Brenner D. Dickerson R. Johnson E. Pistritto D. Ryan S. Senis ALSO PRESENT: T. Quinn N. Carroll B. Taylor P. Wyger D. Kearns (I) - General Manager - Director of Planning - Town Clerk - Town Solicitor - Coordinator of Council Services A UTHORITY TO MEET IN CAMERA Resolution #359/97 Moved by Councillor Brenner Seconded by Councillor Ryan That pursuant to Section 55(7) of the Municipal Act, R.S.O. 1990, c MAS, as amended, the Council of the Corporation of the Town of Pickering hereby resolves to conduct a meeting to consider matters of litigation, personnel and a proposed property transaction. CARRIED 8 .- - 8 2 Resolution #360/97 Moved by Councillor Senis Seconded by Councillor Ryan That Confidential Report GM 5-97 respecting the corporate structure be adopted; and That By-law Number 5112/97 be read a first, second and third time and enacted. CARRIED Resolution #361/97 Moved by Councillor Johnson Seconded by Councillor Pistritto That Confidential Clerk's Report CL 45/97 regarding the Municipal Law Enforcement Division be received for information. CARRIED The Town Solicitor gave an overview of Confidential Legal Services Report L 158/97. Resolution #362/97 Moved by Councillor Johnson Seconded by Councillor Dickerson That the issue of de-registering plans of subdivision be referred to staff for a further report. CARRIED Resolution #363/97 Moved by Councillor Johnson Seconded by Councillor Dickerson That Confidential Legal Services Report L 158197 be tabled. CARRIED The Town Solicitor reported that Price Waterhouse has advised her that they will need 30 days to remove the lift from the McKean lands. Council concurred with this request. Resolution #364/97 Moved by Councillor Johnson Seconded by Councillor Dickerson That this Council rise from the In Camera Meeting at 7:23 p.m. CARRIED - . 8 3 Resolution #365/97 Moved by Councillor Senis Seconded by Councillor Ryan That the memorandum of the Town Solicitor dated September 14, 1997 regarding the charging back of a portion of the election costs to the Boards of Education be referred to staff for a report. CARRIED The Town Solicitor advised that the Sheriff is selling landlocked parcels in the Stolp Homes development in Fairport Beach and the Town will be advising abutting owners of this sale. The Town Solicitor advised that Town staff have been negotiating with the Ontario Realty Corporation and the Region about conservation easements. However, Regional staff are preparing a report on this matter and she advised that the Town must ensure that it retains control of the planning process on the lands affected. The General Manager advised that the resolution passed on September 8, 1997 to name the proposed park to the east of the Recreation Complex as "Princess Diana Park" must be approved by the Lieutenant Governor. The General Manager advised that signs have been installed in the vicinity of the Brock West Landfill Site to warn against illegal dumping, however, such dumping is still occurring and other alternatives are being sought. The General Manager advised that the two radar guns that were authorized for purchase by Council have been received and forwarded to the Police who will be using them only in Pickering. The General manager advised that he is receiving unsolicited information from unknown persons about Ontario Hydro and he is advising these people to put their information in writing or go to other agencies, such as the Police, with their information.
