1.
Heather Guscott, representing the Altona West Community Association,
addressed Council with respect to the proposed development at the southeast
corner of Altona Road and Pine Grove Avenue by the Kaitlin Group. The
Associations concerns are with respect to proposed height, parking and traffic
flow. They do not believe that Altona Road will be able to handle the increase in
traffic and requested that the density not be increased. They are willing to look
at various proposals and a reasonable increase in units. They requested
involvement in all meetings with respect to this proposal.

The following residents addressed Council with respect to the increase in noise
pollution, air pollution and light pollution regarding the widening of the 401
Highway:

a) Don Powell, 772 Eyer Drive advised that his family cannot use the backyard
due to the noise, light and dust pollution. He has contacted Councillor
Brenner and knows nowhere else to go.
b) Robert Adams, 330 T oynevale Road advised that he concurs with the last
speaker concerning the noise, air and light pollution. Since the widening of
the Highway the noise has greatly increased.
c) Michael Gentile, 332 Toynevale Road stated his support of the resolution.
Due to the widening ofHwy. 401 he has lost all trees on his property. Light
pollution is a concern, the children are limited in the amount time they spend
in the backyard and he no longer can garden. A retaining wall would help
the situation.
d) Robert Fler, 320 Toynevale Road advised that he did attend the Ministry
meetings and was assured that the residents would not be impacted by the
widening. His property has been devalued, trees are dying and air pollution
is a concern. The residents should not have to live with the noise. He set a
DV meter on his back porch to monitor the noise and it consistently read in
the mid 80's.
Kim Thompson, Chair, Heritage Pickering addressed Council with respect to the
by-law to appoint members to the Heritage Pickering Committee. She requested
the appointment of three new members advising that matters must be dealt with
concerning disposal of records and budget. These appointments would provide a
quorum which could then address these matters.
Barbara Holt, 1875 Pinecreek Road addressed Council with respect to enacting a
by-law to regulate vicious dogs. She offered her support of this by-law and
advised that responsible dog owners would welcome such a by-law. There are a
small number of dog owners who are irresponsible. The current by-laws are not
being enforced and she urged Council to take a pro-active stance concerning this
matter.

Appendix No. I to Planning Report No. 21/97; and

Adopted Pickering Official Plan" revising informational text and Map 23 for the
Brock Ridge Neighbourhood, as set out in Appendix No. II to Planning Report
No. 21/97, and request the Region of Durham to modify the new Pickering
Official Plan accordingly.

Official Plan" for lands beyond the Whites Road North Urban Study Area, as set out in
Appendix No. II to Planning Report No. 22/97, and request the Region of Durham to
modify the Pickering Official Plan accordingly.

That the Rouge Park Alliance be advised as follows:
(a)
That Town Council supports the final report on the Rouge Park Vegetation
Management Study, dated May 1997; and

That before implementing "Pilot Project 2" of the Study, the Rouge Park
Alliance ensure that the Town of Pickering is provided with detailed
drawings and plans of the proposed work, and that the Town's approval is
obtained before any work is done.
2.
That the Mayor's Task Force on the Waterfront be provided with information
ITom the Vegetation Management Study on "Pilot Project 2" for comment
andlor to be used as input to the work of the Task Force; and
3.
That IDT Report No. 4/97 be forwarded to the Rouge Park Alliance.

That Section 11 of By-law Number 243/87 (Signs) be amended to regulate
election signs on Town road allowances by prohibiting election signs within three
metres of the traveled portion of the road allowance and within 0.5 metres of a
sidewalk; and
That Election Signs be prohibited on all Town medians and bridges or any other
location that may create an unsafe situation; and
That any Election Signs placed on Town road allowances not exceed five square
metres in size.
3.
That the Council of the Regional Municipality of Durham be requested to amend
its Sign By-law to implement similar restrictions for Election Signs on the
Regional road allowances.
4.
That Clerk's Report CL 27197 dated June 2, 1997 and Clerk's Report CL 27/97
(Addendum) be included in the candidates package along with an explanation of
sign placement.

WHEREAS residents abutting the 401 Highway express concern pertaining to noise
attenuation and air pollution prior to its widening; and
WHEREAS upon completion of the widening of the 401 Highway through the Town of
Pickering, residents have confirmed an increase in noise pollution, air pollution, and light
pollution; and
WHEREAS attempts to address concerns have been forwarded to Janet Ecker, M.P.P.
and appropriate Ministry officials without resolution;
NOW THEREFORE the Council of the Corporation of the Town of Pickering hereby
requests that the Ontario Government implement immediate measures to address the
concerns raised by abutting land owners, and
FURTHER that the Ministry of Transportation be requested to erect appropriate signage
on Hwy. 40lto indicate to motorists that they are entering the Town of Pickering with a
population of 81,000 and signage indicating that to reach the Pickering Business Area exit
at Whites Road, also to update the population sign at the easterly border of Pickering to
81 ,000.
A copy of this resolution be forwarded to the Honourable Janet Ecker, M.P.P. Durham
West, Premier of Ontario, Minister of Transportation, Minister of the Environment and
Energy and Leader of the Opposition.

5078/97, 5079/97, 5080/97, 5081/97, 5082/97, 5083/97, 5084/97, 5085/97, 5086/97,
5087/97, 5088/97, 5089/97 and 5090/97 be adopted and the said by-laws be now read a
third time and PASSED and that the Mayor and Clerk sign the same and the seal of the
Corporation be affixed thereto.

OTHER BUSINESS
1.
Mayor Arthurs advised that the Minister of Environment & Energy has requested
a report on the situation at the Pickering Nuclear Generating Station.
2.
Councillor Brenner commented to the matter concerning the leakage of tritium at
the Pickering Nuclear Generating Station.
3.
Councillor Brenner advised that he would be bringing forward a Notice of
Motion concerning the York/Region Long Term Water Project Master Plan.
4.
Councillor Johnson advised that he has requested a report from the Fire Chief
concerning the fire in Claremont which destroyed a home.
5.
Councillor Dickerson questioned the status on the report concerning signage
revisions due to the changing of school hours.
6.
The following matters were discussed prior to the regular meeting:
a)
The General Manager advised that the Town Solicitor has now completed
the application for the Ontario Bill of Rights.

b)
The General Manager advised that a large outstanding amount is owing by
Mr. DeGraauw for the past three years taxes.
c)
The General Manager advised that Miller Paving is considering purchasing
Durham Recycling on Squires Beach Road.

d)
The General Manager advised that the invoice submitted by the contractor
working at the complex on the counter area where a fire took place is not
to be paid.
e)
The General Manager distributed correspondence from a resident
concerning sidewalks and accessability for disabled persons, and
correspondence pertaining to Duffin Rouge Agricultural Preserve
Disposition of Lands, Federal Airport Lands, and Completion of 1996
Works - Municipal Works - 1997 Project Planning Schedule as well as two
articles ffom the Toronto Star: 1) tritium leakage at the Pickering Nuclear
Generating Station, and union walkouts.
f)
The Director of Planning advised that negotiations are taking place
between Lebovic and the Board of Education pertaining to Westcreek
School.
g)
The Director of Planning commented on the Ontario Municipal Board
Hearing scheduled to take place on August 28th concerning the Heathside
severance application.
h)
The Director of Public Works advised that approval had been received with
respect to the Infrastructure Program.
i)
The Director of Public Works distributed correspondence on the York
Region Long Term Water Project Master Plan.
j)
The General Manager commented on the Ontario Fare Assessment System
being reviewed.
k)
The General Manager requested Council to approve the enforcement of full
blue spots for the physically challenged.
l)
The General Manager commented on the lazer traffic control devices and
will not pursue until Durham Police Services agree that they should be
allowed in Pickering.
m)
The General Manager raised a concern regarding Appleview Road street
lights.
