Celebre welcomed everyone to the meeting. 2.0 Approval of Agenda/Minutes Due to lack of quorum, the minutes will be approved at the next meeting. 3. New Business 3.1) Heritage Permit – 4810 Brock Road C. Celebre provided an overview of the heritage permit application submitted for 4810 Brock Road to permit a detached garage. She informed the Committee that the property is currently designated and known as the Thompson House. Information had been previously forwarded to members electronically for review. C. Celebre provided an overview of staff’s recommendations noting there were some questions with respect to materials to be Page 2 Item / Ref # Details & Discussion & Conclusion (summary of discussion) Action Items / Status (include deadline as appropriate) used, as well as a preference for the windows to be similar in style to the existing outbuilding and house. She also noted that the owner applied for a minor variance to permit the garage in the side yard and a building permit is required. Joshua Gatto, the applicant appeared before the Committee to provide an overview of his application noting he was unaware of the historical significance of property when purchased. J. Gatto advised that he tried to match the new garage with the heritage house including the proposed siding and colour, garage door style and hardware. He provided the following comments:  Style of the garage door itself is only viewed from the house  Distance of the garage to Brock Road is 100 feet  Provided members with photos of doors and windows to be used  Is willing to work with Committee on the style of door, more concerned with the style of hardware, but would prefer to keep the doors chosen, noting they have not been installed yet  Concerned about replacing the existing windows, as there would be a significant expense to replace, as well as being a waste of resources to remove them  Cannot see existing side windows from street as property is heavily treed  Varying styles of windows already exist, applicant noted that some were approved in the ‘90s  Would like to use double paned windows  To locate the garage in the side yard it would require demolishing an existing heritage shed and numerous large trees, one being a rare tree and a septic system is currently located in the rear yard of the property  Shingles would be same as existing and siding style and colour will match the house Discussion period ensued with the following comments from members noted as follows;  Questioned the style of carriage doors and whether other companies had been contacted to provide a more simpler style and in keeping with historical features  Questioned how we got to this point, as normally it would come before the Committee prior to any work being started, making it difficult to comment being so late in the process with some work already being completed Page 3 Item / Ref # Details & Discussion & Conclusion (summary of discussion) Action Items / Status (include deadline as appropriate)  Sympathetic to the applicant, as windows are already installed  Disagreed over existing window styles – some members disliked the sliding window style, questioning whether other styles were considered  Would like to see more simpler style of windows and hardware for proposed garage door  It was noted the property is not within a heritage district, so would be considered on an individual basis  M. Sawchuck noted he was not as concerned with the materials, but it should be sympathetic to the building, try to avoid “fake” heritage  Concerned with the window that fronted the street and questioning whether the applicant was willing to replace the window to be more in line with a heritage window- applicant noted this would create more mismatched windows  In agreement with overall materials to be used C. Celebre informed the applicants that due to a lack of quorum, the Committee’s comments would be forwarded to the balance of Members electronically in order to receive additional comments prior to preparing and submitting a recommendation. This would be forwarded to the Committee of Adjustment prior to their next meeting. She noted that she would also advise the applicant of the Committee’s recommendation. The recommendation will be brought forward at the next meeting for formal approval. Proposed staff recommendation was amended to read as follows; 1) That the Heritage Pickering Advisory Committee support the heritage permit application to permit a detached garage subject to; a) choosing a more simpler garage door type and style and working with staff to finalize the details; and 2) That the Heritage Pickering Advisory Committee does not object to Minor Variance application P/CA 99/15 to permit a detached garage to be located within the side yard. 3.2) Heritage Permit – 405 Whitevale Road C. Celebre outlined the heritage permit application for 405 Whitevale Road, as previously circulated to member. She noted C. Celebre to action Page 4 Item / Ref # Details & Discussion & Conclusion (summary of discussion) Action Items / Status (include deadline as appropriate) the Mary Christian House is located in the Whitevale Heritage Conservation District is protected under Part V of the Ontario Heritage Act. She stated the permit was to provide for the construction of a shed addition on the north side of the existing Mary Christian House. She stated the property is owned by the City and outlined the scope of work to be completed, which complies with the guidelines, stating that staff’s recommendation was is support of the application. Scott Finlayson, President, WDRA, appeared before the Committee, stating this was the second phase of the project. He noted that in order to proceed to the next stage of this restoration project, all the existing items would need to be removed, explaining the need for the shed for storage purposes. He outlined the materials to be used, noting cedar shingles would be used, as outlined in the recommendations. A question period ensued with members seeking clarification on the windows, and the possibility of an accessible entrance and washrooms. It was also noted that with this application be minor in nature, plans showing Whitevale Park as well would be available when the next application comes before the Committee. C. Celebre informed members that due to a lack of quorum, the Committee’s comments would be forwarded to the balance of Members electronically in order to receive additional comments prior to preparing and submitting a recommendation for this application. The members present were in support of staff’s recommendation. The proposed recommendation would read as follows: That the Heritage Pickering Advisory Committee support the heritage permit application to construct a shed addition to the Mary Christian House. The recommendation will be brought forward at the next meeting for formal approval. 3.3) Ontario Infrastructure – 1585 Whitevale Road C. Celebre provided an overview of Draft Plan of Subdivision SP- 2015-05 which includes a building located at 1585 Whitevale Road. She noted this was on the agenda tonight for discussion only, and that a formal comments would come forward at a later date. She stated that the building is not a Heritage Lot but it was C. Celebre to action Page 5 Item / Ref # Details & Discussion & Conclusion (summary of discussion) Action Items / Status (include deadline as appropriate) identified as a heritage resource in background documents. She suggested the following as a possible recommendation; 1) That the exact location be determined; and 2) That the applicant be requested to provide a heritage assessment report and impact assessment. Discussion ensued with questions raised regarding any possible amendments to the plans and what the next steps would be. C. Celebre noted the importance of having assessment reports done, stating that opportunities exist to have changes made, and a Heritage Lot could be recommended. She advised members that a formal comments brought forward at a later date. 3.4) Ontario Infrastructure - 1690 Whitevale Road C. Celebre provided an overview of 1690 Whitevale Road, noting it was designated, but not identified as a Heritage Lot in Draft Plan of Subdivision SP2015-03. She noted difficulty in determining the location, and provided members with the following suggested recommendation: 1) That the exact location be determined; and 2) That the applicant be requested to provide a heritage impact assessment. 4. Correspondence 4.1) Infrastructure Ontario C. Celebre informed members that Council approved City Development Report PLN 10-15 regarding the Class B EA for demolition of structures in Seaton and the Hamlet of Whitevale. Discussion ensued with members expressing their disappointment with Council’s decision regarding 650 Whitevale Road, as the Committee’s recommendations were to object to the demolition. C. Celebre explained that all comments were included in the Report to Council including the consultants, Heritage Committee and staff’s recommendations. They questioned whether the subdivision plan would be changed to now incorporate IO lands into the subdivision plan and what the next steps would be. C. Celebre advised that she was not aware what would occur. She further advised that City Staff plans to meet with Infrastructure Ontario to discuss Councils recommendations. Celebre provided members with correspondence dated September 1, 2015, received from the Manager of Facilities to the City’s Chief Administrative Officer regarding property located at Bock Road and Zents Drive. She advised that this property is City owned with two existing buildings dating from the mid 1800’s. Staff had conducted a review of the condition of the two buildings to determine if there is any merit or consideration for recommending the protection of these potential heritage buildings. Staff determined that the condition of the Farmhouse had deteriorated significantly as a result of fire, making it unsuitable for relocation. The Barn structure was also noted as being unsuitable for relocation due to its size. Discussion ensued and the Committee felt that the City should look into opportunities to salvage items, install a heritage plaque as well as record and document the buildings. 5. Other Business 5.1) Doors Open C. Celebre provided members with copies of the brochures that had been printed up for Doors Open. She provided an overview of the event planned for October 3rd, noting additional advertising had been done this year. 6.0 Next Meeting/Adjournment Next Meeting: October 28, 2015 The meeting adjourned at 8:55 pm. c.c.: City Clerk
