Celebre welcomed everyone to the meeting and introduced Laurie Smith and Amy Barnes, who were in attendance to provide an overview of the Seaton Urban Area Cultural Heritage Evaluations. 2.0 Approval of Agenda/Minutes Moved by K. Borisko That the minutes of the July 22, 2015 meeting of the Heritage Pickering Advisory Committee be approved. Carried Moved by J. Dempsey That the minutes of the October 28, 2015 meeting of the Heritage Pickering Advisory Committee be approved. Carried 3. Delegation Seaton Urban Area Cultural Heritage Evaluations Page 2 Item / Ref # Details & Discussion & Conclusion (summary of discussion) Action Items / Status (include deadline as appropriate) Laurie Smith appeared before the Committee and through the aid of a power point presentation, provided an overview of the following heritage evaluation reports. She noted that they had reviewed existing reports, conducted site visits which included the interiors as well, which she noted they rarely have the opportunity to do. She also informed the members that due to the significance of the buildings, they all meet the criteria for determining cultural heritage value or interest under Ontario Regulation 9/06, noting that the Province uses the same criteria. She noted that the properties should be listed, with the register updated to reflect the research completed and that the information be shared with the Province. 1. 1125 Whitevale Road Laurie Smith provided members with an overview of the heritage evaluation report for 1125 Whitevale Road, outlining the significant features of the structure. A discussion period ensued and comments are noted as follows:  Questioned whether development will surround the property  Currently on well and septic, questioned whether services would be provided  Key elements on the interior were noted as very special  Should encourage the Province to put into private hands Moved by C. Sopher 1) That Council designate 1125 Whitevale Road under Part IV of the Ontario Heritage Act; 2) That Council request that the property be managed in compliance with the Standards & Guidelines for Conservation of Provisional Heritage Properties. Carried 2. 750 Whitevale Road Amy Barnes provided an overview of the significant features as well as a brief history of 750 Whitevale Road. A discussion period ensued with questions raised regarding services to the property when determining the appropriate lot size through a reference plan. C. She also noted that particular attributes could be outlined in a by-law for further protection. Moved by J. Van Huss 1) That Council designate 750 Whitevale Road under Part IV of the Ontario Heritage Act; 2) That a reference plan be prepared that illustrates the appropriate size of the heritage lot including the stone house; and 3) That Council request that the property be managed in compliance with the Standards & Guidelines for Conservation of Provisional Heritage Properties. Carried 3. 940 Whitevale Road Amy Barnes provided an outline of the historical features and family significance of 940 Whitevale Road. A discussion period ensued with the following comments:  Members questioned if the structure would be in the way of the road extension of Sideline 26. C. Celebre noted she would look into this.  Concerns over the Heritage Conservation District being pushed back to the eastern edge of Whitevale.  Members questioned whether the heritage lot boundaries were appropriate or should be expanded.  Questioned whether the windows were specific to this area  Expressed disappointment that barns were disappearing.  Discussion about the repurposing of dismantled/demolished barns. It was noted that it is difficult to locate companies experienced in the proper dismantling of buildings.  Associated value due to agriculture could be noted in the attributes Moved by K. Carried 4. 1200 Whitevale Road Laurie Smith provided an outline of the historical attributes of the property at 1200 Whitevale Road, noting this was one of the most elegant styles in the Whitevale area. Moved by K. Borisko 1) That Council designate 1200 Whitevale Road under Part IV of the Ontario Heritage Act; 2) That Council request that the property be managed in compliance with the Standards & Guidelines for Conservation of Provisional Heritage Properties. Carried 5. 1390 Whitevale Road Amy Barnes provided an outline of the property located at 1390 Whitevale Road. She noted the structure is highly visible from the road. A discussion period ensued with the following questions being raised:  Will property be surrounded by subdivision  Would there be a buffer  How does salt box roof design translate on the interior  Was salt box roof original to structure or an addition Moved by W. Jamadar 1) That Council designate 1390 Whitevale Road under Part IV of the Ontario Heritage Act; 2) That Council request that the property be managed in compliance with the Standards & Guidelines for Conservation of Provisional Heritage Properties. Carried Page 5 Item / Ref # Details & Discussion & Conclusion (summary of discussion) Action Items / Status (include deadline as appropriate) 6. 3185 Sideline 26 Laurie Smith provided an overview of the property located at 3185 Sideline 26, noting the direct association to the agricultural history of the community. A brief discussion ensued regarding the details and blending of styles on the structure. Moved by M. Sawchuck 1) That Council designate 3185 Sideline 26 under Part IV of the Ontario Heritage Act; 2) That Council request that the property be managed in compliance with the Standards & Guidelines for Conservation of Provisional Heritage Properties. Carried 7. 3215 Sideline 28 Amy Barnes provided an outline of 3215 Sideline 28, explaining the strong attributes and key interior and architectural elements of the structure which was a former school building. A discussion period ensued with respect to the inclusion of the interior elements in the designation by-law. Items of particular interest were the chalkboards and clock. It was felt this should be in public ownership and that discussions with the owner were warranted regarding the interior artifacts. Laurie Smith noted that Whitevale School is one of fewer than 40 one room schoolhouses existing across Canada. She then explained the process for declaring a National Historic Site, but noted that this would provide no more protection and would also require the consent of the owner. Moved by J. Van Huss 1) That Council designate 3215 Sideline 28 under Part IV of the Ontario Heritage Act; 2) That staff enter into discussions with current tenant/owner to determine the ownership and intended future use of many fixtures and fittings related to the use as a school and develop a Page 6 Item / Ref # Details & Discussion & Conclusion (summary of discussion) Action Items / Status (include deadline as appropriate) plan of the acquisition by the City for use in the Pickering Museum Village; and 3) That Council request that the property be managed in compliance with the Standards & Guidelines for Conservation of Provisional Heritage Properties Carried as amended - Refer to following motion; Moved by C. Sopher That the main motion be amended to read as follows; 1) That Council designate 3215 Sideline 28 under Part IV of the Ontario Heritage Act; 2) That staff enter into discussions with Infrastructure Ontario to request the property be donated to the City of Pickering to be repurposed as a cultural space; 3) That staff enter into discussions with current tenant/owner to determine the ownership and intended future use of many artifacts related to the use as a school; and 4) That Council request that the property be managed in compliance with the Standards & Guidelines for Conservation of Provisional Heritage Properties. Carried 8. 3250 Sideline 28 Laurie Smith provided an overview of the contextual value and heritage attributes of 3250 Sideline 28. Moved by J. Dempsey 1) That Council designate 3250 Sideline 28 under Part IV of the Ontario Heritage Act; and 2) That Council request that the property be managed in compliance with the Standards & Guidelines for Conservation of Provisional Heritage Properties. Celebre noted she would be bringing forward one more report for 3285 Sideline 20 at a future meeting. She also noted that the Committee’s recommendations on 615 Whitevale Road went to Council and were approved. She noted that Infrastructure Ontario has been notified. 4.2) C. Sopher noted a structure located at 1255 Whitevale Road on the south side of Whitevale Road which should be looked into. 4.3) C. Celebre asked member’s availability for meetings in December and January. December 16th and January 20th were suggested. L.
