SPECIAL COUNCIL MEETING
A Special Meeting of the Pickering Town Council was held on Monday, May 20, 1997 at
7:09 p.m.

AVTHORITY TO MEET IN CAMERA
Resolution #186/97
Moved by Councillor Johnson
Seconded by Councillor Brenner
That pursuant to Section 55(7) of the Municipal Act, RS.O. 1990, c M.45, as amended,
the Council of the Corporation of the Town of Pickering hereby resolves to conduct a
meeting to consider a matters oflitigation and personnel.

That the Town Solicitor be authorized to the sum of$1,500, being the deposit held by the
Town on behalf of 986956 Ontario Inc., c.o.b. as Denmark Homes, respecting 409
Rougemount Drive, into Court, in the event that the owner of 409 Rougemount Drive
commences Court proceedings against the Town for the return of the said deposit.

That the policy entitled "Compensation for Overtime Worked" dated January 1, 1992 (the
"Policy") be amended as follows:
1.
That the following clause be added to the Town's Policy - Compensation for
Overtime:
"5.5
Compensation for authorized overtime hours worked in excess of 70 hours
per calendar year, to an employee whose position is in any non-union salary
grade above grade 14, shall be paid at the same rate as if the employee
were a member ofthe C.U.P.E. Local 129."
2.
That the following be added to clause 6.1 of the Policy:
"(t)
that flex time arrangements shall be negotiated wherever possible between
the non-union employee and the Department Head to minimize the need for
overtime;
(g)
that the Department Head shall determine the extent to which additional
vacation entitlement in lieu of payment for overtime worked shall be
applied as compensation for authorized overtime worked by a non-union
employee provided that such determination shall be made at the time
overtime is authorized by the employee's Department Head;
(h)
that overtime in excess of 150 hours per employee, per calendar year must
be pre-approved by the C.A.O./General Manager, as the case may be, only.
3.
The proposed policy amendments be effective retroactive to January 1, 1997.

The Town Solicitor was given authorization to write an impact statement to the Court
requesting compensation in the amount of approximately $15,000 for the Town for its
expenses in laying charges against two individuals for arson.
