Kearns (I) (ID 1. 2. - General Manager - Treasurer-Collector (Acting) - Director of Planning - Town Clerk - Town Solicitor - Deputy Director of Planning - Co-ordinator Economic Development - Co-ordinator of Council Services ADOPTION OF MINUTES Regular Meeting of March 17, 1997 Special Meeting of March 17,1997 Special Meeting of March 24, 1997 DELEGA TIONS Louise Boehlar, 889 Antonio Street, addressed Council with respect to the provision of a Youth Park in the 1997 Budget. She questioned the expenditure of the moneys, stating that she believed the money would be divided between the Youth Park and other youth programs, e.g. indoor and outdoor basketball courts in all Wards. Rita McDonald, representing the Take Back the Night Committee, addressed Council with respect to its annual walk to be held on September 18th. This is Pickerings 3rd Annual Walk which is a peaceful, candlelit walk taking place around the world. She requested Council's support and approval. e . e 34 (Ill) RESOLUTIONS Resolution #110/97 - See Appendix #1 Moved by Councillor Dickerson Seconded by Councillor Johnson That the Report of the Executive Committee dated March 24, 1997, be adopted with the following amendments: Councillor Senis declared an interest in Item #2 as her husband is workinsæ: with the representative of the Ontario Sport Lesæ:ends Hall of Fame. Item #2 was deferred for two weeks. CARRIED Council considered the following motion in conjunction with the above resolution: Resolution #111/97 Moved by Councillor Brenner Seconded by Councillor Ryan That Item #2 of the Report of the Executive Committee be deferred for two weeks. CARRIED Resolution #112/97 Moved by Councillor Ryan Seconded by Councillor Brenner That the proposal for the development öf a Customer Service Plan to be established for the purpose of providing superior customer service through the improvement of employeelcustomer relations; and That Option "B" to provide for a centralized customer service be adopted. CARRIED Resolution #113/97 Moved by Councillor Ryan Seconded by Councillor Senis That staffbe directed to continue to use the News Advertiser for a weekly full page community page and the Durham Sun for a monthly half page community page and that any community page advertising in the Village Voice be discontinued. That the supply and installation by Danco Signs of a one sided free standing LED display sign, approximately 15 feet high with a 30" x 120" LED display panel complete with a modem, surge protection and the Town of Pickering and Rotary Club of Pickering official logos on the face of the support structure; in the amount of$43,495 including GST plus $214 for connection of the modem for a total cost of $43,709 BE APPROVED. That the location for the tree standing LED display sign shall be the northeast quadrant of Kingston Road and Liverpool Road, subject to Regional approval being received. That the responsibility and operation of the tree standing LED display sign be assigned to the Department of Culture and Recreation, after installation. That this amount be charged to Account No. 3264-2132-6181 and to be funded from Community Facilities Reserve Fund Account 4225. By-law Number 4957/97 Being a by-law to dedicate those parts of Lot 7, Concession 5, Pickering designated as Parts 2, 4 and 6, Plan 40R-XXXXX as public highway (Salem Road). 8 By-law Number 4961/97 Being a by-law to amend Restricted Area (Zoning) By-law 3037, as amended, to implement the Official Plan of the Town of Pickering District Planning Area, Region of Durham, in Part of Lot 20, Concession 8, in the Town of Pickering (A 3/97) 37 By-law Number 4962/97 Being a by-law to amend Restricted Area (Zoning) By-law 3037, as amended by By-law 4827/96 to implement the Official Plan ofthe Town of Pickering District Planning Area, Region of Durham, in Part of Lot 19, Concession 8, in the Town of Pickering. By-law Number 4969/97 8 Being a by-law to dedicate that part of Lot 19, Concession 2, Pickering, designated as Part 6, Plan 40R-16090, as public highway (Clearside Court). By-law Number 4970/97 Being a by-law to authorize the execution of a Subdivision Agreement and related documentation proposing to subdivide Lot 93, Registrar's Compiled Plan 1051, Pickering (Dare Dale Developments Limited, Draft Plan 18T-94022). 38 THIRD READING: Councillor Ryan, seconded by Councillor Johnson moved that the report of the Committee of the Whole on By-laws Numbers 4956/97, 4957/97, 4961/97, 4962/97, 4963/97, 4964/97,4965/97,4966/97,4967/97,4968/97,4969/97 and 4970/97 be adopted and the said by-laws be now read a third time and PASSED and that the Mayor and Clerk sign the same and the seal of the Corporation be affixed thereto. CARRIED 8 (V) OTHER BUSINESS 1. Councillor Johnson advised that the Ajax/Pickering General Hospital TV Auction will take place this weekend, April 11, 12 and 13. 2. Councillor Dickerson commented on the two MTRCA articles placed on the Community Page of the News Advertiser bearing Councillor Senis' name. 3. Councillor Brenner expressed his and Councillor Ryans appreciation to the General Manager and the Acting Director of Public Works for the quick response regarding contacting the Region of Durham about the traffic concerns with respect to 925 Bayly Street. 4. Councillor Ryan advised that the decorations hanging in the Council Chambers were placed there for the Second Annual Pickering Race Relations Forum which took place on March 26th, 1997. e 5. Councillor Senis responded to Councillor Dickersons comments regarding the two MTRCA articles placed on the Community Page of the News Advertiser. 6. Mayor Arthurs advised that Jude Hodgins, a resident of the Town of Pickering, has recently been awarded the Women Who Make A Difference Award. 7. The following matters were discussed prior to the regular meeting: a. The Interdepartmental Team distributed and summarized a report regarding basement apartments in houses. b. The General Manager distributed information concerning an odour problem at Harwood Mall in Ajax, the Durham Board of Education's Draft Policy on School Closure, and a memo from Mr. R. Taylor, 1997 United Way Chairman concerning Donation Solicitation ftom the Private Sector. c. The General Manager reported that Inspector John Hamilton is now responsible for #25 Division of the Durham Regional Police Services and that #25 Division will be closed at midnight. 8 8 8 48 39 d. The General Manager reported that the Fire Prevention Division is now located in the Public Works area and that staff will be studying the space needs at the East Shore Community Centre. e. The General Manager reported that he will be reviewing the operating departments which may result in some reorganization. (VI) CONFIRMATION BY-LAW By-law Number 4971/97 Councillor Johnson seconded by Councillor Dickerson moved for leave to introduce a By- law of the Town of Pickering to confirm those proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the 7th day of April, 1997 and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. DISCUSSION PAPER ENTITLED "DEVELOPING THE FRAMEWORK FOR A GREATER TORONTO SERVICES BOARD" FILE NUMBER - A 2310.26 8 1. That the Council of the Town of Pickering advise Milt Farrow, Special Advisor, of the following comments respecting his Discussion Paper entitled "Developing the Framework for the Greater Toronto Services Board": a) That if a GTSB-type body is created at this time, it not become another level of government and it not have taxation powers, but rather, it be a coordinating body only (i.e. a "GT A Partnership"); b) That all GT A municipalities be represented on the Partnership, on a representation by population basis; c) That the Partnership establish its own chair, agendas, procedures, action plans and implementation strategies; and d) That the Province provide appropriate administrative support to the Partnership, and establish a formal Cabinet liaison. 2. That the Council of the Town of Pickering advise Milt Farrow that it requests the opportunity to review and comment on his final report on the GTSB before it is submitted to the Province. 8 3. That the memorandum of the Deputy Director of Planning on the Greater Toronto Services Board dated March 24th, 1997, and a copy of the March 24th staff presentation notes on the GTSB be forwarded to Milt Farrow and other interested GT A municipalities for information. 2. ENDORSE EXTENSION OF OFFICE AND ADMINISTRATIVE SUPPORT FOR THE ONTARIO SPORT LEGENDS HALL OF FAME FILE NUMBER - A 2110 That the provision of office and administrative support for the Ontario Sport Legends Hall of Fame be endorsed for a further six months as of March 30th until September 30th, 1997. The matter to be brought before Council at that time for further review. Deferred for two weeks - Councillor Senis declared an interest as her husband is workin2 with the representative of the Ontario Sport Le2ends Hall of Fame. 2 ZONING BY-LAW AMENDMENT APPLICATION A 19/96 1089375 ONTARIO LIMITED PART OF LOT 18, CONCESSION 1 (NORTHWEST CORNER OF TOY AVENUE AND BAYLY STREET) FILE NUMBER - B 2310 3. 8 4. 8 8 That Zoning By-law Amendment Application A 19/96, submitted by 1089375 Ontario Limited, on lands being Part of Lot 18, Concession 1, Town of Pickering, to recognize the existing gas bar use and associated facilities on the west portion of the subject property and to permit the development of a restaurant use with drive-through, eat-in and take-out components on the east portion of the subject property be APPROVED, subject to the conditions identified in Appendix No.1 to Recommendation Report No. 35/96. That Zoning By-law Amendment Application A 3/97, submitted by Transport Canada and 1185497 Ontario Limited, on lands being Part of Lot 20, Concession 8 and Part of Block 24, 40M-1538, Town of Pickering, be APPROVED, subject to the conditions detailed in Appendix No. II to Recommendation Report No. 4/97. 3. That the creation of five lots ftonting an extension of Acorn Lane proposed through Land Severance Applications LD 69/97 to LD 72/97 be authorized to proceed through the Land Division Committee, rather than by draft plan of subdivision, subject to the condition that the owners enter into an appropriate development agreement with the Town of Pickering to provide for such matters as the development of the proposed extension of Acorn Lane, stormwater management, grading, and other development matters. 4. That Town Council recommend to the Region of Durham that Draft Plan of Subdivision 18T -88030 (Revision 2) on lands being Part of Lot 19, Concession 8, and Part of Block 24, 40M-1538 Town of Pickering, be APPROVED subject to conditions outlined in Appendix No. III to Recommendation Report No. 4/97. 8 8 8 5. 6. 7. 8. 9. PROPOSED ZONING REVIEW OF LANDS ON RODD AVENUE FILE NUMBER - B 1000 That Town Council authorize Staff to commence a Town Initiated zoning review of lands on Rodd Avenue that have been removed from the Metropolitan Toronto and Region Conservation Authority acquisition boundary, such review to consider revisions to the existing "R4" zoning that will assist in ensuring that new dwellings constructed, are in keeping with the existing residential character of the area. RECONSTRUCTION OF THE CAMPBELL/MCPHERSON HOUSE PART 7, PLAN 40R-17151 LOT 19, CONCESSION 8, ACORN LANE, CLAREMONT 1185497 ONT ARlO LIMITED FILE NUMBER - D 3400.07 That Council review this report and the attached drawings, submitted by 1185497 Ontario Limited in support of building permit application 97-164, and advise whether they describe a satisfactory reconstruction of the Campbell/McPherson House. "MENTAL HEALTH WEEK" - MAY 5 TO 11 1997 , FILE NUMBER - A 2111 That Mayor Arthurs be authorized to make the following proclamation: "MENTAL HEALTH WEEK" - MAY 5 TO 11, 1997 EVALUATION COMMITTEE TO ATTEND TWO-DAY WORKSHOP FILE NUMBER - A 4000 That an amount of $2,000 - $3,000 be paid for the Evaluation Committee to attend a two-day workshop.
