Councillor Johnson Seconded by Councillor Ryan That the Report of the Executive Committee dated January 23, 1995 be adopted. CARRIED Resolution #7/95 Moved by Councillor Ryan Seconded by Councillor Pistritto That Mayor Arthurs be authorized to make the following proclamation: "White Cane Week" - February 5 - 11, 1995. CARRIED 9 Resolution #8/95 Moved by Councillor Farr Seconded by Councillor Ryan WHEREAS the citizens of Ajax and Pickering recognized a need in our communities to request the Provincial Government to approve an addition to the Ajax and Pickering Hospital; and WHEREAS the citizens of Ajax and Pickering participated in and strongly supported a fundraising campaign for the construction of the addition; and WHEREAS the Provincial Government supported this project by funding two-thirds of the cost of constructing the new addition; and WHEREAS the Provincial Government continually assured the Board of Directors of the Ajax and Pickering General Hospital that sufficient funding would be made available for the day-to-day operation of the addition; and WHEREAS the Provincial Government has not lived up to its promise of funding for the day-to- day operation of the addition; and WHEREAS the communities of Ajax and Pickering have continued to experience rapid growth, resulting in an increase in service requirements at the Ajax and Pickering General Hospital, and the Provincial Government refuses to recognize this increased growth with proper funding; and WHEREAS the Board of Directors of the Ajax and Pickering General Hospital has been forced to develop its 1995/1996 Operating Plan in the absence of the necessary additional funding; and WHEREAS this lack of Provincial funding will necessitate bed closures and staff reductions; and WHEREAS this will result in the citizens of Ajax and Pickering not being provided with the level of care that they expect and deserve; NOW THEREFORE BE IT RESOLVED that the Province of Ontario be advised that the Council of the Town of Pickering demands the Province fulfill its commitment and obligation to provide the necessary level of funding to the Ajax and Pickering General Hospital; and THAT a copy of this resolution be sent to the Minister of Health and the Durham Region District Health Council; and THAT further copies be sent to: • Premier Bob Rae • Lyn McLeod, Leader of the Liberal Party in Ontario • Michael Harris, Leader of the Progressive Conservative Party in Ontario • Jim Wiseman, MPP Durham West • Joe Dickson, Liberal Candidate in Durham West • Janet Ecker, Progressive Conservative Candidate in Durham West • Board of Directors, Ajax and Pickering General Hospital • CUPE Local # 906 • O.N.A. Councillor Brenner requested that the Town Manager follow-up with the Building Department on the route being taken by Bramalea construction vehicles. 2. Councillor Brenner commented on his and Councillor Ryan's concern with the number of donut shops within Pickering and advised that a Notice of Motion would be coming forward at the next Council Meeting concerning this matter. 3. Councillor Brenner requested that the Town Manager ensure that information be • circulated to the Disabilities Action Committee. 4. Councillor Brenner requested that the Planning Director's comments concerning Box Stores be circulated to Council. 5. Councillor Johnson advised that a Notice of Motion would be coming forward at the next Council Meeting concerning wheelchair accessibility along Hwy. #2. 6. Councillor Johnson advised that a Notice of Motion would be coming forward at the next Council Meeting concerning a one time grant with respect to The Brad Sheerer Fund. 7. Councillor Pistritto asked the Town Manager to confirm the date of the Whitevale Heritage OMB Hearing. 8. Councillor Johnson advised that a building report indicated an increase in building permits in 1994. 9. Councillor Johnson commented on the cost to upgrade roads within Pickering. 10. The following matters were discussed prior to the regular meeting: a. The Town Manager distributed correspondence concerning business tax and licence fees for the Metro East Trade Centre from Beallor, Beallor, Burns, Inc. b. The Town Manager advised that at a recent area CAO meeting the matter concerning the funding for the Ajax/Pickering General Hospital was discussed. 13 (D OTHER BUSINESS C. The Town Manager advised that a model home provision has been in place in the Town of Pickering Zoning By-laws since early 1994. d. Mayor Arthurs shared with Council complimentary correspondence from a resident and a business to the staff of the Economic Development Department. e. Councillor Brenner requested that the Town Manager follow-up on correspondence sent in October, 1994 to the Director of Parks and Facilities. f. Councillor Brenner commented on a situation concerning Cougs Development and McKenzie/Foxall, Lot 8, Registered Plan 40M-1757. g. Councillor Pistritto questioned the computer needs of the other Councillors. h. Councillor Johnson commented on the by-law coming before Council concerning billboards. i. Councillor Johnson suggested that the leaf pick-up be extended in 1995 into December if the weather stays as mild as it was in 1994. j. Councillor Johnson advised that residents on Woodview Avenue are running their sump pumps onto the road which is causing freezing and he questioned who would be responsible for looking after this situation. k. Councillor Johnson advised that he has received complaints from residents concerning businesses and clinics being run out of residential homes. 1. Councillor Ryan requested that copies of the Procedural By-law be given to all Council Members. M. Councillor Ryan questioned when voice mail would be implemented. n. Councillor Brenner requested that the Town Clerk check the property standards by-law with respect to 1429 Rougemount Dr. ED CONFIRMATION BY-LAW By-law Number 4566/95 Councillor Johnson seconded by Councillor Brenner moved for leave to introduce a By-law of the Town of Pickering to confirm those proceedings of the Council of the Corporation of the Town of Pickering at its meetings held on the 6th day of February, 1995 and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. ZONING BY-LAW AMENDMENT APPLICATION A 7/94 N. HATZIANTONIOU PART OF LOT 12, PLAN 282 (SOUTHWEST CORNER OF PINE GROVE AVENUE AND OAKBURN STREET) FILE NUMBER - B 2310 - A 7/94 That Zoning By-law Amendment Application A 7/94 submitted by N. Hatziantoniou be APPROVED to permit the creation of six 12-metre lots on lands being Part of Lot 12, Plan 282, Town of Pickering subject to the following conditions: 1. Prior to forwarding an implementing Zoning By-law for Council's consideration, the owner shall enter into an appropriate development agreement with and to the satisfaction of the Town which shall include but not necessarily be limited to provisions respecting: a) contribution to shared servicing costs as outlined in the subdivision agreement pertaining to Draft Plan of Subdivision 18T-86043; b) submission and approval of a comprehensive grading and • stormwater management plan to the satisfaction of the Town's Public Works Department c) payment of appropriate parkland dedication fees; (d) those matters pertaining to the development of land normally addressed in a subdivision agreement. 2. That the implementing Zoning By-law include the "S3" zoning standards recently applied to residential development in the immediate area. 2. ZONING BY-LAW AMENDMENT APPLICATION A 7/94 N. HATZIANTONIOU PART OF LOT 12, PLAN 282 (SOUTHWEST CORNER OF PINE GROVE AVENUE AND OAKBURN STREET) FILE NUMBER - B 2310 - A 7/94 That the applicant's request to proceed through Land Division Committee rather than draft plan of subdivision be APPROVED to permit the creation of six residential lots with minimum 12-metre frontages; five of the lots fronting Oakburn Street, one of the lots fronting Pine Grove Avenue and to permit the creation of one lot with a minimum 15-metre frontage at the corner of Oakburn Street and Pine Grove Avenue on Part of Lot 12, Plan 282, Town of Pickering. 2 GENERAL GOVERNMENT PURCHASED SERVICES(1994) RESERVE FOR LEGAL FEES FILE NUMBER - D 3300 WHEREAS, pursuant to the provisions of subsection 163 of the Municipal Act, R. S.O. 1990, chapter M.45, the Council of The Corporation of the Town of Pickering maintains a Reserve for Legal Fees (G/L 4615) and wishes to transfer funds from that Reserve Fund to the General Fund to help fund the cost of 1994 General Government Purchased Services on account of legal fees incurred during 1994; NOW THEREFORE BE IT RESOLVED THAT: The amount of $354,000 shall be transferred from the Reserve for Legal Fees (G/L 4615) to the General Fund to help fund the cost of 1994 General Government Purchased Services. 4. CAPITAL FUND (1994) - PARKLAND RESERVE FUND FILE NUMBER - C 1000 WHEREAS, pursuant to the provisions of subsection 163 of the Municipal Act, R.S.O. 1990, chapter M.45, the Council of The Corporation of the Town of Pickering maintains a Parkland Reserve Fund (G/L 4230) and wishes to transfer funds from that Reserve Fund to the Capital Fund to fund the cost of the purchase of parkland in Claremont in 1994; NOW THEREFORE BE IT RESOLVED THAT: 1. The amount of $168,328 shall be transferred from the Parkland Reserve Fund (G/L 4230) to the 1994 Capital Fund to fund the cost of the purchase of parkland in Claremont in 1994. 5.
